Philippines: Coordinating Assistant Consultant (Oriental Mindoro)

 

 

GGGI is looking for a Coordinating Assistant to be based in Oriental Mindoro who can support the project delivery, collaborating with implementing partners, project stakeholders and project beneficiaries. In this full-time consultant position, to be based in the Department of Trade and Industry (DTI) Provincial Office, Oriental Mindoro, the Consultant will provide backstopping support to the GGGI-KOICA project in the province by ensuring that activities on the ground are delivered according to agreed pre-set standards, ensure that project data/information are accurate and regularly updated, and that all relevant information are captured and monitored. He/she will coordinate reporting to the PH Country Team and other relevant channels to ensure that donor compliance requirements are faithfully met. Reporting line will be the GGGI Country Office mainly via designated senior official/s based in Oriental Mindoro.

About this project:

The Climate Resilient and Inclusive Green Growth for Poor Rural Communities: Accelerating Implementation in the Agriculture Value Chain project aims to mainstream climate resilience and inclusive green growth in the agricultural sector of Oriental Mindoro, Philippines.

The project seeks to address three interlinked challenges that hinder climate resilient and inclusive development of rural communities in the Province of Oriental Mindoro, which are

  • Low adaptive capacity against short and long-term risks of climate change;
  • Poor development of agri micro-enterprises; and,
  • Limited capacity of government and non-government stakeholders to design and implement climate resilient green growth initiatives at scale. 

In order to address the challenges, the project will

  • Develop a Climate Vulnerability and Risk Information System (CVRIS) in Oriental Mindoro and implement evidence-based policies enhancing climate resilience and productivity of the agriculture value chain;
  • Provide direct PP&E (Property, Plant, and Equipment) investment in and technical assistance for five micro-enterprises (processing kalamansi, coconut, seaweed and banana); and,
  • Establish a new Provincial Agriculture Center, which will nurture local entrepreneurs.

 

Scope of Work:
  • Daily support for the planning, implementation, monitoring, and evaluation of the Project in Oriental Mindoro
  • Day-to-day assistance to the project team, composed of GGGI PH team and DTI MIMAROPA in the planning and execution of project activities under the project Key Outcomes 1, 2 & 3.
  • Closely coordinate with the DTI and participating agri-based micro-enterprises and convene meetings/consultations as may be necessary to ensure effective implementation of project activities based on the approved work and financial plan.
  • Provide on-the-ground support to DTI MIMAROPA in complying with the donor documentations/reportorial requirements.
  • Liaise effectively with DTI MIMAROPA, GGGI Country Office, Consultants and other Support Services Team, and other relevant project stakeholders.
  • Support preparation and implementation of the Project Management Unit (PMU) meetings and other project related meetings.
  • Perform other duties and responsibilities that may be assigned from time to time by the DTI MIMAROPA and GGGI PH Team relative to the Project.

 

Qualifications/Experience/Expertise:
  • This position holder should be based in Oriental Mindoro.
  • Bachelor’s Degree in Economics, Agricultural Economics, Agribusiness Management, Social Sciences, and other related fields.
  • Proven track record in project management of grant-funded programs/projects.
  • Possess project coordination skills including writing of technical reports, memoranda, and other project-related reportorial requirements.
  • Exceptional multi-stakeholder communication skills with prior experience in community engagement (CO/CD) that involves connecting and working with a diverse range of people.
  • Both English and Tagalog command is a must.
  • Ability to identify and manage organizational and operational risks.
  • Highly developed organizational, time management, and communication skills.
  • Excellent interpersonal skills and cultural awareness.
  • High level of computer literacy, particularly Microsoft suite of programs and databases.
