Colombia: Natural Resources Management Expert Consultant

 

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote an economic growth model known as "green growth," which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change.  

 

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to "countries" development priorities. The organization also focuses on knowledge development and management activities, which build a solid theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as creating the conditions for public and private green infrastructure investments.   

 

Colombia Program Overview                                                                                                    

GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department (DNP), among others. Since 2014, GGGI has supported the DNP in its objective of advancing a green growth vision and transition plan for Colombia that can support climate goals and SDGs achievement. GGGI supported the development of the Green Growth Taskforce led by DNP (2016-2018), which produced solid and relevant information for the design and concertation of the Green Growth Policy- GGP (adopted by means of CONPES 3934 of 2018).   

One strategic axis of the GGP aims to create guidelines for build the human capital for green growth. This includes all the governmental enlistment necessary to promote and generate green jobs together with low carbon projects within the private and public sectors. In that context, GGGI will support the National Learning Service (Servicio Nacional de Aprendizaje- SENA) of Colombia to develop new curricula that will supply technical education programs for allowing more Colombians to enter the labor force and build the skills and competencies for careers in energy efficiency, bioeconomy development, and reforestation.   

GGGI, therefore, requires supporting SENA with a Energy Efficiency Expert in that will develop a low carbon curriculum in Energy Efficiency together with SENA experts, expanding the offer of low carbon training and strengthening the existing SENA's sectorial knowledge networks of Energy, Environmental Management, and Biotechnology.    

 

Objectives/Purpose of the Assignment 

The Consultant will be responsible to design and develop the low carbon curriculum in Energy Efficiency together with SENA experts, as well as carrying activities to strengthen SENA's Energy sectorial knowledge network. The main objective of this workstream is to develop and operationalize an Energy Efficiency technological program to be offered by SENA to support the development of a greener workforce to enable Colombia's productive sectors to shift to a model of low carbon economic development. 

 

Scope of Work  

Under the supervision of the GGGI Project Manager, the Consultant will contribute to design and develop SENA's new  Energy Efficiency curriculum together with SENA & GGGI experts and strengthen SENA's Energy sectorial knowledge network. The main objective of this workstream is to generate greener human capacities, which will allow the regions and productive sector to progress in the transition process towards a low carbon economy.  

SENA's, GGGI's experts, and Energy Efficiency Expert will define the detailed compass of the energy efficiency management program within the development of the first three deliverables. This consultancy will be carried out in three components:  

 

1. Curriculum Design. 

 

1.     Familiarize herself/himself with the Energy Efficiency regulatory and policy Status Quo in Colombia, regulatory framework, long-term sectoral plans, as well as current similar programs in Colombia. 

2.     Elaboration of a proposal for the Energy Efficiency program structure.  

3.     Revision with team colleagues and experts, feedback, and adjusts of the program structure. 

4.     Preparation of the candidate (entry students) and graduate profiles, considering the competencies, abilities, and academic training. Likewise, the instructor profile needs to be framed on this point. 

5.     Validation of the students' exit profile with key stakeholders from the private sector. 

6.     Design the technological Energy Efficiency curriculum based on the program structure identified above. The curriculum must be developed under SENA's methodology, procedures and standards. 

7.     Validate the curriculum  methodology and design with SENA's and GGGI's experts and with other stakeholders as deemed necessary by the project manager 

8.     Update the curriculum's methodology and design based on the feedback and comments received  

9.     Upload the information regarding the curricular design to the official SENA-Sofia system. 

 

2. Curriculum Development. 

  

1.     Elaborate extended correlation matrix for technological programs accordingly with SENA's templates and procedures. 

2.     Planning and designing of technical learning activities 

3.     Develop each subject's technical content accordingly with the insides previously established in the curriculum design stage, as well as SENA's standards and procedures. 

4.     Create clear technical information for the elaboration of audiovisual materials that would be used in the virtual modules. 

5.     Support the SENA audiovisual division in elaborating the audiovisual materials for the technological Energy Efficiency program. 

6.     Establish technical learning activities within SENA's platform. 

7.     Develop regular meetings to validate the curriculum developed, materials, audiovisuals, and other kinds of resources. 

8.     Support the development of at least one complimentary short course in topics related to energy efficiency. 

 

3. Sectorial knowledge networks strengthening.  

 

1.     Validate the gaps and specific needs of the SENA Energy sectorial knowledge network.  

2.     Develop regular meetings with the SENA Energy sectorial knowledge network to foster capacity building, knowledge sharing, exchange of best practices and lessons learned. 

3.     Support the organization and delivery of one workshop with SENA Energy sectorial knowledge network, aiming to foster capacity building, knowledge sharing, exchange of best practices, and lessons learned. 

4.     Create one specific document that includes guidelines, policy frameworks, and private sector new skills demands.  

 

Output/Reporting Requirements/Deliverables:  

The expected outputs are the following: 

 

    (1)     Workplan 

A complete workplan based and detailed methodological approach must be prepared by the Consultant.  

 

    (2)      Gathering information and assessment report 

The report must include information from different sources such as the Ministry of Education, Colombian Institute of Technical Standards and Certification – ICONTEC, Colombian Chamber of Energy, Colombian Council of Energy Efficiency CCEE, Ministry of Mines and Energy, private sector representatives, among others, and assess implementation progress of Energy Efficiency within productive sectors. 

 

    (3)     Program design report, including candidate and graduate profiles report  

The report must include the design of the complete methodology and structure of the technological Energy Efficiency program effectively validated with key SENA experts and other stakeholders. The report must also include the candidate, graduate, and instructor profiles adequately validated with key SENA and private sector representatives.  

 

    (4)     Curriculum Design report  

The report must present the materials and documentation regarding the curriculum design of the technological Energy Efficiency program, including subjects content lists and description, technically and methodologically validated with SENA's experts and GGGI supervisor, and under SENA's methodology, procedures, and standards. 

 

    (5)     Ongoing Efficiency Energy sectorial network strengthening report   

This report must include the description and evidence of the activities such as meetings, trainings, workshop arrangements, and any other activities carried to strengthen the SENA Energy Efficiency sectorial network.  

 

    (6)     Curriculum Development draft report.   

This report must include a draft version of the curriculum development containing the extended correlation matrix for the technological Energy Efficiency program, technical learning activities, methodology, and advances of the curriculum technical development. The report must also include the evidence and materials of the support given to SENA's experts to develop at least one complementary course in energy efficiency. 

 

    (7)     Curriculum Development report   

The report must include the curriculum's final design for the technological Energy Efficiency program, containing each subject's contents, learning activities, materials, and others, respectively validated with SENA's experts and GGGI supervisor.     

The report must also include technical inputs such as databases, graphs, scripts, draft documents, and other information for elaborating the audiovisual training material such as infographics, videos, interactive elements, and others.  

 

(8)   Efficiency Energy sectorial network strengthening final report   

This report consists of a compilation document that includes the strengthening given to the Efficiency Energy sectorial network in terms of: 

  • Activities and actions related to the increased knowledge and capacities of SENA's tutors and professors. 
  • Evidence of one workshop developed with knowledge sectorial networks members, key public & private sector representatives (attendance lists, minutes, presentations, pictures, among others).   
  • One reference document that includes guidelines, policy frameworks, and private sector new skills demands of the Energy Efficiency sector. 
  • Evidence of meetings carried with members of the SENA knowledge network (attendance lists, minutes, presentations, pictures, among others).    
  • Activities regarding the support of SENA's audiovisual professionals for developing infographics, videos, and other kinds of material of the technological Energy Efficiency program. 
  • Other activities carried to support the SENA knowledge network. 

 

All outputs must include the activities and actions regarding the monthly and quarterly reports that are necessary for GGGI and Donor. Product 1 and 6 must be produced in English and Spanish, while the rest will be developed in Spanish.

Reporting Arrangements

The consultant work progress will be monitored primarily through periodic review meetings for planning and biweekly 

short face-to-face (or virtual) meetings for prioritizing activities, all of that previous consensus with the Contract Supervisors (GGGI and SENA). In this review, meetings will be tackle subjects such as the overview of the contractual objectives, the development of activities, detailed information milestones, actual achievements made against the timeline initially set, and any other relevant progress details.  

Supervision shall be provided by the GGGI Project Manager to ensure the timely and quality delivery of products outlined in the contractual objective in collaboration with the Lead of Energy Efficiency knowledge network.  

Deliverable 1 and 6 must be produced in English and Spanish, and the rest must be written in Spanish, in accordance with GGGI's formatting requirements, and submitted with proof of editable file back-up (e.g., .docx, .pptx) in the GGGI SharePoint system. Final products must be developed accordingly with standard templates that SENA and GGGI will provide to the Consultant. Where relevant, the Consultant shall also provide sets of raw data, research materials, and meeting notes related to the contractual objective.

Suggested Methodology 

The Consultant should follow the specific methods provided by the Contract Supervisor. The Consultant will make the best use of both primary and secondary sources of information for the development of activities defined under the contract objective. 

 

Qualifications/Experience/Expertise 
  • (MANDATORY) Degree in Electrical Engineering, Mechanical Engineering, Industrial Engineering, or related fields.  
  • A postgraduate course in Energy Efficiency, pedagogy, sustainability, or related fields is an asset. 
  • At least 2 years of relevant professional experience in industries, automation, energy production – distribution or maintenance, design of electrical facilities, among other related topics. 
  • At least 1 year of teaching and capacity-building experience. 
  • Previous work experience at SENA is desirable.  
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.) 
  • Exceptional analytical and quantitative skills; capacity for synthesis, presentation, and communication; and strategic thinking skills 
  • Organized with excellent time management. 
  • Proven ability to work with teams and collaborate. 
  • Ability to work well under pressure and have a flexible approach to tasks given. 

 

Additional Information 
  • Date to close is Korean Standard Time (KST) – not Colombia time. Applications submitted after the deadline will not be considered.  
  • GGGI evaluates applications based on eligibility requirements, relevance of academic study, work experience and the level of interest and motivation to contribute to GGGI's goals. If your application is successful, you will be asked to participate in a competency-based interview. 
  • Contract value will be up to USD 12,000 (dependent on credentials) 
  • Contract duration will be from April 2021 till January 2022 (full-time/deliverable based contract)
