VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

Directorate of Digitalization, Technology and Agri-Business (DTA) of UNIDO coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). The DTI Department’s interventions actively identify and combine complementary services from across three Divisions, namely: - Innovation and Digitalization Division (DTA/DTI/IDD) - Investment and Technology Promotion Division (DTA/DTI/ITP) - Quality Infrastructure and Smart Production Division (DTA/DTI/QIS) Quality Infrastructure and Smart Production Division (DTA/DTI/QIS) The Quality Infrastructure and Smart Production Division (DTA/DTI/QIS) seeks to build national and regional quality infrastructure systems needed to provide internationally recognized services, including strengthening institutional capacities (i.e. metrology, standardization and accreditation); building conformity assessment capacities (testing, inspection, certification, calibration, etc.); supporting small and medium enterprises (SMEs) to take advantage of new technologies and standards for smart production and thus participate in global value chains; trade facilitation and promoting quality awareness with the public sector, economic operators and consumers.

PROJECT CONTEXT The project “Building Forward Better: A Resilient Women and Youth Centered and Digitally Enhanced Value Chain Development in Vietnam” aims to rebuild and digitally enhance an agricultural value chain in order to serve as a model for wider scaling out. The development objective of the project is to increase income and social empowerment of rural women and youth within a selected agricultural value chain. Project goal is “Creating a model of a gender and youth centred, innovative and digitally enhanced fruit value chain in the Mekong Delta of Vietnam which can be scaled up for ‘recovering better together’ across the rural economy”. The proposed approach of the project would place rural women and youth and their empowerment through digital means as the core target groups by pursuing the following outcomes: Outcome 1. Women and youth centered business enabling environment Outcome 2. Enhanced competitiveness, safety and sustainability of women and youth-led VCs Outcome 3. Improved access to new markets for women and youth

Main Functions

FUNCTIONAL RESPONSIBILITIES Under the close supervision of the Project Manager, and working with the project team, applies basic theoretical knowledge and administrative skills in supporting and in acquiring a broad understanding of the interrelated administrative and programme/project functions contributing to technical cooperation activities in a particular sector, geographical area or programme/project by: - Compiling general background information from readily available sources, on economic and social factors for an assigned sector, area, country or programme/project: designing and drafting supporting flow charts, schedules, graphs and tables; coordinating the collection and verification of documents, actions and data with substantive or support units assembling and editing basic data required for planning and negotiation, in format dictated by agenda or supervisor's instructions checking project documents for clarity, consistency and completeness; - Describing progress of ongoing project/s, investigating designated project activities, discussing findings with supervisor to identify implications for the work of the project unit, discussing rationale and context of project activities, considering the alternative methods for project design, management, problem identification and problem resolution; - Maintaining institutional memories or other documentation systems to record project/programme, history and ongoing activities; - Conducting research, data management, and statistical analysis; - Assisting in monitoring exercises related to the project implementation, retrieving substantive information on status of project, outcome, output, key performance indicators (KPIs), risks, etc. from the SAP Portfolio and Project Management (PPM) module; - Drafting reports, ad-hoc assignments and research activities, as required; - Arranging briefings, tours, and related activities for visitors, missions and fellowship holders;

Minimum Requirements

Education

Advanced university degree in science, business administration, economics, other relevant discipline with a specialization in trade, project management, SME development.

Languages

Fluency in written and spoken English is required.

Computer Skills

Field of Expertise

• At least one year of relevant professional experience in area relevant for recruiting DTA/DTI/QIS Division required developing practical appreciation of the context of technical cooperation activities. • Exposure to the needs, conditions and problems in developing countries. • Ability to conduct qualitative and quantitative research and analysis; good data management skills. • Ability to write in a clear and concise manner. • Ability to work effectively in multi-cultural teams. • Experience in project management. • Good understanding of sustainability principles and environmental issues such as climate change. • Good understanding and experience with mainstreaming gender equality and women empowerment in technical cooperation projects. • Good experience and preferably practical experience in using digital and data driven technologies in value chain development. • Experience in climate change adaptation and mitigation projects would be an asset.
