Program Brief

Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

 

IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing its programming to cover education and livelihoods/DRR, as well as its geographic foot print in the host community and to other parts of the country.

 

Purpose of the Role

The position will work as part of the IRC’s WPE team to oversee, manage and provide technical support to prevention and community outreach activities including SASA! Program. (S)he will ensure quality, confidential, and appropriate implementation of these activities. Through supportive mentoring, (s)he will provide capacity development to staff including both IRC and partner staff to strengthen their understanding of SASA! and other prevention activities. The position requires a personal commitment to advancing women's issues and working on behalf of women and girls in the host and the Rohingya community. (S)he will be providing technical support and regular mentoring to IRC and partner staff. The person will coordinate closely with the wider IRC WPE and health teams.

 

Highlights of Key Responsibilities

Technical Quality

·Ensure that GBV prevention and outreach activities adhere to a women-, girl- and survivor-centered and feminist approach and that staff are supported to build and strengthen their practice in this area

  • Provide direct capacity-building support to staff to acquire skills, competencies and practice in WPE and GBV/VAWG guiding principles; survivor-centered support, girl and women focused community outreach, capacity development for women’s friendly space (WFS) services to provide quality services, monitoring and evaluation (M&E) tasks; and other areas as identified.
  • Ensure that WPE and partner staff receive training and mentoring to ensure that programs, facilitation skills, and community engagement are of the highest standard.
  • Assist the team in engaging the most vulnerable women and girls in prevention and outreach programs, as well as making referrals to WGSS services for adolescent women and girls. Establish and oversee survivor-centered referral pathways between SASA! program andSRH and GBV services.
  • Ensurethat all prevention programs are carried out in accordance with the guidelines, and that regular monitoring and feedback mechanisms are in place. Procure supplies within program budgets and ensure activities have the required resources
  • Ensure that ethical and sound data collection and information management is implemented for appropriate data analysis, planning, evaluation, and advocacy; working closely with the WPE team and Monitoring, Evaluation, Accountability and Learning (MEAL) team.
  • Develop SASA!L&A tools to track, analyze and apply learning of SASA! program.
  • Coordinate with government agency, health actors, local and international NGOs, UN agencies and other partners to ensure SASA! Institutional Strengthening.

 

Staff Supervision & Development

·Directly supervise the Senior Technical Officer – Prevention & Community Outreach

·Maintain open, supportive, and professional relationships with all team members (IRC and partner organization), promoting a strong team spirit and providing management support and guidance to enable staff to successfully perform their roles.

·Convening the team on a regular basis to review programming, progress, successes and challenges and make timely adjustments to the activities; and reporting back to the line manager.

·Ensure timely completion and submission of monthly timesheets, probation reviews, appraisals and annual performance reviews; and provide regular constructive feedback to develop their practice

·Assist in the recruitment, training, and support of SASA and preventionstaffand the introduction of self-care principles. Ensure regular communication and close collaboration with the WPE Coordinator, Team Lead - Protection and other WPE team members.

 

Monitoring, Reporting, Budget Management

  • Monitor and consolidate information collected from weekly/monthly and staff activity reports; and actively work with the MEAL Officer to ensure accurate data and information.
  • Monitor budget spending in line with the spending plans for SASA! Intervention and prevention activities, work with the Senior Program Managers - WPE, Team Lead – Protection and WPE Coordinator in developing remedial plans where necessary to ensure budgets are optimally utilized.
  • Support implementation and ensure adherence to grant work plans, spending plans and M&E plans.
  • Where requested by the supervisor, contribute in writing high-quality and timely IRC and donor reports on activities and achievements, supporting the dissemination of SASA! implementation standard methodologies in the relevant forums
  • Take the lead on supply chain, finance and logistics tasks in relation to the operations of the prevention and community outreach activities including identifying and responding to procurement needs.
