Background and Justification 

The Global Nutrition Cluster (GNC) is working to improve the quality of the needs’ assessment ,  analysis and dissemination  for nutrition in emergencies at country level throughout  all phases of Humanitarian Programing Cycle (HPC).

The GNC  established a Nutrition Information Systems (NIS) Global Thematic Working Group (GTWG) in 2019 to guide the work of the GNC in needs assessments and analysis for nutrition in emergencies.  In October 2019 the GTWG established a task force to work on the improvement of the nutrition analysis in the HNOs. The GTWG has been working with the NIS helpdesk in the  development of guidance and providing  strategic advice to the GNC.  The NIS helpdesk led the development of  Nutrition in Humanitarian Needs Analysis guidelines, subsequent piloting , documented  lesson learning and made revision to draft guidelines. Countries included in 2020 global humanitarian response plan (GHRP), 2021 humanitarian needs overview (HNO) and humanitarian response  plan (HRP) have benefited from the support of NIS helpdesk. The review of  major support requests from countries and findings of the 2020 Cluster Coordination Performance Monitoring (CCPM ) survey which was conducted in 21 priority countries showed, there is increasing demand for support in NIS in all phases of HPC and there are critical gaps in NIS-related activities within the cluster core functions  at country level. Therefore , it is deemed necessary to enhance the support to country nutrition sector/cluster coordination mechanisms on nutrition information systems  by assigning a  NIS helpdesk  under the operational support team of the GNC.   GNC is looking for an individual contractor to lead the NIS workstream at global level and be responsible for day to day support to countries.

Purpose of Activity/Assignment: The purpose of this consultancy is to strengthen the capacity of Nutrition in Emergency clusters/sector coordination mechanisms at the country level to prepare for , plan and deliver quality, predictable, timely, effective and integrated nutrition responses through provision of quality cluster/sector coordination-related support, mentoring and training.

Payment schedule: 

Payments are to be scheduled on a monthly basis bases on the accepted by supervisor deliverables and submitted invoice. 

Scope of Work:
The Nutrition Information Systems (NIS) helpdesk role involves a day to day one on one needs based remote support to countries on nutrition assessment , needs analysis , response planning , early waring and emergency response preparedness. The GNC helpdesk on Nutrition Information Systems , with the support of the GNC Coordination team , and in collaboration with UNICEF reginal offices and Program division in New York :
• Act as a focal point for the needs analysis initiatives at global level for nutrition sectoral and intersectoral (i.e. Joint Inter-agency Analysis Group (JIAG) initiatives, Global NIS Working Group.)
• Support country cluster/sector coordination teams for the establishment and stregthening of NIS TWG at country level to ensure a coherent and high-quality assessment and analyses are carried out on ongoing basis.
• The lead focal point with REACH at country- and global-level, particularly for matters involving MSNAs and inclusion of nutrition indicators
• Provide a day to day one-on-one needs-based remote support to priority country coordination teams on all aspects of NIS.
• Maintain regular communication with the NIS Working Groups at country level and follow up on the ad hoc requests (possibly though monthly calls) in the priority countries.
• Support rolling out of the IPC Acute Malnutrition to priority countries (those with Humanitarian Response Planning (HPC) process) and support them in the needs’ analysis for the Humanitarian Needs Overview
• In consultation with GNC helpdesk on Sectoral/cluster coordination ,support country cluster/sectors in formulating nutrition cluster/sector response plans based on evidence and provide technical inputs to the Humanitarian Needs Overviews (HNOs) and Humanitarian Response Plans (HRPs) developed by country clusters/sectors prior to their finalization, in an effort to ensure quality of a comprehensive NiE response plan.
• Organize webinars for the country coordination teams on various NIS related topics including on IPC AM, HNO guidance to country coordinators, new tools and guidelines.
• Liaise with NIS Working Group (NISWG) and NIS technical Helpdesk under the GNC-Global Technical Alliance (GNC-TA) in the development and adaptation of rapid nutrition assessment tools including application of qualitative methods of data collection and analysis (tbc).
• Contribute to nutrition inputs for country and global multi-sector rapid needs assessment tools and their modifications as needed.
• Regularly follow up with countries to support them in developing the assessment plans and ensuring that they are being implemented ; and consolidate countries’ assessment plans at global level.
• Support countries in systematic ways to organize and analyze assessment data on nutrition and nutrition-related determinants by using appropriate assessment data repositories.
• Support countries in inclusion of cross-cutting issues such as GBV risk mitigation and multisectoral indicators in the existing nutrition assessment tools.
• Support establishment and strengthening early warning system in priority countries by promoting use of routine monitoring of service delivery date, health and nutrition sentinel surveillance , agroclimatic , population movements and displacement tracking data sources (tbc).
• Contribute to the GNC operational support team efforts to stregthening Emergency Response Preparedness (ERP) by ensuring regular risk monitoring , and analysis takes place at country level.
• Support countries in ongoing analysis of response monitoring data including periodic tracking of implementation of HRP and identification of priorities through periodic gap analysis.
• Participate in the monthly NIS WG calls and update the group on the support provided to the countries on needs assessment and analysis, as well as seek their feedback on outstanding unresolved issues brought by countries or at regional or global levels.
• Provide orientation and mentoring of newly appointed nutrition cluster/sector coordinators on NIS.
• Ensure cross-cutting issues such as GBV, disability and AAP is taken into consideration in NIS workstream.
• Contribute to GNC bi-annual and Annual reports.

Education/Knowledge/Expertise/Skills required:

Master or equivalent) in Nutrition, Public Health, nutrition assessments, statistical analysis or relevant field; 
-
At least 8 years of experience in needs assessment and analysis in emergency responses in a range of settings including sudden onset natural disasters and conflict settings.
- Experience working on SMART and/or IPC Acute Malnutrition is desirable.
- Excellent understanding of the humanitarian architecture at global and field level and the IASC Transformative Agenda and cluster approach.
- Excellent interpersonal skills
- Fluency in English required , Fluency in French and other UN official languages is an an asset.
- Proven ability to work independently and deliver results .
- Excellent communication skills
