Under the general direction of the Deputy Executive Director, Innovation for Results, the incumbent of the post of Chief Information Officer/Director, Information and Communication Technology Division provides strategic leadership and overall direction to all Information and Communication Technology (ICT) activities in support of UNICEF's programmes, adding strategic value to and implementation support for digitally-based innovation, and engendering a common digital vision and commitment to high performance across UNICEF. He/she fosters a culture of creativity, collaboration and learning in the digital work environment. The incumbent drives the continual transformation of the ICT function and leads the management and enforcement of UNICEF-wide corporate ICT guidance, frameworks, standards and policies, while enabling, where optimal, local solutions to local problems.

Under the general direction of the Deputy Executive Director, Innovation for Results, the incumbent of the post of Chief Information Officer/Director, Information and Communication Technology Division provides strategic leadership and overall direction to all Information and Communication Technology (ICT) activities in support of UNICEF's programmes, adding strategic value to and implementation support for digitally-based innovation, and engendering a common digital vision and commitment to high performance across UNICEF.  He/she fosters a culture of creativity, collaboration and learning in the digital work environment. The incumbent drives the continual transformation of the ICT function and leads the management and enforcement of UNICEF-wide corporate ICT guidance, frameworks, standards and policies, while enabling, where optimal, local solutions to local problems.

How can you make a difference?

The CIO/Director’s key functional accountabilities include:

  1. Establishes strategy and priorities and guides the overall application of digital solutions to development and humanitarian response programmes, working through relevant UNICEF HQs Divisions, and Regional and Country Offices. Identifies pro-actively technology enabled solutions to current and potential future needs of UNICEF programmes at all levels. Improves how UNICEF accomplishes its mission through leveraging technology for communication and information management.  Acts as a facilitator for a flexible and value based approach to the governance of ICT demand with HQs, regional and country offices.
  2. Facilitates innovation across UNICEF through researching and pioneering the application of leading-edge digital tools in new ways to UNICEF’s corporate strategic plan’s result areas, aligning ICT systems to corporate objectives, and managing the scale up of mature innovation solutions. Leads the continuous digitally-enabled transformation of UNICEF's business model and business processes, supporting strategic decision-making and designing new services. Drives modernization, efficiencies and change in the ICT infrastructure and services including the utilization of cloud services, enhanced mobility, open source technologies, AI/ML and use of other new and transformative technologies.
  3. Designs and enforces corporate ICT guidance, standards and policies. Systematically maintains an overview of ICT use by all parts of UNICEF and guides and directs UNICEF investments in ICT at global, regional and country levels in order that corporate standards of efficiency and effectiveness are maintained. Leads and guides the ICT community within UNICEF at global/corporate, regional and country office levels. Takes accountability for the ICT function across UNICEF. Communicates on UNICEF ICT positions both internally and externally.
  4. Leads the organization’s Cybersecurity programme by setting standards, implementing appropriate prevention, detection, and response measures, and increasing awareness of information security challenges amongst all colleagues.  Ensure the security and protection of the organizations’ data and systems in accordance with ISO 7001 standard, and ensuring Service Management system is in place and operating to the ISO 20000 standard.  Liaise with other groups within UNICEF to contribute to the development and adherence to data privacy standards.
  5. Provides leadership in the continuous iterative development of a global strategic agenda for ICT activities in UNICEF that contribute both to programme results at all levels and to operations support to UNICEF programmes. Leads change management processes related to the use of new ICT technology across UNICEF.
  6. Adapts and renews the global ICT workforce on a continuous basis to find the right balance between innovative and support services at all levels. Engenders a strong client-focus among the ICT workforce. Leads the implementation of the reform of the ICT function end the completion of the ICT Workforce Transformation Initiative.
  7. Guides, supervises, leads the ICT Division, including supervising the Deputy Directors, and contributes to global management of ICT human, financial and technological resources. Coordinates and monitors the planning and preparation of the ICT Division work plans and staffing requirements.
  8. Develops and supports effective partnerships with Technology industry private sector, academia and other opinion leaders to contribute to the development of normative agenda and accelerate results through scale up of technology enabled solutions. Supports effective partnership and UNICEF's engagement at the inter-agency level, on common system ICT related issues.

To qualify as an advocate for every child you will have…

  • Advanced university degree or equivalent in computer science, software-engineering, information systems management, business administration or a related field with specialized training as below:
  • Minimum of 15 years of professional experience in post of increasing managerial responsibility in the international, national or private sector.
  • Practical professional experience, at the national, regional and global levels, in senior professional and managerial positions related to information communication technology and management.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an important asset.
