Introduction

The Roads for Development Programme (R4D) is the leading rural roads Programme in Timor-Leste, supporting the development of the rural roads sector in the country. R4D is aligned with the Government of Timor-Leste's Strategic Development Plan 2011-2030 and the Programmes of the Constitutional Government. R4D is implemented by the Government of Timor-Leste (GoTL) through the National Directorate of Roads, Bridges and Flood Control (DRBFC) in the Ministry of Public Works (MPW). The Government of Australia (GoA) provides technical support to R4D through the Roads for Development-Support Programme (R4D-SP), which is managed by the International Labour Organization (ILO). R4D is currently in its third phase referred as the Bridging Phase, which is designed to be implemented over the course of 21 months - from 1 April 2021 to 31 December 2022. R4D Bridging Phase focuses on developing the capacity of relevant GoTL staff to manage Timor-Leste’s rural roads network on a sustainable basis through a combination of individual capacity development and systems strengthening. Because R4D operates within the wider political context of Timor-Leste, a key focus of R4D-SP is on strengthening the enabling environment through support for policy development and coordination across key actors in the roads sector. The Australian Government's contribution to the Bridging Phase of R4D is approximately USD$5.48 million.

The development objective of R4D-SP is that women and men in rural Timor-Leste are deriving social and economic benefits from improved road access. The two End-of-Program Outcomes are:

 

  1. Increased GoTL capacity to effectively manage rural roads at national and municipal levels; and
  2. Increased contractor capacity, employment and income in selected rural communities

 

The scope for the Bridging Phase will place more emphasis on strengthening GoTL's staff capacity of the Ministry of Public Works (MPW), and the 12 District Municipalities under the Ministry of State Administration (MSA), to oversee rehabilitation and maintenance of rural roads using labour-based approaches and private sector contractors. This will include training of MPW and municipal staff through workshops, seminars and on-the-job mentorship/coaching, in cost-efficient planning, technical designs and management of rural roads.

To this end, R4D-SP intends to recruit a full-time Training Advisor (TA).

The TA will ensure that all R4D-SP sponsored initiatives target and increase the opportunity for the development of competencies and capabilities in individuals, groups or organisations supported by R4D-SP. He/she will work in association with MPW/MSA at central and municipal level to collaboratively manage capacity development initiatives supported by R4D-SP. This will include carrying out a capacity needs assessment and the development and implementation of a staged capacity development model for the Program. The TA will also have a key supporting role in the development of the required knowledge management within the Ministries and the Municipalities.

Reporting Line

The Training Advisor will be under the direct supervision of the Project’s Chief Technical Advisor (CTA). The main technical backstopping support to R4D-SP will be provided by the ILO's Employment Intensive Investment Programme (EIIP) Specialist in the Decent Work Technical Support Team for East and South East Asia and the Pacific (DWT/CO-Bangkok) whilst ILO CO-Jakarta office provides administrative backstopping to the Program.

Description of Duties

1. Under the guidance of the CTA, liaise with key partner agencies to ensure that the objectives and outcomes of R4D appropriately reflect and take into account GoTL's policy and practices associated with decentralization;

2. Establish, manage and implement an integrated Capacity Development Framework, including enhancing gender equity and other cross-cutting outcomes, in support of Program initiatives. This includes an assessment of the current levels of capacity and needs within the Ministry of Public Works and the Municipalities (12 No.) and the coordination of all capacity building activities of R4D;

3. Establish agreed and realistic targets for capacity development within the overall context of R4D and examine opportunities for linking identified targets to initiatives supported by R4D-SP;

4. Review and provide detailed inputs on the program’s Annual Work Plans and Budget; based on the overall work plan, prepare and agree with the CTA on detailed plan of activities and deliverables;

5. Develop the detailed training design and curriculum including the required instructional operation manuals and manage the delivery in close collaboration with the ILO team;

6. Manage the implementation of the program’s training plan, work collaboratively with the ILO team and Ministry of Public Works and the Municipalities (12 No.) in the development of course/workshop/consultation design and delivery. This will include the design and deliver the Trainers’ Training Course on relevant topics with technical inputs from the ILO team;

7. Conduct meetings and consultations with the Ministry of Public Works and the Municipalities (12 No.) and key stakeholders to assess relevance and buy-in for long-term sustainable platforms for delivery of relevant courses;

8. Work with the CTA, and ILO Project team and any other specialists and partner agencies to ensure that capacity development impacts are appropriately monitored and reported, and prepare progress reports for incorporation in the project progress reports to the donor and key stakeholders, and provide review and inputs in the program’s progress/M&E reports;

9. Develop the process and tools for documenting lessons learned; organize and manage the conduct of lessons learned workshops for the project;

10.Provide guidance to ILO Team on capacity building plan implementation, particularly on: training/course design development, training management and post training application monitoring;

11.Develop the project overview and training plan(s) for the Program, with clear procedural objectives, resource and budget allocation plans.

12.Manage the Training Events to ensure adequate training for the various MPW and MSA staff in the Municipalities, including local contractors, community groups and individuals involved with gender, disability and social inclusion, and our ILO program staff training needs to better perform their job in the Program.

13.Coordinate activities with the program team, ensuring proper communication and knowledge sharing; and

14.Perform other additional tasks as may be required by the Chief Technical Advisor.

Monitoring and Progress Control

  • The Training Advisor will work closely with the M&E/Knowledge Management Officer and the Project Team to ensure monitoring and evaluation for the Program is accurately reported against the agreed benchmarks and indicators for the Program and report the results to our partners and stakeholders;
  • The Training Advisor will ensure data is regularly inputted and updated, is accurate and the information can be used to facilitate monitoring and evaluation of project activities;
  • The Training Advisor will manage and maintain the database/spreadsheet of training progress including participants attended, type of training, duration, presenters etc.
  • The Training Advisor will ensure common monitoring mechanisms are being maintained and regularly check impact and progress against the work plan.

Deliverables

The following are some of the deliverables, but which are not limited and include: -

  • Prepare the Capacity Development Framework including detailed training plan(s) and all accompanying background materials for the delivery of the training.
  • Develop systems and procedures required for planning, coordination and facilitation of the training (these currently includes flow charts, training brief, training reports, procurement and finance procedures, questionnaires, training plans, attendance records, photographic records, M&E records, frameworks, budgets, agenda, minutes of meetings, training materials etc.).
  • Develop a database of participants trained.
  • Develop group training exercises to accompany the modules.
  • Develop, assist, improve and finalize the content of the presentation and training materials to be used during the training events.

Required qualifications

Education

Master’s / Advanced university degree in Development, Education, Science, Business Management, Social Science or other relevant discipline is required with demonstrated expertise in institutional development and capacity building in a context that is relevant to the position.

Experience

Minimum of five years of relevant professional experience in a similar role as a Training Advisor (with at least two years at the international level).

 

Prior experience in institutional capacity development in challenging environments, experience in collaboration with governments of developing countries and donor agencies, and working with diverse teams composed of technical and administrative government staff will be highly regarded.

Experience working on projects on resilient infrastructure, climate change, bio-engineering and project management, preferred.

Languages

Excellent command in spoken and written English is required. Knowledge of Portuguese, Tetum or Bahasa Indonesia is an advantage.

  • Ability to provide credible implementation assistance to other team members in project formulation and implementation; and
  • Strong written and verbal communication skills to produce reports and training materials.
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
