Organizational Setting

UTF/BRA/083/BRA – The project is entitled "New Productive and Social Organization of Family Farming in Brazil – A Necessity”, and is set to be concluded on June 16th of 2021, its goal is to promote an evolution in the productive and social organization of family farming in order to strengthen the strategic role of the sector in the national rural development.

Context:

The UTF/BRA/083/ BRA – "New Productive and Social Organization of Family Farming in Brazil – A Necessity" Technical Cooperation Project absorbs this demand through its Immediate Goal 2 - To incorporate new management practices for the productive development of family farming impacting sectors with low productive capacity; Result 2.1 – Guidelines for the productive organization of family farming on defined sustainable bases

Technical Focus

The project is entitled "New Productive and Social Organization of Family Farming in Brazil – A Necessity”, and is set to be concluded on June 16th of 2021, its goal is to promote an evolution in the productive and social organization of family farming in order to strengthen the strategic role of the sector in the national rural development.

At the time the Technical Cooperation Project was signed (2010) a few elements were considered the pillars of the partnership between FAO and the then Ministry of Agrarian Development – MDA, considering the studies of Sabourin (2007) and FAO (2000) which expressed the potential of Brazilian family farming: "for a total of 4,900,000 properties, 4,150,000 (85%) correspond to the family sector and only 550,000 (12%) to the employer sector. Family farming answers for 38% of the national agricultural production, represents 75% of the active rural population and only benefits from 30% of the agricultural area and 25% of the public resources directed to the sector as a whole."

At the time, the sector also represented 10% of the national Gross Domestic Product (GDP), corresponded to 15 million, or 77%, direct and indirect rural jobs, and contributed to the production of 70% of the food products consumed by Brazilians.

Therefore, actions that add value to and strengthen family farming in the international market and highlight the role of female rural workers based on duly supported elaboration, dissemination and training actions represented – and still represent – potential opportunities for joint actions between FAO and the MDA (currently, SAF/MAPA).

Therefore, by abiding to the legal standards of international cooperation relations, aiming to provide subsidies to SAF/MAPA in its internal analyses and evaluations, and considering the final procedures necessary to conclude the Technical Cooperation Project, the systematization of the results measured througout the implementation of the project is considered essential.

To this end, the preparation of an Operational Results Report containing the operationalization process, the systematization, and the evaluation of the information generated, listing any problems identified and lessons learned during the implementation of Technical Cooperation Project UTF/BRA/083/BRA is considered necessary.

This consultancy is to evaluate the UTF/BRA/083/BRA Technical Cooperation Project (physical and financial performance).

Objectives:

a) Preparation of the Operational Results Report for the UTF/BRA/083/BRA Project in order to consolidate and evaluate its technical results, and its financial and budgetary execution.

b) Organization of the documentary evidence related to the UTF/BRA/083/BRA Project, identifying the location of the files and archives in preparation for any future audits.

Tasks and Responsibilities:

1. Participation in a preparatory meeting with MAPA technical teams to contextualize the work, harmonize concepts, and plan the activities to be developed within the scope of the consultancy;

2. Analysis of the documentation related to the technical cooperation project, in order to ascertain the project's background, technical cooperation initiatives developed, and prospect demands;

3. Interviews with SAF/MAPA top management actors and/or with the technical team to collect information that guarantees the project's institutional value and attributes;

4. Compilation and analysis of technical contributions for the preparation of the preliminary version of the consultancy products, based on the document analysis and interviews carried out;

5. Preparation and discussion of the preliminary version of the consultancy products with SAF/MAPA team;

6. Meeting with SAF/MAPA representatives to present the preliminary version of the Operational Results Report and to collect contributions to improve the document in its final version;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  1. Any undergraduate diploma.
  2. Brazilian Nationality or other legally authorized to work in Brazil
