Planning and Monitoring Section in Regional office for Europe and Central Asia (ECARO) is looking for a consultant. The purpose of this consultancy is to provide, on a need’s basis, data analysis, analytical report writing, analytical presentations, visualization services in order to strengthen data functions in ECARO.

Background  

“Data and evidence-based decision-making” is identified as a category of medium-term results in the Theory of Change for the Strategic Plan, cutting across the goal areas. Data are also instrumental for providing intellectual leadership and holding duty-bearers (usually Government) accountable. UNICEF works on data for children is based on a simple premise that smart demand, supply and use of data drives better results for children. When the right data are in the right hands at the right time, decisions can be better informed, more equitable, and more likely to protect children's rights. Data team in ECARO is working with all programmes and supporting country offices (COs) to promote robust data generation and pull insights. In last one year, it was realized that effective data visualization is the crucial final step of data analysis. Without it, important insights and messages can be lost. Data analyst can pull insights from data without visualization but it will be more difficult to communicate the meaning without visualization. Charts and graphs make communicating data findings easier even if you can identify the patterns without them. 

Data visualization has many uses. Each type of data visualization can be used in different ways such as changes over time, determining frequency, determining relationships (correlations), examining a network to know which audiences to target with their message, etc.  

The Regional Office consists of different sections that work on specific child rights issues; such as education, health, child protection, social protection, migration, etc. (https://www.unicef.org/eca/what-we-do). These teams are often in need of data analysis, visualization and graphic design services for the development of infographics, data briefs and internal and external dashboards to track progress and demonstrate results. As part of the roles of regional office, data team in regional office will promote, encourage, and provide timely support to the Child Rights Monitoring specialist in the country offices to integrate data analysis, data interpretations, data visualization into data analysis milestones. 

Purpose 

The purpose of this consultancy is to provide, on a need’s basis, data analysis, analytical report writing, analytical presentations, visualization services in order to strengthen data functions in UNICEF’s Regional Office for Europe and Central Asia (ECARO).  

Reporting line, Duties and Responsibilities 

Under the direct supervision of Planning and Monitoring Specialist and/or Statistics and Monitoring Specialist, the consultant will undertake the below generic duties and responsibilities. Specific tasks and deliverables will be identified and agreed upon in discussion with the supervisor(s). 

 1. Fetch data from various sources both primary and secondary data including SDGs, and prepare data analysis, comparative tables, and presentations in Prezi/ Google Slides/ Slidebean/SlideDog/ Visme's presentation tool. 

2. Carry out content analysis, data quality checks and data quality assurance of primary and secondary data on time to time basis. 

3. Undertake quantitative analysis (changes over time, determining frequency, determining relationships (correlations/associations)) using SPSS/Stata/Python/R software(s); 

4. Draft analytical report(s)/policy notes based on the data analysis;  

5. Design a dashboard with PowerBI or Tableau or Infogram to be hosted in SharePoint on UNICEF Contributions to ECARO initiatives. 

6. Design and/or update infographics, data visualizations and factographs, for print and/or digital platforms, including material to be used in the regional SharePoint platforms. 

7. Design infographics and data visualizations related to Situation Analysis of Children’s Rights, SDG dashboard, TransMonEE, Census, HH surveys – MICS, DHS, MICS Plus, etc.  

Implement UNICEF’s branding policy:  

  • Ensure that all visualizations products are produced in line with UNICEF graphic guidelines;  
  • Implement the graphic guidelines in all UNICEF communication products.  
  • Deliver creative and innovative ideas for electronic, web-based and animated visualizations.  

Work Schedule and Deliverables:    

It is estimated to allocate 40 working days to this consultancy between May 2021 - April 2022. On a needs’ basis and upon mutual agreement, extra days can be added as required and the contract will be amended accordingly. 

Payment instalments:  

Payments will be made upon satisfactory completion of tasks and submission of invoices based on the number of days worked certified by the supervisor.

Required Skills and Experience: 

Education and Relevant Experience: 

  • University degree in design or comparable academic preparation; 
  • At least two years of relevant professional data analysis (statistical software) and data visualisation experience; 
  • Familiarity of data sources – Census, Surveys (MICS/DHS/EUSILC/similar national surveys), administrative data – MIS – health, education, social protection, etc. (desirable); 
  • Excellent command of PowerBI, Tableau andor Infogram (essential at least one); 
  • Excellent command of any of the following applications : Prezi, Google Slides, Slidebean, SlideDog, or Visme's presentation tool;  
  • Excellent creative skills in Adobe Photoshop, Illustrator or InDesign software (desirable);  
  • Ability to deliver products on time and within budget; 
  • Writing papers, reports, or visualization dashboards (essential); 
  • Experience working with printing and production companies; 
  • Experience working remotely, very responsive over email and Skype; 
  • Ability to deliver high quality products under tight deadlines.  

Language Requirements: 

Fluency in English (essential) 

Fluency in Russian or other ECA spoken language (desirable) 

Working modality

Consultancy is home-based. Candidate is expected to have their own computer and stable internet connection and programmes required for completion of the tasks. Candidate is expected to be available for the meetings and calls during Geneva working hours.
