1.Purpose of the Consultancy

Strategic planning, monitoring and evaluation and programmatic review are fundamental to the management of public health programmes. Long term strategic planning with budget based on in-depth analysis and evaluation of the disease programmes often require additional expert assistance. Monitoring and evaluation of the plans and periodic review of performance helps the programmes in course correction and adaptation with changing priorities.

This consultancy is intended to support WHO and the national tuberculosis program of Jordan in development, revision of the national strategic plan, periodic reviews of TB programand evaluation.

  1. Background

WHO supported the Ministry of Health of Jordan to conduct a national TB programme review in 2020. The programme review identified some gaps and challenges that need to be addressed, leveraging on existing opportunities and strengths.

  1. Work to be performed

The consultant will work under supervision of the EPI Officer/WCO JOR and overall guidance of the Public Health Coordinator of the WHO Country Office to prioritize and advise the national TB programme in the implementation of the recommendations from the national TB programme review. Specifically, this will focus on implementation of training programs on the provision of TB services; TB contact investigations; implementation of TB activities for high risk group and TB infection management; monitoring of TB activities and supervision; in coordination with other health sectors and key stakeholders. The consultant will also support the implementation of the current Middle East Response 2 (MER 2) Global Fund grant and the ongoing development of the Global Fund MER3 funding request for Jordan.

Output 1: Help strengthen national and sub-national TB programme planning to be aligned with the recommendations made in the 2020 national TB programme review

Deliverable 1.1: Review and analyze national and governorate TB programme performance and provide a coherent, responsive and effective training on programmatic management to staff at national and facility levels to address gaps and challenges. This includes analyzing routine programmatic data to support evidence-based planning and decision making.

Deliverable 1.2: Conduct Field visit at national and subnational levels to evaluate the status of implementation of different programme activities.

Deliverable 1.3: Coordinate trainings to improve technical and managerial capacities of TB staff at central level and TB coordinator staff in governorates.

Deliverable 1.4: Finalize TB component of the Global Fund MER3 funding request with summarized priority interventions for Jordan TB control ProgrammeDeliverable

1. 5: Contribute to the development of the national strategic plan to eliminate TB in Jordan by reviewing and analysing the existing plan, available data, documents, assessment reports, annual performance reports and other relevant documents of the TB programme

Deliverable 1.6: Provide technical advice to assess the progress of End TB Strategy implementation in the country and status of reaching the TB-related Sustainable Development goals and targets

Output 2: Coordinate with national authorities and WHO country office to provide the most current and evidence-based technical support to the national TB programme in improving case detection, notification and management, with a focus on high-risk groups

Deliverable 2.1: Establish training program(s) on the provision of basic TB services at primary health care level;

Deliverable 2.3: Review the implementation of activities, identify gaps and provide solutions to enhance TB laboratory network (expansion of new rapid diagnostic tests, EQA, development of SOPs, linkages with SRL, sample transportation system);

Deliverable 2.4: Assess additional needs required to support continuity of TB services in the context of the COVID-19 pandemic, including for vulnerable groups such as refugees, migrant workers and other relevant high-risks groups;

Deliverable 2.5: Liaise with national counterparts, donors, development partners (UN and bilateral), and WHO technical departments to harmonize recommendations on policies and strategies related to TB and related comorbidities; and to review and update available NTP documents such as national guidelines, SOPs and handbooks as needed, including at governorate levels.

Deliverable 2.6: Submit periodic and final report of the assignment.

  1. Specific requirements

- Qualifications required:

Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in medicine and/or in epidemiology

- Experience required:

  1. From 5 to 10 years of relevant experience working in the field of TB programme management

  2. Comprehensive experience in working with countries of the Eastern Mediterranean region

- Skills / Technical skills and knowledge:

  1. Strong skills in planning, coordinating, monitoring and implementing TB prevention and control, surveillance and epidemiology;

  2. Strong managerial, project monitoring and execution skills, including operational aspects of TB prevention and control;

  3. Expertise and skills in capacity building of staff;

  4. Strong professional oral and writing skills; ability to prepare reports and presentations, when requested

Genre

  1. Good knowledge of the End TB Strategy and the framework towards tuberculosis elimination in low-incidence countries

  2. Technical and managerial experience in planning, coordinating and monitoring of TB prevention and care activities

- Language requirements:

Excellent knowledge of written and spoken English and Arabic

  1. Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.
    Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
