The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

 

Since its establishment, the GCF has approved 111 projects in 99 countries and has committed USD 5.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective

The Lead Investigator will ensure that the IIU responds effectively to allegations of Staff misconduct and any reports of Prohibited Practices in GCF operations and Fund-related Activities.

 

Duties and Responsibilities 
Purpose

• Oversee the conduct of investigations into reports of Prohibited Practices (corruption, fraud, coercion, collusion, obstruction, money laundering, terrorist financing, abuse of authority, retaliation, misuse of GCF resources, and other acts prohibited in relevant GCF policies), sexual exploitation and abuse, and Staff misconduct (including harassment and sexual harassment).
• Prioritize and plan the use of resources and budget to achieve required outputs and results. 
• Develop, assess and revise guidelines for the conduct of investigations, to include investigations policies, methodology and practice documentation.  
• Support the development, implementation, and maintenance of mechanisms to address misconduct and integrity violations.

 

Engagement

• Provide guidance on the conduct of investigations and the delivery of related advisory services to the Secretariat, the Ethics and Audit Committee, the Board, and external partners.
• Collaboratively develop, implement, and participate in monitoring activities of proactive prevention and detection initiatives, as well as of other IIU projects, and ad hoc assignments.
• Liaise with GCF Counterparties, professional networks, and national investigative authorities, including collaboration in joint investigations, information- exchange, and knowledge management.
• Develop investigations training and awareness programmes in coordination with IIU colleagues, offices of the Secretariat, and partner institutions.
• Liaise with and provide regular reports on investigative activities to the Head and Deputy Head of the IIU.

 

Delivery

• Under the overall authority of the Head of the IIU, manage IIU investigations staff members and consultants, including recruitment, supervision, mentoring, evaluation, and skills development. 
• Prepare or supervise the formulation of detailed investigation reports that will be submitted to the Executive Director, the Ethics and Audit Committee of the Board, and any other relevant authority as prescribed in applicable GCF Policies.
• Prepare statistics and information for reporting to the Ethics and Audit Committee and to the GCF Board on the performance and outcomes of the investigation function of the IIU.

 

Required Experience and Qualifications*

Education:
• Relevant Master’s degree in Law, Social Sciences, Accounting, Auditing, or other related discipline is required; or a relevant bachelor’s degree with an additional 2 years professional experience. 
• Formal qualifications or certifications in investigations, fraud detection, forensic accounting, etc. are an advantage.


Experience:
• Minimum thirteen years of cognate experience, at least ten years of which should be in undertaking and leading investigations of fraud and corruption, preferably at an international level.


Skills:
• Excellent knowledge of fraud and misconduct investigative techniques, including financial crime, procurement, sexual exploitation and abuse, and workplace harassment investigations;
• Strong analytical and legal skills with the ability to interpret complex legal and financial information;
• Knowledge of the use of forensic digital investigation tools is an advantage;
• Strong advocacy and liaison skills, and proven ability to communicate with peers as well as to communicate with and manage GCF stakeholders;
• Excellent command of the English language, both written and spoken, together with the ability to draft in English to a very high standard; and
• Familiarity with other UN languages is an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment.
