BACKGROUND

UNICEF’s Data & Analytics (D&A) team within the Data, Analytics, Planning and Monitoring Division is the global go-to for data on children. The team leads the collection, validation, analysis, use, and communication of the most statistically sound, internationally comparable data on the situation of children and women around the world. It also provides a central role in supporting data work, planning, and standards throughout the organization. In collaboration with a broad range of colleagues across the UNICEF, D&A has a crucial role in providing guidance and support on data collection, data analysis, and data use.

UNICEF offices are increasingly engaged in providing technical support to governments and field partners. Creating an environment that encourages innovation and effective use of data to drive programming for children, and at the same time – ensures that children’s rights are at the center of all of these discussion requires: (a) building capacity in and tools for the field (both within UNICEF and as a global public good) to identify, operationalize and support best practices; including the appropriate use of data to drive change for children, and (b) addressing our own activities around data use and sharing.

The UNICEF Data and Analytics (D&A) team is implementing the global-wide Data for Children Strategic Framework. This framework includes learning and knowledge management activities, which require evidence generation and synthesis around data work and content development for internal knowledge exchange. Over the past several years, the Data Use Unit (DUU) has produced a series of public goods products and tools, as well as supported UNICEF Country Offices (COs) and Regional Offices (ROs) in conducting Data Landscape Analysis and Action Plans. The DUU is intending to identify and scale up some of the good practices from the field and review the impact and uptake of internal public goods/tools. In addition, there is an unprecedented demand from the field for a comprehensive Data training package. To develop such a package, there is a need to review available resources (both internal and external – from partner agencies), identifying the gaps, and plan the development of the training package.

The purpose of this assignment is to complement the existing effort while starting a few new initiatives and expanding the support to the COs, ROs, and HQs. The consultant will work with the Programme Specialist (KM, Learning, and Communities) in the Data Use Unit and will be expected to engage closely with UNICEF colleagues to complete this work.  The consultant will help enhance access to knowledge products and support the evidence-generation activities, including identifying, capturing, and promoting good practices through different channels.

Terms of Reference / Deliverables

The scope of work will address the following elements:

  • Contribute and support to the Data for Children learning approach
  • Review and synthesis of the lessons and challenges in developing “Data Landscape analysis and action plans” at the country/regional level
  • Support knowledge exchange among a community of practitioners, including facilitation of online discussions, identifying related contents, connecting colleagues on peer-to-peer support, and knowledge sharing on the Data for Children Community of Practice.
  • Facilitate content management by building on the inventory of country use-cases by actively soliciting documentation where available (such as but not limited to lessons learned case studies and other knowledge products)
  • Maintenance of the new Data for Children SharePoint site, which includes:  
    • Collect, upload, and tag files as they are provided regularly,
    • Upload and add the relevant metadata to all the files in the library while ensuring that they are visible to all staff, 
    • Provide support with the building and maintenance of the Resource Portal as needed. 
  • Seek and contribute to opportunities to capture and document the promising practices from the UNICEF COs

Qualifications

(1) Education

Master’s degree in Communication, development studies, economics, or a related field. Have excellent academic performance as demonstrated by recent university or institution records.

2) Work experience

  • A minimum of three years of experience in documentation, content management (knowledge management), data collection and analysis
  • It is preferable that the individual has experience with, or in, multilateral institutions. Knowledge of UNICEF context essential. 
  • Experience with data analysis and research
  • Experience working with Excel.
  • Experience working with SharePoint or a similar platform is a plus.  
  • Experience working with Power BI or similar tools is a plus.
  • Basic ability with visual design and video editing is a plus.
  • Basic experience with managing an online community or building and/or leading any type of community or network.

3) Competencies

  • Excellent writing and verbal communication in English. A second language (French or Spanish) would also be valuable (but not necessary)
  • Strong interpersonal and relationship-building skills in interacting with colleagues at all levels.
  • Strong organizational, planning, and analytical skills.
  • Takes ownership and initiative and can work both independently and effectively in a team environment.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
