Background Information - Afghanistan

Afghanistan

With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the Government and people of Afghanistan through delivery of projects and services in line with the government’s national priorities. The UNOPS Afghanistan Operations Centre (AFOC) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFOC is implementing a number of projects in a range of sectors including infrastructure (roads, bridges, justice and security, health, and water supply) development, procurement services, HR services, capacity building, and humanitarian protection, amongst others, on behalf of the Government of Afghanistan, the international donor community, and other UN agencies.
The functional objective of UNOPS AFOC is to contribute to the achievement of the development outcomes sought by the Government of Afghanistan. The aim of UNOPS AFOC is to provide efficient and cost-effective implementation services on behalf of all our partners to support the reconstruction and development of the country. UNOPS AFOC’s mission is to exceed the expectations of all stakeholders in the delivery of AFOC’s services, at all times, in all places, in all circumstances, in order to improve significantly the lives of all Afghans in need.


Functional Responsibilities

The Security Assistant works under the guidance and direct supervision of the Security Officer, within the Support Services team and in close coordination with the Programme Managers and the office management team. S/he provides a comprehensive range of specialised and administrative support services for the management of security and safety operations.   The Security Assistant promotes a client-oriented approach consistent with UNOPS rules and regulations and UN Security Management System policies.  S/he is responsible for providing assistance to resolve security related issues and information exchange in a timely fashion. 

      Security office administration

  • Liaise with the United Nations Department for Safety and Security (UNDSS)  and other UN Agencies Security Assistants/Officers on security related matters.

  • Attend daily security briefs with UNDSS.

  • Assist in providing response to accidents/incidents involving UNOPS staff and properties.

  • Ensure timely passage of security related information as received from liaison partners to UNOPS Security Officer.

  • Work with UNOPS radio room and replace radio operators during annual leave and sick leave.

  • Ensure the needs of the Ministry of Interior - Department of Protection and Security (MOI-DPS) guards are met in a timely manner.

  • Ensure all radio procedures are adhered to by all UNOPS personnel.

  • Act as Incident Focal Point during times of crisis.

  • Ensure regular tracking of UNOPS staff and field missions.

  • Provide pre-departure briefing to UNOPS road missions.

  • Act as Fire Marshall for UNOPS buildings.

  • Assist the Security Officer with Premises Vulnerability Assessment (PVA), ad-hoc Security Risk Management (SRM) and Compound Security Risk Management (CSRM) for all UNOPS managed and partners managed facilities.

  • Perform all security administrative jobs e.g. update of guesthouse, offices, SRM inspections on a regular basis.

  • Follow-up the work of UNOPS local unarmed and armed guards at all compounds and facilities.

  • Perform other security related duties as assigned.

      Security reporting

  • Maintain a log for asset removal from UNOPS premises.

  • Provide accurate and timely incident reports on security events.

  • Support the reporting of Significant Security Incident Report (SSIR) in a timely manner.

  • Provide support in Security Risk Management (SRM) assessments on venues frequented by UNOPS personnel for official visits/meetings.

  • Update all security related documents and ensure the full set of security documents and Standard operating procedure (SOP’s) are present at all times.

  • Maintain up to date warden system for all UNOPS personnel.

  • Update staff database on daily basis.

      Knowledge building and knowledge sharing

  • Conduct weekly security briefing to the UNOPS core team.

  • Provide administrative support for regular training on procedures and policies as required.

  • Promote the safety and welfare of UNOPS personnel, their Dependents, property and the property of the organisation.

  • Disseminate up-to-date Security Situation updates to UNOPS staff, contractors; Department of Protection and Security (DPS) escort teams and regional security focal points.

  • Ensure access control and visitors procedures strictly adhered to.

  • Sends reminders about compliance with the UNOPS security mandatory training and follows up the completion rate.

  • Meet with appointed wardens and provide security briefings.

Education/Experience/Language requirements

a. Education:
  • Completion of secondary school is required. 
  • First University Degree in Business Administration, Public Administration or equivalent disciplines is desirable but not required. 

  • Relevant certification in security related studies is a distinct advantage.

b. Experience:
  • A minimum of four years of relevant experience in security or operations’ services is required in national or international, public or corporate organisations, including experience in one or more of the following areas: Incident reporting, security administration support, security communication, telecommunication and warden system.

  • Prior experience with the UN system or international NGOs is desirable.

  • Proficiency in computers and office software packages (G Suite, MS Office), and experience in handling of web-based management systems is required.

  • Knowledge of Telecommunication including High Frequency (HF) and Very High Frequency (VHF).

c. Language:
  • Working knowledge of English language is essential. 

  • Fluency in the local language/s of the duty station (Dari, Pashto) is required.

  • Knowledge of another official UN language is an asset.
