Contexte et justification : Dans le cadre de la mise en œuvre de l’objectif de construction de 1,000 Salles de classes en République Démocratique du Congo, l’UNICEF recherche un Coordinateur d’activités de construction pour assurer la planification et le lancement de la mise en œuvre de la construction des 723 salles de classes prévues dans le projet Education Cannot Wait (ECW)

Background

 

The cluster approach ensures clear leadership, predictability and accountability in international responses to humanitarian emergencies by clarifying the division of labor among organizations and better defining their roles and responsibilities within the different sectors of the response. It aims to make the international humanitarian community better organized and more accountable and professional, so that it can be a better partner for the affected people, host governments, local authorities, local civil society and resourcing partners.

 

UNICEF, as highlighted in their Core Commitments for Children in Humanitarian Action, is fully committed to inter-agency humanitarian reform and supports this through provision of leadership and participation in assigned clusters and sectors. UNICEF is currently developing the protocols and procedures to ensure an efficient and effective cluster system in the WASH sector.

 

The WASH Operational Coordination (WOC) training is the standard Global WASH Cluster training for WASH coordination platform staff. The training has been identified as need in the Latin America and Caribbean region, in Burkina Faso and DRC to reinforce the coordination capacity of the UNICEF staff and partners.

DRC: DRC being affected by a large-scale and multifaceted humanitarian crisis, with an estimated number of 12.8 million people in need of assistance and protection in 2019, the humanitarian WASH cluster is composed of 165 members approximatively distributed in 5 hubs.  Coordination is paramount to set priorities and to ensure relevant and effective WASH responses across the country. There is a need to train UNICEF staff and partners to reinforce the coordination mechanisms, and to ensure a better use of the operational tools as all levels.

Objective

 

Lead the preparation and delivery of the 1 online WOC trainings in DRC with 3 classrooms using a mix of synchronous and asynchronous activities

 

Deliverables

  • Delivery of the training, using the standard GWC WOC material and methodology for DRC, in French (8 days)

  • Preparing and publishing the online course on Agora platform (3days)

  • Following the participant during the course duration and provide support (8days)

  • 1 training report using standard GWC format for the 3 trainings (1 day)

Scope

The consultant is in charge of the technical aspects of the training organization and of the overall supervision of the training process including the translation and contextualization of the training. To be noted:

 

  • Participants selection and invitation, in-country logistics and administrative organization are the responsibilities the UNICEF Country Offices (CO) of DRC;

    Official communication between GWC, the RO and the CO regarding the training is the responsibility of the DRC WASH Cluster coordinator

     

Payment Schedule

 

The proposed payment schedule for this assignment is upon submission of completed deliverable based on satisfactory performance.

 Installments will be as follows:

 

  • First payment upon after uploading the WOC online course for DRC in the Agora platform

  • Second and final payment upon completion of the training in DRC and validation of the training report by GWC

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Conditions of work

The consultant will report to the DRC WASH Cluster Coordinator. The contract is effective from 1st May until 31st of July 2021. The assignment is home-based.

 

Qualification

 

The successful entity is required to meet the following criteria:

  1. A master’s degree and 10 years of experience in relevant field – Extensive work experience relevant to this consultancy may be considered as a replacement for formal qualifications.

  2. Strong theoretical and practical background in cluster coordination and strategic planning

  3. Demonstrated communication skills, in particular pertaining to the humanitarian sector.

  4. Proven experience in strategic WASH Cluster Coordination field;

  5. Fluency in English and French required.
