UNICEF Papua New Guinea is seeking to engage a CPMIS – Primero Systems Administrator to provide the Office of Child & Family Services (OCFS) with technical support to establish, implement, monitor and report on PRIMERO, the Child Protection Information Management System. This is for PNG nationals only. The Systems Administrator will be based in the office of OCFS Port Moresby.

With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea (PNG), UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

 How can you make a difference? 

UNICEF PNG Country Office requires the expertise of a CPMIS – Primero Systems to provide the Office of Child & Family Services (OCFS) with technical support to establish, implement, monitor and report on PRIMERO, the Child Protection Information Management System. Primero is also a Child Protection Case Management tool which will greatly enhance OCFS/Child Protection Officers in data collection, administration and management of information related to Child Protection issues. The deployment of PRIMERO will also improve delivery of critical protection services for child survivors of Violence, Sexual, Gender-Based Violence (SGBV) including Violence against Women and girls in Papua New Guinea.

The individual contractor will report to the Child Protection Officer – services delivery- and will be based in the Office of Child and Family Services for 80% of his/her time.

Papua New Guinea (PNG) lacks prevalence data to adequately measure the extent and magnitude of the incidences of violence against children in PNG, which is considered by some to be of epidemic proportions. Although small pockets of studies undertaken consistently indicate 75% of children admitting to experiencing some form of violence in their families/communities, there are currently several issues surrounding Child Protection and GBV data in PNG. There is a lack of up-to-date data, and no national system for compiling and disseminating data. There is also no institutionalized method for the collection of administrative data on Child Protection and GBV, which has meant data collected by police and health centers is inaccurate and unreliable.

In 2021 and beyond, UNICEF PNG will work with the Office of Child & Family Services to support building capacity of the OCFS to establish, administer and implement the Child Protection Information Management System – PRIMERO - which is also a Case Management Tool that will potentially be a breakthrough in enhancing comprehensive data collection, streamline interventions aimed at strengthening prevention and response to GBV. It is expected that the capacity of the OCFS to design, implement and monitor Child Protection/GBV activities will be enhanced through accurate data collection and reporting. CP/GBV data collection and reporting tools will be developed and piloted in the five geographic areas with results of the same used to inform and influence final versions of the Primero Tool. To operationalize the launch for Primero, Go-Live, training and deployment, monitoring and evaluation component of the pilot, there is need for dedicated human resource to administer, support and lead this piece of work.

As a champion for every child, you will have… 

  • University degree in information technology, computer science, statistics, exposure to social sector or any other relevant field of study
  • Three (3) to Five (5) years’ experience in the implementation of national or sub national (provincial/district) data management systems, preferably in social service sector or other relevant discipline.
  • Demonstrate experience in data management and/or M&E.
  • Demonstrate skills in use of database, and information management systems and use of software packages (Microsoft Office) for Access, Publisher, Word processing, Power Point and Spread sheets (Excel).
  • Experience in Protection sector would be a great advantage.
  • Fluency required in English
  • Strong verbal and written communication skills
  • Willingness to travel and work in field environments
  • Candidate must be a national of PNG.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
