Under the supervision of the Deputy Representative, and in close collaboration with UNICEF’s Education, Child Protection and Inclusion and Participation sections, the consultant will provide expertise and support for the planning, implementation, monitoring and reporting of the programme activities, within UNICEF and among relevant UN agencies, including for the design of phase II of the programme. The consultant will also collaborate with the inter-agency Spotlight team and the Technical Coordination Unit.

How can you make a difference?

Under the supervision of the Deputy Representative, and in close collaboration with UNICEF’s Education, Child Protection and Inclusion and Participation sections, the consultant will provide expertise and support for the planning, implementation, monitoring and reporting of the programme activities, within UNICEF and among relevant UN agencies, including for the design of phase II of the programme. The consultant will also collaborate with the inter-agency Spotlight team and the Technical Coordination Unit.

WORK ASSIGNMENT:

Planning, design and quality assurance

  • In collaboration with programme sections, develop UNICEF’s programme for Phase II (2022) of the Spotlight Initiative in Timor-Leste
  • In collaboration with programme sections, adapt UNICEF’s activities to the evolving COVID-19 context in the country and provide regular updates to the Technical Coordination Unit
  • Support development and review of key documents for project implementation, including calls for proposals, TORs, concept notes, Programme Documents for partnerships with CSOs, presentations, etc.
  • Manage and share knowledge and data related to VAWG, VAC and SI activities
  • Provide feedback and technical inputs to the knowledge products and communication materials developed by UNICEF for the Spotlight Initiative

Monitoring and Evaluation

  • Participate in and represent UNICEF in the Spotlight Initiative M&E taskforce
  • Set-up the M&E framework and tools for UNICEF activities and support team and partners in meeting M&E requirements and standards under the Spotlight Initiative.
  • Support development of bimonthly or quarterly updates of M&E indicators and implementation status of activities to the Technical Coordination Unit
  • Provide support for the finalization of the Mid-term assessment of the Spotlight Initiative in Timor-Leste, which will be led by the Secretariat

Reporting

  • Support finalization of the 2020 Spotlight Annual report, integrating the inputs from the EU, Civil Society, Government and National Steering Committee
  • Compile inputs and develop narrative progress reports of UNICEF’s activities as requested by the RCO or the Secretariat

Finance

  • Support programme sections to develop the budget for UNICEF’s activities for Phase II (2022) of the Spotlight Initiative in Timor-Leste
  • Develop bimonthly or quarterly financial reports with the support of the Finance Officer and submit to the Technical Coordination Unit
  • Oversee programme financial delivery and provide regular updates to Management

Gender

  • Conduct training sessions for the GFP as needed
  • Review planning and reporting documents with a gender lens
  • Provide support for selecting and reporting on gender indicators
  • Together with the GFP, represent UNICEF in the UN-GTG and national GCG

DELIVERABLES:

1. Documents developed or reviewed for project implementation

2. UNICEF’s Programme for Phase II (2022) of the Spotlight Initiative in Timor-Leste developed

3. Submission of tracking and monitoring update on indicators and results

4. Mid-term assessment completed with UNICEF inputs

5. Final version of the 2020 Annual report of the Spotlight Initiative in Timor-Leste submitted to the Secretariat with UNICEF’s inputs

6. Financial reports submitted to the Technical Coordination Unit

7. Budget for Phase II of the Spotlight Initiative programme for Timor-Leste developed

8. Evidence of training sessions conducted for the Gender Focal Point

9. Evidence of active participation in the UN-GTG and GCG

DURATION OF CONTRACT:  The selected consultant will work from May until December 2021. This is not a full time contract, the office would expect around 15 days of work per month.

PAYMENT SCHEDULE: Monthly Payments based on deliverables and a monthly report.

To qualify as an advocate for every child you will have…

  • Master’s degree, preferably in Social Sciences, Humanities, or other related field
  • At least 3 years of work experience in international development, especially in the areas of planning, monitoring, violence and gender-equality
  • Credential in Gender is an advantage
  • Fluency in English. Knowledge of Portuguese or Tetun is an advantage
  • Ability to deliver quality written work
  • Previous experience of working with UNICEF and familiarity with Timor-Leste context
  • Knowledge of the Spotlight Initiative in Timor-Leste is a distinctive advantage

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
