Terms of Reference:

 

The Emergency Operations Division (EME) is seeking to recruit a Partnership Officer to support the management of strategic partnerships and the advocacy work of the Division. The partnership officer's support is essential to promote consistent, strategic engagement with donors, UN, and other partners that reflects the evolving nature of WFP’s work in emergencies. The consultant will work closely with the Deputy Director (Partnership, Preparedness and Surge), other EME managers and with the EME Communications Officer.

 

Accountabilities/Responsibilities:        

  1. Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and strategic alignment and to leverage policy and technical support for WFP’s work.

 

  1. Conduct a mapping exercise to better understand priorities, opportunities, gaps and challenges for EME to strengthen quality partnership and advocacy strategies, taking into account the findings and recommendations of a recently completed communications review.

 

 

  1. In coordination with other teams and divisions, develops strategies for specific donors, UN and other partners. Provides advice and briefs to senior managers, and strategically allocates material and other appropriate resources.

 

  1. Establish and leverage relationships with other teams to facilitate the development of key messages and positions that reflect field priorities and their tailoring to specific audiences.

 

 

  1. Translate advocacy priorities into concrete initiatives by supporting the design and execution of advocacy-related activities and donor targeted communications, including proposals, concept notes, presentations and reports.

 

  1. Support EME management in inter-agency engagement through the development of key products that support strategic communication on operational issues and inter-agency policy positions.

 

 

  1. Collaborate with other HQ Divisions to ensure reporting on donors and resourcing status of activities, identifying trends and issues, and proposing solutions, to enable informed decision-making and action planning by key stakeholders.

 

  1. Prepare and coordinate inputs that contribute to inter-governmental/inter-agency work to ensure that EME positions are properly explained and taken into account in decision-making.

 

 

  1. Promote research, networking and knowledge sharing at all levels to facilitate access to data and research-based evidence for decision-and policy-making/implementation.

 

  1. Enable partnership growth by identifying opportunities to expand existing partnerships, deepen collaboration and joint advocacy on common priorities and scoping new partners, guided by assessments, analysis and due diligence, and ensure follow-up.

 

 

  1. Any other duties as required by the EME Division, working in close collaboration with the Deputy Director, EME management and Communications Officer.

 

 

 

QUALIFICATIONS & EXPERIENCE REQUIRED

 

 

Education:

 

At least 5 years of progressively responsible professional experience in donor relations, fundraising, partnerships, communication, programme implementation in a global organization. Country Office experience in a humanitarian programme is a strong asset.

Knowledge and skills:

 

  • Strong conceptual thinking to create relevant advocacy materials for projects and activities with innovative elements.
  • Has supported creation of external communications and briefing materials and has relevant professional work experience in partnership roles.
  • Has provided advanced technical support and identified opportunities for service delivery excellence to strengthen partnerships.
  • Ability to build, strengthen, and leverage a range of relationships using formal and informal opportunities.
  • Has designed resource mobilization processes and resource strategies, negotiated contract terms and provided resourcing advice to seniors.
  • Has developed long-term partner relationships and gained significant experience in expanding engagements.
  • Collaborative spirit and ability to tactfully engage with a wide range of people at all levels and across different cultures and to act with credibility and diplomacy.
  • Ability to plan, anticipate requirements, problems and obstacles, juggle competing priorities successfully, and work to tight deadlines.
  • Self-motivated and able to work with a high degree of autonomy.
  • Fully committed and motivated to achieve the aims of the UN World Food Programme.
  • Willing to work in and travel to different field locations and challenging operating environments as required

 

Languages:

 

Fluency  (level  C)  in  English  language.  Intermediate knowledge  (level  B)  of  a  second  official  UN  language:  Arabic,  Chinese,  French, Russian, Spanish, and/or WFP’s working language, Portuguese.
