Rwanda: IT Specialist Consultant

 

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and that are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.  

Rwanda commitment to green growth is reinforced through the National Green Growth and Climate Resilience Strategy; with programs and actions including sustainable land use management, resilient transport systems, low carbon urban systems, low carbon energy grid, ecotourism, green industry, among others the signing of the Paris agreement with the submission of Updated Nationally Determined Contribution (NDC) to the United Nations Framework Convention for Climate Change (UNFCCC) and the priority given to developing secondary cities as model green cities with green economic development opportunities. The Government of Rwanda and GGGI agreed to work together and implement an in-country project for green growth and climate action – the Readiness Support to Capacitate Rwanda’s Subnational Level Actors in Green Growth and Climate Resilience. 

GGGI’s core delivery model aims to build longer term capacity of the Governments to develop and implement national/subnational/sectoral green growth strategies and plans that promote paradigm shift towards low-emission and climate resilient economic development pathways. The individual consultant will be embedded in Rwanda Environment Management Authority (REMA) which is the Green Climate Fund (GCF) National Designated Authority (NDA), to ensure that the Rwanda Climate Change Portal serve as the information hub on climate change in Rwanda, and environmental management and climate innovation related knowledge is efficiently managed and communicated through upgraded REMA website and new website for Cleaner Production and Climate Innovation Centre (CPCIC). The Individual Consultant will work closely with the GGGI Rwanda country team.

 

Objectives/Purpose of the Assignment 

Objective 1: Redesign and develop an improved Rwanda Climate change Portal, with its associated online applications to serve as the main source of information and data related to climate change with focus on creating awareness on the implementation of the green growth and climate resilience strategy. To achieve that purpose, the portal must provide a user-friendly web interface in line with professional website design requirements as well as maximizing usability.  

Objective 2: Redesign and develop the REMA website and design and develop a new website for the Cleaner Production and Climate Innovation Centre (CPCIC) and ensure their smooth functionality for desktop, mobile and other devices.

Objective 3: Produce Portal user guides, user training materials, and deliver training to Rwanda Climate Portal users and REMA and CPCIC staff managing the websites. 

 

Scope of Work

Under the supervision of the Ministry of Environment, REMA has the legal mandate for national environmental protection, conservation, promotion, and overall management, including advisory to the government on all matters pertinent to the environment and climate change. It aims to promote and ensure the protection of the environment and sustainable management of natural resources through decentralized structures of governance and seek national positions on emerging global issues with a view to enhancing the well-being of the Rwandan people. Its vision states that all sectors of the Rwandan society value and undertake sound environmental management and rational use of natural resources to contribute to the national aspirations for sustainable development. REMA’s responsibilities include to prepare, publish, and disseminate education materials relating to guidelines and laws relating to environmental management and protection and reduce environmental degradation risks.  

The CPCIC was established under the National Industrial Research and Development Agency (NIRDA) of the Ministry of Trade and Industries (MINICOM) in line with the Government of Rwanda commitment to environmental protection and promotion of green economy, CPCIC bridges a gap between government interventions to boost local industries, and the use of more resource efficient and cleaner production principles. The Centre ensures that all technology, process and service choices made by the private sector and the public sector embrace the best practices in terms of climate change resilience, circular economy and cleaner and/or efficient production. It also provides an ideal platform to support private sector initiatives to apply sustainable business practices and protect the environment. Its services include policy guidance, awareness and technical training, business and consultancy services, access to finance, networking and information dissemination, and increasing opportunities for innovation and empowerment of women and girls.  

REMA has nominated GGGI as GCF readiness and preparatory support project delivery partner to oversight the implementation of the project activities including human and financial management.  

In the above framework, the short-terms IT Specialist will work in collaboration with the GGGI Rwanda Team, Rwanda Environment Management Authority (REMA) which is the GCF NDA, the CPCIC and NIRDA, to upgrade the website of REMA and Rwanda Climate Change Portal and develop the new website of the CPCIC and deliver related trainings. 

 

Output/Reporting Requirements/Deliverables

The short-term IT Specialist in collaboration with the project team, REMA and CPCIC, will be responsible for the following assignments:  

  1. Upgrade REMA website to be more user-friendly and accessible to all.
  2. Develop user-friendly CPCIC website and accessible to all.
  3. Upgrade and redesign the Rwanda Climate Change Portal to be accessible to all and with provided basic usernames to selected users from public and private sectors, development partners, non-governmental organizations, community-based organization, civil society organization, and local governments.
  4. Develop training material and train the established Rwanda Climate Portal user’s forum

Qualifications/Experience/Expertise
  • At least a master’s Degrees in relevant field such as computer engineering, computer science, Business Information Technology, or related areas
  • Minimum 5 years of relevant experience.
  • Demonstrated technical knowledge of data base development and management platforms.
  • Demonstrated technical knowledge of HTML, XHTML, XML, CSS, JavaScript, Ajax and Web services
  • Demonstrated ability to build collaborative working relationships with government, development partners and the private sector counterparts.
  • Previous experience in in website design and web content development and  and training to users.
  • Well-versed in latest web design trends, best practices, web development programming languages and web technologies
  • An experience in areas related to the environment, green growth, climate change mitigation and adaptation is beneficial.
  • Experience working in Rwanda is required.
  • Fluency in written and spoken English is required.

 

Additional Information 
  • Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered.  
  • Total Contract value will be up to USD 36,300 (dependent on credentials)
