UNICEF Bulgaria is looking for an Expert in Inclusive Education & Parenting support for Nurturing Care.

UNICEF Regional Office for Europe and Central Asia is developing a digital platform for parents of young children in the form of a mobile app that will equip parents with information needed for positive parenting and provide them with support during this critical period and beyond. The individualized mobile app will convert available contemporary evidence and guidance on positive evidence-based parenting practices on different aspects of child health, development and parental wellbeing into an accessible digital form and will empower parents to make timely and right decisions regarding the care and development of their child.

UNICEF in Bulgaria in cooperation with the National Centre for Public Health and Analysis and the Ministry of Health will adapt the application for Bulgaria during the period April 2021- September 2021 in stages, including translation of the initial content, adaptation of the content and its validation by experts, uploading the content into the central Content Management System, testing, further adaptation if needed, release and promotion of the application in Bulgaria.

UNICEF will be conducting a study on attitudes towards children with special education needs. The study will focus on the pedagogical teams in kindergartens and, more specifically, on their training and their attitudes towards inclusive education as well as the factors that dominate these attitudes. By conducting the study UNICEF aims to assess if there are any changes in the attitudes of teachers toward inclusive education. 

How can you make a difference?

Provision of technical support for the adaptation of a mobile application for parents of children under 6 years of age with a specific focus on the content related to child development, parenting issues, play and learning and responsive caregiving.

Review the translated text of the selected articles/videos under the thematic areas: 1) child development, 2) parenting issues, 3) play and learning, 4) responsive parenting and make initial adaptation of the texts in accordance with the national recommendations and context.

Review other UNICEF materials in Bulgaria select texts for inclusion into the content of the application and adapt them in a format suitable for the application.

Draft new texts, if required and as agreed with UNICEF.

Support for the adaptation of the WHO and Autism Speak caregiver program for parents of children with developmental delays.

Review of the programme implementation translated materials, and input and document all findings and recommendations relevant to its adaptation to the Bulgarian context.

Review of the whole package of the program after translation and providing written information about all important for the adaptation process in Bulgaria points – relevance of the materials, pictures, content formulation or other documents.

Design the procedure for the collection of data on teachers’ attitudes, taking into consideration the procedure followed during the first two rounds of the study carried out in 2016 and in 2019.

Analyze the data collected and prepare a report with the main findings for the baseline study in March 2021 and a final report including data from post study conducted in March 2022.

To qualify as an advocate for every child you will have…

  • Relevant University education: psychology, special education, pediatrics, or other relevant field;
  • Proven expertise in research, preferably related to children with disabilities and developmental difficulties;
  • Knowledge of child development, parenting and child care issues;
  • Excellent understanding of the national legislative framework and institutional arrangements for children with disabilities and developmental difficulties;
  • Working knowledge of English language;
  • Excellent analytical skills and writing skills;
  • Independent and self-starter.

The consultant will be expected to work up to a maximum of 70 days for a period of 11.5 months starting in April 2021.

Payments will be made upon the provision of the respective deliverables and a timesheet indicating the total number of days spent on the assignment. The Consultant will be paid a fee per day for a maximum of 70 days as follows:

  • Up to 25 days for the parenting App 
  • Up to 10 days for the WHO and Autism Speak caregiver program 
  • Up to 35 days for the Attitudes Survey

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
