Organizational Setting
FAO supports Members to build and implement effective collaborative One Health strategies, simultaneously addressing the health of people, animals, plants and the environment. The One Health approach is used to design and implement programmes, policies and legislation.
A hub of technical knowledge, FAO embraces One Health in protecting human, animal and plant health; supporting management and conservation of natural resources; ensuring food security; facilitating access to safe and nutritious food; tackling antimicrobial resistance (AMR); advancing climate change adaptation and mitigation efforts; promoting sustainable fisheries and agricultural production, and supporting the review and revision of national and regional legislation in all these areas. FAO collaborates with the World Health Organization (WHO) and the World Organisation for Animal Health (OIE) in the FAO-OIE-WHO Tripartite to create and support One Health programmes.
The Development Law Branch of the FAO Legal Office (LEGN) provides assistance to FAO members for the review and revision of their national and regional legal frameworks, to conduct legal research on matters under the FAO mandate and to collect and disseminate legal information, including national and regional legislation through FAOLEX. LEGN is an active member of the AMR WG and supports the implementation of different technical assistance projects and initiatives related to One Health and AMR-relevant legislation, in close cooperation with the FAO technical divisions as well as other partner Organizations (OIE, WHO and UNEP, among others). LEGN also supports countries and regional organizations in the revision and update of their trade-related legislation, to facilitate the safe trade of agriculture products as well as compliance with the relevant trade agreements.
FAO International Consultant and Call purpose
A consultant/PSA may be engaged by the Organization to provide expertise, skills or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment may involve full-time or part-time functions. The consultants can be recruited for assignments that may go from a few days to 11 months, and may involve travel or be home based.
The purpose of this Call is to identify suitably qualified and experienced consultants and/or PSA subscribers to populate a roster for legal experts with expertise and experience in the following areas:
Food safety, animal health and plant health legislation;
Environment legislation, including climate change, water and pollution control;
Forestry and wildlife;
One Health and AMR relevant legislation with a focus on animal healt, plant health food safety, biodiversity and environmental protection including regulatory frameworks for veterinary medicinal products and pesticides;
Trade law.
Reporting Lines
The consultant will report to the Legal Officer – Development Law Branch
Technical Focus
The consultants will work on several areas related to One health legislation, and more broadly agriculture protection and production and food security
Tasks and Responsibilities
The consultants will support legal research and capacity development activities
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Advanced university degree in Law.
Master’s degree/ PhD on matters related to One health-related legislation or related matters
Relevant experience in One health-related legislation
3 years for junior level consultants.
10 years for experts.
Demonstrated capacity to develop comparative legal research
Working knowledge of English and limited knowledge of other FAO official languages in the case of Consultants.
Working knowledge of English is sufficient in the case of PSA.SBS.
