Introduction

 

Based in Seoul, the Global Green Growth Institute (GGGI) is an Inter-governmental Organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI is supporting the Republic of Senegal through different programs and also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

GGGI has been awarded funding by the Open Society Initiative for West Africa (OSIWA) to implement the project named “Empowering local non-state actors and vulnerable communities for climate action and resilience”, which targets the empowering of Civil Society Organizations in Senegal and Côte d’Ivoire, to become advocates of strong and decisive climate action, domestically, regionally, and internationally. The project is expected to impact the capacity of CSOs from two countries, Senegal and Cote d'Ivoire to influence climate policies thus helping enhance the adaptive capacity, strengthening resilience and reducing vulnerability to climate change of vulnerable and poor farmers.

GGGI is hiring a consultant on CSO Need assessment and training for the project in Senegal to do an assessment of CSO capacities and train them as well.  

 

Position Summary

 

The consultant in needs assessment and capacity building for civil society organizations is a part-time senior national consultant who will support the GGGI project in Senegal in favor of civil society. She / He will have to carry out an assessment of the knowledge and skills of CSOs on environmental and climate issues in Senegal. She / he will report to the country representative and the project coordinator and receive advice / support from them, as well as HQ experts on the implementation of his / her tasks. She / He will have to carry out consultations with CSOs on the basis of a matrix and identify actions and priorities in terms of training. Then, on the basis of the results, he will have to design training modules that meet the needs expressed in relation to the climate changes related themes of the project and lead training sessions for the CSOs with these modules. The consultant must find the necessary expertise to design and conduct CSO training.

 

 
Scope of Work

 

In collaboration with the, Senior Progamme Associate, coordinator of the project, the consultant will:

  • Engage with CSOs and non-state actors at all stages of the process of assessing their needs on issues related to climate change, climate negotiations and the environment
  • Develop a document to assess the level of knowledge of CSOs and training needs
  • Collaborate with the project coordinator in the drafting of work tools for the need’s assessment
  • Establish a categorization of CSOs according to the level of knowledge of the project themes
  • Design training tools for learners
  • Facilitate at least 3 face-to-face training sessions to CSOs
  • Ensure the link between the CSOs participating in the project and the coordination of the project
  • To a lesser extent provide logistical support in the organization of face-to-face training sessions
  • Develop training programs and define the duration based on available resources
  • Facilitate collaboration between CSOs in Senegal and the project coordinator

All reports must be in French and English, prepared in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information.

 

Qualifications/Experience/Expertise

 

Qualifications
  • Master’s Degree or equivalent in Climate Change, Energy, Environmental science, social science, management of organization, knowledge management or other relevant disciplines.

 

Experience
  • Preferably 5 years of relevant experience in designing and training adults;
  • At least 5 years of program experience with CSO in the country. S/he is expected to be technically competent knowledge assessment, climate change issues, environmental issues;
  • CSO level assessment experience;
  • A minimum of 5 years’ professional experience in need assessment work and training activities;
  • A clear understanding of Climate Change mitigation and adaptation concepts, climate finance, CSO roles in the climate negotiation, political and diplomatically aspect of climate change at the national regional and international level;
  • Holds managerial responsibilities and diplomacy to deal with CSO;
  • Experience in stakeholder engagement and working on inter-institutional programme;
  • Excellent written and verbal English and French communication skills is a must;
  • Demonstrated experience in training of trainer (ToT) approach and tools;
  • Demonstrate knowledge in keys thematic on discussion for the Conference of Parties (CoP).

 

Functional
  • Strong analytical, writing and presentation skills;  
  • Good background in Senegal’s climate change issues and response strategies and related programme development;
  • Excellent stakeholder engagement and communication skills;
  • Proven capability to meet deadlines and work under pressure;
  • Understanding of climate finance in Senegal;
  • Excellent organizational and management understanding with CSO and non-state actors;
  • Experience in undertaking/leading functional research (e.g. baseline, mid, end evaluations) in Senegal;
  • Excellent facilitation and capacity building skills.
