General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Substantial, recent experience in combating transnational, organized and serious crimes
  • Knowledge of the standards and practices of modern criminal justice systems, as well as of systems in transition
  • Experience in prosecution-led criminal investigations
  • Experience in the development, management and implementation of capacity-building activities
  • Experience in project management: planning, budgeting, implementation and evaluation, preferably in an international environment
  • Excellent drafting and presentation skills
  • Professional fluency in English, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, gender and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Flexibility to work under pressure and with limited time frames
  • Professional knowledge in using windows applications (MS Word, MS excel, MS PowerPoint, MS Access) and e-mail

Desirable:

  • Experience in dealing with issues related to illicit trafficking of small arms and light weapons (SALW)
  • Experience in organizational change management
  • Previous experience in international setting and in reform project is a strong asset
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Senior Organised Crime Adviser in the Security Co-operation Department, the Organized Crime Adviser is responsible for:

  1. Providing advice and assistance to the Ministry of Interior and other relevant national interlocutors on implementation of local and national strategies to deal with serious and organized crime investigation including corruption offences, and especially illicit trafficking of small arms and light weapons (SALW) and other forms of transnational organized crime;
  2. Providing advice and assistance to the Ministry of Interior and other relevant national interlocutors on prosecutorial cooperation in combatting trans-national crime;
  3. Initiate and maintain partnerships at the working level with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of programme objectives;
  4. Preparing and managing formal project proposals identifying areas of needs, including technical equipment, crime investigation training and/or specialist assistance;
  5. Co-ordinating the selection of international police specialists for consulting purposes;
  6. Assessing training needs; developing, managing and evaluating crime training programmes relating to combatting organized and transnational crime;
  7. Liaising with international police liaison officers as appropriate;
  8. Preparing project presentation material and makes presentations on project development and modern crime investigation strategies;
  9. Ensuring that accountability aspects and human rights norms are included in the advice and assistance provided by the Department;
  10. Supervising assigned project staff of the Departments Organised Crime Unit;
  11. Drafting high quality thematic, analytical and performance reports, as well as other job related inputs;
  12. Assisting in the ongoing monitoring and evaluation of the programme by collecting relevant data on project implementation, drafting reports and supporting follow-up activities;
  13. Deputizing for the Senior Organized Crime Adviser;
  14. Performing other duties as required.
