Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next decade. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy. The Department of Environment (EAE/ENV) contributes to ISID and the implementation of the SDGs, in particular of SDG 9, by greening existing industries and products, as well as by facilitating creation of new green industries and products, and by minimizing resource use along value chains and during the lifetime of products, facilitating uptake of circular economy practices. The Department acts as the focal point in UNIDO for various multilateral environmental agreements and multilateral co-operation in the field of the environment: the Montreal Protocol on Substances that Deplete the Ozone Layer; the Stockholm Convention on Persistent Organic Pollutants; and the Minamata Convention on Mercury; as well as other relevant international initiatives and conventions. This position is located under the Montreal Protocol Division (EAE/ENV/MPD), which is responsible for planning, developing and implementing activities for developing countries and countries with economies in transition to facilitate compliance with the Montreal Protocol and other international environmental agreements. The services of the division are primarily concerned with transformative approaches for manufacturing industries in the refrigeration, air conditioning and insulation foam sectors. This includes promoting the adoption of sustainable alternatives to ozone-depleting substances (ODS) and working fluids and chemicals with high global warming potential; reducing the total greenhouse gas emissions caused by related products; and greening design to extend the lifetime of products and further reduce their greenhouse gas emissions. The Division supports initiatives to build institutional capacity and human capital through focused vocational training and industrial skills development, in addition to delivering targeted policy advisory services and convening activities.

Project Context The Regional Demonstration Project for Coordinated Management of ODS and POPs Disposal in Ukraine, Belarus, Kazakhstan and Armenia will demonstrate environmentally sound collection and destruction of Persistent Organic Pollutants (POPs) stocks and Ozone Depleting Substances (ODS). This demonstration project will assist the countries involved in meeting their obligations under the Stockholm Convention and the Montreal Protocol and establish local capacities for destruction of ODS and some POPs substances. Through the demonstration activities, the project aims to destroy a minimum of 11,700 MT of PCB/ODS containing waste and 418 MT of ODS (4.14 MM of CO2e). It will introduce regulatory reforms in Armenia, Belarus, Ukraine and Kazakhstan and strengthen national capacity in identifying, assessing, managing, and treating such wastes in an environmentally sustainable manner. The project is being implemented at the country level, in cooperation with the Government focal points in each country, namely the Ministry of Environmental Protection of Ukraine, the Ministry of Natural Resources and Environment Protection of the Republic of Belarus, the Ministry of Environment Protection of the Republic of Kazakhstan, the Ministry of Natural Protection of the Republic of Armenia. Under this project, three independent but linked ODS/POPs co‐destruction centres will be created - one in each of the three countries - as listed below: Country: Belarus Facility to be created: 1 x ODS/POPs co‐destruction centre Location: CUE "Complex for Processing and Disposal of Toxic Wastes of the Gomel Region" (Gomel Oblast, Chechersk Rayon) Country: Kazakhstan Facility to be created: 1 x Plasma ODS/POPs co‐destruction centre 1 x Recycling centre for recovery of ODS refrigerants and foam blowing agents Location: Several options indicated Country: Ukraine Facility to be created: 1 x Plasma ODS/POPs co‐destruction centre 1 x Recycling centre for recovery of ODS refrigerants and foam blowing agents Location: LLC "Factory of Agrochemicals" (Cherkasy Region) In Belarus, the project will provide for the incinerator with a capacity of approx. 1,600 MT of waste per year. The beneficiary of the ODS/POPs co-disposal facility in Belarus is the “Complex for Processing and Disposal of Toxic Wastes of the Gomel Region” (hereafter referred to as CUE). Operational work at the facility is expected to commence in mid-2021. DUTY STATION: Homebased (Belarus) DURATION: 7 months

Main Functions

The Consultant will work under the supervision of the International Project Coordinator and the National Project Coordinator in Belarus assigned by UNIDO for the project, in cooperation with the national executing partner and the project beneficiary, the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus (hereinafter, MNREP). His/her duties shall be performed in accordance with the applicable rules and regulations of UNIDO and these terms of reference. MAIN DUTIES 1. In cooperation with the technical experts recruited under the project and the national executing partners, develop a ‘Guidance Document on the Coordinated Management of ODS and POPs’ (see Annex I: Proposed outline for the Guidance Document) - Outputs to be achieved: ‘Guidance Document on the Coordinated Management of ODS and POPs’ developed and submitted for consideration to the Project Steering Committee by 15 June 2021. 2. Develop the draft National Waste Management Strategy, on the basis of the ‘Guidance Document on the Coordinated Management of ODS and POPs’ and a comprehensive needs assessment and analysis of the required legislation, capacity building and financing for the management and destruction of ODS and POPs in the Republic of Belarus. - Outputs to be achieved; Draft Waste Management Strategy developed and submitted for consideration to the MNREP by 30 June 2021. 3. Through consultations with the MNREP, other ministries and state agencies, project beneficiaries and stakeholders, determine the institutional capacity and regulatory frameworks required for the implementation of the National Waste Management Strategy. - Outputs to be achieved: Outline key activities required for the development of the institutional capacity and regulatory frameworks for the implementation of the National Waste Management Strategy, for inclusion in the National Action Plan. 4. Outline key stakeholders and analyze potential synergies with other ongoing project in Belarus for the implementation of the National Waste Management Strategy. Propose cooperation modalities, taking into account technical limitations and project objectives. - Outputs to be achieved: Outline key stakeholders, counterparts and strategic, cost-effective synergies, for inclusion in the National Action Plan. 5. Develop the draft National Action Plan (Road Map) for implementation of the National Waste Management Strategy. - Outputs to be achieved; Draft National Action Plan (Road Map) for the implementation of the Waste Management Strategy developed and submitted for consideration to the MNREP by 15 July 2021. 6. Assess the capacity and internal structure of the CUE staff to ensure the effective operation of the national ODS/POPs co-disposal facility in the short and long term, in line with the National Waste Management Strategy. Prepare recommendations for the development of an action plan for its strategic and long-term development. - Outputs to be achieved: Recommendations for the action plan to ensure the long-term sustainability of the national ODS/POPs co-disposal facility, including proposals for personnel trainings, are submitted for consideration to the CUE by 31 July 2021. Action plan for the long-term sustainability of the national ODS/POPs co-disposal facility developed and adopted by the CUE. 7. Provide expert support to CUE for the commissioning of the national ODS/POPs co-disposal facility and throughout the first year of the facility’s operation, to ensure compliance with environmental requirements and the achievement of the disposal objectives of the Project. - Outputs to be achieved: Project activities effectively implemented by the CUE, in compliance with all environmental requirements and the project work plan. 8. Develop the project plan for capacity building of stakeholders in the field of waste management and supervise its implementation. - Outputs to be achieved: Project plan for capacity building of stakeholders in the field of waste management developed by 15 August 2021. Capacity building plan implemented effectively throughout the project duration. 9. Provide technical inputs and guidance to the Project Management Team for the timely implementation of the project activities. - Outputs to be achieved: Smooth implementation of the project activities, in line with the project work plan. 10. Provide technical and narrative inputs for the preparation of project related reports. - Outputs to be achieved: Timely submission of the project reports throughout the project duration. 11. Other duties related to the project, if requested by UNIDO staff. - Outputs to be achieved: Smooth implementation of the project activities, in line with the agreed work plan.

Minimum Requirements

Education

Advanced university degree in engineering, ecology, chemistry or natural sciences, or in a closely related field, is required.

Languages

Fluency in written and oral English and Russian is required. Fluency in or working knowledge of another official UN language, is desirable.

Computer Skills

Field of Expertise

A minimum of seven (7) years of working experience in environmental protection, waste management and chemical waste destruction is required, preferably within a multicultural environment, including experience in project administration and execution, is required. Experience with or knowledge of Multilateral Environmental Agreements, including thorough understanding of the Montreal Protocol on Substances that Deplete the Ozone Layer and Stockholm Convention on Persistent Organic Pollutants, is desirable. Experience with or knowledge of Global Environment Facility (GEF) programmes/project cycles is desirable.
