SCA Background:

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The District Manager for SCA is part of the project management team and works directly under the direct supervision of Project Manager and RD Project Senior Officers. Together with site engineers, social organizers, local facilitators and district staff at district level. He /She works in an efficient and transparent manner to achieve the overall goals of the Project through the community development councils (CDCs) and other related Community Based Organizations (CBOs). District Manager is leading the team at the district level and overall responsible for implementation of project activities at the district level. District Manager will be based in District Office and builds good relationship with influential bodies and key provincial and district stakeholders at the district level to ensure smooth and convenient implementation of project activities.

Qualifications & Job Requirements:

Bachelor’s degree from recognized college or university in public administration, business administration, Management, Economics, agriculture and social science.

3-4 years relevant experience, especially within an NGO, UN agencies or similar organization.

Documented familiarity of community development projects, at grass root level with community participation.

Proven competencies in monitoring of development activities and projects.

To have a good supervisor, monitoring, analytical and troubleshooting skills.

Computer skills at operator level, especially with MS Office packages.

Fluency in English and Dari and/or Pashto, both written and spoken.

Strong Interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational.

Supervisory, team worker, analytical, and troubleshooting skills.

Experience of planning, reporting and budgeting.

Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.

Main Responsibilities:

Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other provincial and district stakeholders.

To participate actively in ensuring broad understanding and acceptance by local communities of the RDP activities and SCA in general.

Responsible for RDP related activities and implementation of the project at district level as per the annual action plan and report progress on time.

Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.

To assist the district engineers and Social Organizers in planning and overseeing implementation of development projects at the community level

Monitor and supervise RD project related staff on a day-to-day basis and through field visits ensure good relation to members of the concerned villages/community.

To be innovative, creative and have the ability to deal with different models for service delivery with special focus on community participation strategies

To actively evaluate the security situation at district level and implement strong adherence by staff on security regulations and precautions.

To develop efficient and adequate management system and routines to ensure high quality in performance. Development of regular, participatory and documented staff meetings at district level is expected.

Cope with local problem and always propose options for conflicts and local tensions

Build strong working relationship and maintain effective communications with team members.

Build positive working and learning environment for district office team members.

Address district team concerns and provide direction whatever needed.

Always ensure that team follow SCA policy and procedure.

To enforce the implementation of SCA financial regulation and procedure in RD project activities at district level.

To set up adequate quality control mechanism in the project implementation at district level.

To assist Project Manager during budget preparations, follow up, manual revisions and to secure accountable practices according to financial regulations.

Any other relevant task by line supervisor.

Honest, proactive, and well mannered.
