Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). Responding to the growing demand for supporting inclusive and sustainable industrial development (ISID) in the era of the new industrial revolution, the Department of Digitalization, Technology and Innovation (DTA/DTI) leads the way in addressing opportunities, challenges and risks stemming from the fourth industrial revolution (4IR) and its contribution to sustainable socio-economic progress. The Department is responsible for the strategic coordination of 4IR-related matters with designated focal points in other technical Departments and organizational entities of UNIDO, as appropriate. In consultation with public and private partners, DTI designs and implements holistic interventions that are tailored to specific country needs.

This position is located under the Quality Infrastructure and Smart Production Division (DTA/DTI/QIS) which seeks to build national and regional quality infrastructure systems needed to provide internationally recognized services, including strengthening institutional capacities (i.e. metrology, standardization and accreditation); building conformity assessment capacities (testing, inspection, certification, calibration, etc.); supporting small and medium enterprises (SMEs) to take advantage of new technologies and standards for smart production and thus participate in global value chains; trade facilitation and promoting quality awareness with the public sector, economic operators and consumers.

PROJECT CONTEXT To facilitate industrialisation in the region, ECOWAS regional industrial strategy has identified strategic interventions. The proposed actions under the West Africa Competitiveness Programme (WACOMP), funded by the European Union (EU) under the 11th European Development Fund (EDF) of the Regional Indicative Programme (RIP), intend to cover interventions pertaining to the development of sustainable value chains, micro-, small and medium-size enterprises (MSMEs) and facilitating a platform for dialogue on industrialisation between state and private sector, including enhancing the capacity of Member States to develop and implement industrial development policies along value chains. The programme will put an emphasis on value chains in line with priorities at regional and national levels, that have high potentials of industrialisation and job creation. The programme aims to support selected value chains at national and regional levels to promote transformation, better access to regional and international markets, taking into account social and environmental issues. The support will also cover the implementation and operationalization of the regional policy framework for the development of the value chains set in the regional industrial strategy. With a specific objective of improving the performance and growth of selected priority value chains the programme will specifically help to: (i) develop value chains, improve competitiveness of MSMEs, strengthen the supporting intermediate organisations and create better regional linkages among selected products value chain actors (ii) improve the business environment in line with the West African agenda and support capacities at national and regional levels. To achieve these objectives, the Programme will be implemented through a national component in each concerned country by selected agencies and a regional component by UNIDO and the International Trade Centre (ITC). The specific objectives of the Programme are: 1. To improve the performance, growth and contribution to industry, regional trade and exports of selected value chains and 2. To improve the climate for business at national and regional levels. The regional component of this programme, and specifically UNIDO’s interventions under this West Africa Competitiveness and Quality Infrastructure Project (WACQIP), will benefit from earlier initiatives conducted by UNIDO, EU and ECOWAS, as well as other implementing agencies in the region. The regional project implemented by UNIDO complements other regional development initiatives and national projects under the 11th EDF programme, contributing towards the overall objective of strengthening the competitiveness of West Africa and enhancing the countries’ integration into the regional and international trading system. Within the framework of the WACOMP, UNIDO’s activities will specifically contribute to Output 1.4 “Regional quality infrastructure system is strengthened, with a view to promote environmental issues” under specific objective 1, and Output 2.2 “Regional policy and framework to improve industrial competitiveness harmonised, formulated and monitored” under specific objective 2. Main Functions

The Technical Associate Expert will work under the direct supervision of the Chief Technical Advisor (CTA) of the WACQIP and perform the following tasks: MAIN DUTIES 1. Support the CTA in his day-to-day operational work, specifically in the follow up of the project activities (recommendations, updating of work plans, etc.) 2. Collect data and assist the CTA in monitoring the status of implementation of the project against the key performance indicators of the logical framework. Track record of all achievements of activities. 3. In liaison with the HQ in Vienna, follow up the implementation of the project budget and inform RTCU about the use of adequate WBS output number in recommendations 4. To support the Monitoring and Evaluation function, ensure timely collection and analysis of data (qualitative, quantitative; regional), national, including budget for drafting of project, WACOMP Programme and UNIDO reports 5. Monitor the implementation of the project work plan and keep the Programme management unit informed on the progress on a regular basis; contribute to providing regular feedback to ECOWAS coordination unit 6. Participate in and facilitate the internal and external reviews (mid-term and final) and provide inputs for evaluation of the project 7. Assist the CTA in managing the relationship with the other implementing partners of the Programme at both regional and national level (of which ITC). Ensure smooth and timely coordination of activities 8. Contribute to providing specific technical advisory support to the Commissioner of Industry & Private Sector Promotion at ECOWAS as well as the UNIDO Representative (UR) Nigeria, when required by the CTA, e.g. preparing technical notes, preparing and attending meetings etc. 9. Provide technical support to project beneficiaries and involved institutions in appropriate domains of competence, mainly standardization, metrology, accreditation, conformity assessment and quality promotion 10. In collaboration with the Regional Communication Expert, coordinate the interaction with ECOWAS Communication team 11. Provide inputs for the preparation of progress reports according to donor specifications and UNIDO requirements 12. Provide inputs for briefing project partners, donor and relevant stakeholders, based on project impact and experiences 13. Record lessons learned from the implementation of project activities, networking with project partners and beneficiaries to help achieve objectives of the project 14. Towards the end of the project, assist UNIDO programme management in providing inputs for the project impact analysis within the region 15. Undertake missions at the request of the CTA in the member states covered by the project 16. Carry out any other assignment as requested by the CTA or the PM in relation with the project Reporting 17. Prepare bi-weekly reports on progress of activities undertaken & prepare a final report covering the activities and the results of assignment

Minimum Requirements

Education

Advanced university degree in engineering, sciences, international development, management/ Business Administration or another relevant field.

Languages

Fluency in English and French. Knowledge of Portuguese an asset.

Computer Skills

Field of Expertise

- At least three years of experience, preferably in the field of trade capacity building or private sector development; -Understanding of developing countries needs and priorities is of paramount importance; -Experience in the management of Quality or Value Chain Programmes -Exposure to implementation and/or monitoring of international cooperation projects are important assets; -Knowledge of UNIDO / UNDP procedures is a key asset; -Proven computer skills, particularly in the use of office applications; -Ability to work with in multicultural teams and maintain good and stimulating working relationships; -Good organizational and management skills; -Experience with African countries, particularly West Africa, is an important advantage. -Knowledge in the field of Quality infrastructure upgrading (i.e. quality policy, standards development, metrology, conformity assessment). Knowledge in value chain development or SME competiveness is an asset.
