ABOUT THE ROLE

The Transparency International Secretariat is currently seeking a Head of Global Policy and Advocacy. The Head of Global Policy and Advocacy leads and manages the Global Policy and Advocacy team, overseeing implementation, staff and budget to achieve the strategic goals set in TI’s Global Strategy 2030 - Holding Power to Account, advising both staff and senior management on the design and implementation of outreach and campaigning as well as guiding global advocacy efforts. The purpose of this role is to enhance the ability of Transparency International to bring about policy change by promoting sound and evidence-based policy and advocacy; advancing and delivering Transparency International’s strategic advocacy goals by leading on high profile initiatives; and contributing to the strategic alignment of global policy and advocacy with relevant functions.

OVERVIEW OF KEY DIMENSIONS

Role Purpose: The Head of Global Policy and Advocacy leads and manages the Global Policy and Advocacy team, overseeing implementation, staff and budget to achieve the strategic goals set in TI’s Global Strategy 2030 - Holding Power to Account, advising both staff and senior management on the design and implementation of outreach and campaigning as well as guiding global advocacy efforts. The Head of Global Policy and Advocacy also liaises closely with the Secretariat Research team to ensure that advocacy goals are reflected in the priorities of the Research team.

MAIN ACCOUNTABILITIES OF THE ROLE

Reporting to the Chief Executive Officer, the Head of Global Policy and Advocacy will:

  • Lead the Global Policy and Advocacy team
    • Lead, oversee and contribute to daily policy and advocacy operations and ensure that operations are impactful
  • Align work in research, policy and advocacy to ensure synergies and impact
    • Liaise with the Research team to align the TI research agenda, optimizing it for impactful use in policy and advocacy campaigns
    • Lead the development of evidence-based policy papers with underpinning tools and research
    • Lead policy development by defining policy goals and opportunities that fulfil the Strategic Objectives of our 2030 Strategy
    • Conceptualise, plan and manage implementation of impactful global advocacy, with clear influence objectives and alliance building strategies
    • Develop public policy positions, including production and sign off to ensure consistency and quality assurance
    • Co-ordinate the policy analysis and development for multi-country, regional and international advocacy initiatives and campaigns
    • Lead on the development of TI’s key global advocacy messages and on the identification of strategic and targeted audiences that can act as agents of change
    • Lead on and ensure effective communication in policy and advocacy work, between teams, and with other stakeholders
    • Support the organisation’s operational and strategic content and budget planning by providing leadership and advice related to policy and advocacy, to ensuring the involvement and participation of teams
  • Build relationships and form alliances with external counterparts, communities of practice and stakeholders to scan for innovations and opportunities to form partnerships
    • Co-ordinate TI’s representation at the international level and build relationships with social movements and other key allies to demonstrably influence agendas, enhance policy change, and share best practice and learning
    • Ensure clear global alliance strategies and lead in their implementation
    • Promote new methods of advocacy, campaigning and mobilisation
    • Monitor, assess and respond as necessary to changes in the external environment, ensuring that these changes are reflected in the Global Policy & Advocacy team’s strategy and plans
    • Liaise with TI national chapters through the Secretariat Global Movement team on relevant advocacy opportunities and establish, maintain and grow strategic networks in the global policy and advocacy community (including policy makers, academic institutions, think tanks, leading universities) to advance TI’s anti-corruption work through strategic partnerships and networks
  • Lead programmes being implemented by the Global Policy and Advocacy team
  • Represent TI, and oversee the coordination of its advocacy and representation, at key global institutions and fora in furtherance of the organisation’s advocacy goals on global and regional levels
    • Act as TI spokesperson for the media and for external stakeholders, as needed
  • Be accountable for the delivery and quality of outputs and outcomes in policy and advocacy; lead on and take global responsibility for the policy and advocacy work’s monitoring, evaluation and learning
  • Effectively lead team, provide regular feedback, addressing development and performance and fostering a teamwork approach in meeting objectives and goals
  • Manage the Global Policy and Advocacy team’s operations and budget, supporting operational planning and budgeting processes as required and in fulfilment of TI’s monitoring and evaluation requirements
  • Ensure that the financial and human resources to implement global advocacy initiatives are secured; lead and/or contribute to the development of fundraising proposals
  • Being the point person in our policy and advocacy efforts to change the world to one free of corruption

CANDIDATE PROFILE

In order to succeed in this role, candidates will need to meet the following:

  • Postgraduate university degree and/or professional qualification in social science, public policy or administration, journalism, international law, economics, management, or other relevant fields
  • 10+ years of relevant and progressively responsible experience with an International NGO or other International Organisation in carrying out research, policy or advocacy, with a successful track record in communications, public advocacy, design of programmes, and fundraising
  • Expert knowledge in issues in the nexus of corruption, human rights, and democracy; including understanding from research, policy and advocacy perspectives
  • Proven leadership and management experience in an international setting, with a track record of facilitative, collaborative team management to drive a culture of accountability and ownership along with a natural ability to network and build successful and lasting relationships
  • A high-achieving, strategic, experienced and dynamic professional with a proven ability to develop a clear strategy for global policy and advocacy initiatives and a track record of leading processes that resulted in, or contributed to policy changes at an international level
  • Experience in budgeting, strategy and planning and a flair for innovation
  • Demonstrated ability to foster and expand initiatives with both fundraising knowledge and aptitude; entrepreneurial, creative and opportunity-driven mindset
  • Demonstrated capacity to build and maintain a strategic network of partners to further research, policy and advocacy goals
  • Strong organisational skills, with the ability to manage priorities across a wide range of issues and work successfully under pressure and to tight deadlines
  • Excellent communication skills and ability to work effectively across diverse teams, interests and countries essential; high level of political and cross-cultural sensitivity
  • Excellent command of the English language (to native speaker’s level) both verbal and written; additional languages, in particular French, Spanish, Arabic, Russian, or Portuguese, an advantage
