The CPD 2018-2020 of the Burkina Faso CO was developed in 2017. The nature and scope of activities led to the staffing structure of the CO and of the education section.

However, since the start of the CPD, the situation has quite dramatically changed with the mounting insecurity in the Sahel region and later on the Northern region and Eastern region.  Especially the education sector was badly hit by this and several hundreds of schools now closed.

In 2020, Burkina Faso will receive a GPE (Global Partnership for Education) grant for emergencies and UNICEF has been designated by the LEG (local education group) as a grant agency for this grant.

Therefore, through these ToRs, the UNICEF Burkina Faso CO want to recruit an education officer P3 on a TA contract to manage the GPE grant.

How can you make a difference?

This position is in CO Education Section located in Ouagadougou, Burkina Faso reporting to the Chief Education. 

Under the guidance of the Chief Education, assists in the planning, implementation, monitoring and evaluation of the GPE grant within the education section in Ouagadougou.

Summary of key functions/accountabilities

1. Assists national educational authorities and provides technical advice, guidance and direction to government officials and other partners in the planning, implementation, monitoring and evaluation of the GPE grant within the education programme and sector at the regional, district and community levels.

2. Contributes to the programme management and evaluation through periodic meetings, individually and with other sectoral team members.  Ensures information is exchanged and experience shared with other colleagues. Identifies new strategies and means of action to accelerate/improve service delivery and programme requirements and objectives achievement.

3. Undertakes field visits for programme monitoring and evaluation as well as conduct periodic programme reviews with government counterparts and other partners.  Proposes and/or undertakes required action on operational procedures affecting project implementation and management.

4. Participates in the development of the section work plan and ensures compliance with specific assigned objectives. Prepares project status reports for management Board, donors, budget review, programme analysis, annual reports, etc. Ensures the accurate and timely input of project information and the issuance of status reports for monitoring and evaluation purposes.

5. Assists Government authorities at regional and local administration level to plan and implement the GPE grant.

 

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in Social Sciences or related technical field, preferably with specialization in education policy and development, or project planning, management, monitoring and evaluation.

  • A Minimum five (5) year of progressively responsible professional work experience at national or regional level in education   Programme management, experience in Education in Emergencies. Project management of larger education projects is an asset.
  • Fluency in French and good working knowledge of English required.
