Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitization, Technology and Agroindustry (DTA), led by a Managing Director, coordinates and integrates the Fourth Industrial Revolution (4IR) in its technical, strategic and regulatory cooperation activities, aimed at promoting inclusive and sustainable development in the country. 4IR. The Directorate creates new and innovative technical cooperation products in the areas of trade, investment, technological innovation and agribusiness. The Directorate groups together the Department of Digitization, Technology and Innovation (DTI) and the Department of Agribusiness (AGR). The position is located under the Department of Agribusiness (DTA/AGR). (DTA/AGR) offers a range of technical cooperation services to help developing countries add value to the production of their agricultural sector and generate employment opportunities in non-agricultural activities for rural communities, contributing in that way to greater food security and sustainable poverty reduction. The department provides support for the development of agro-industrial corridors in developing countries in collaboration with international financial institutions. The Rural Entrepreneurship, Employment Creation and Human Security Division (DTA/ AGR/RJH) provides technical cooperation services to improve livelihoods in rural communities through productive activities. The focus is on business activities among socially and economically marginalized people, including in particular women and youth, in the agricultural and non-agricultural sectors, including the creative industries. Human capacities, both commercial and technical, are strengthened and combined with opportunities to produce new and more developed marketable products. The knowledge and technology introduced into rural communities coincide with the absorption and innovation capacities of the poor and vulnerable sectors of rural society. The Division provides its technical cooperation services in close coordination with the other relevant departments, technical divisions and organizational entities of UNIDO, as appropriate.

Project Context The Rural Entrepreneurship, Employment Creation and Human Security Division (DTA/AGR/RJH) is in charge of the technical monitoring of the PROCACAO Phase II project in Nicaragua. This project aims at increasing the productivity of cocoa companies and producers of the Mining Triangle in Nicaragua while the environment is protected. This is intended to contribute to the improvement of the income and jobs of the protagonists in the different links of the cocoa value chain. Most specifically the project targets the improvement of the household incomes of 1,250 producing families through job creation, increased incomes, and the implementation of good practices towards quality. The counterpart of the project is the Ministry of Family, Community, Cooperative and Association Economy MEFCCA. To achieve its objective, the PROCACAO project must work steadily on strengthening local capacities to identify its development needs, evaluate options and appropriate the actions and learnings of local actors linked to the project. Producers should have access to information in order to be empowered and decide for their own development. In this sense, in the field of communication, a communication for development (C4D) should be considered in addition to institutional communication actions. The PROCACAO Phase II project will continue the actions initiated in Phase I (2015 – 2018), which left executing organizations important lessons that will contribute to strengthening the strategy of its implementation, at the business organizational level and in the productive. The goal is for cooperatives to scale in their organizational dynamics and in the pursuit of sustainability by diversifying services that allow them to generate their own income. We work with three more developed cooperatives (COPESIUNA, COOMUVEMAR, COMUCOR) that have technical teams under their direction. This allows for a direct link with producers in communities and the required quality accompaniment. This strategic action is supported by a subcontract that UNIDO signed with cooperatives and allows them to sustain this model of work while increasing their profitability to gradually assume these technical teams. PROCACAO is a comprehensive project where we work with cooperatives to promote the organization with business vision, the productive development of each producer and cocoa supplier. It promotes a model of groups of producers organized in each community with the aim of achieving the complementation of available knowledge and resources. We work to increase productivity, quality in cocoa by developing Agroforestry Systems with Cocoa that contribute to income generation and diversification of producer farms. Within the framework of UNIDO's Nicaragua office and the PROCACAO Phase II project described above, a Communications Specialist will be hired. This person will contribute to institutional communication through the dissemination of the actions, processes and achievements of the project, the office and UNIDO. It will also contribute to the communication for development (C4D) strategy to be implemented by the PROCACAO project. The project requires designing and monitoring institutional communication tools that contribute to disseminating the knowledge acquired (website, social networks). The Communications Specialist will respond directly to the National Coordinator of the PROCACAO II project and implement actions related to both the project and UNIDO office in the country, in accordance with the responsibilities described below and UNIDO guidelines. DUTY STATION: Nicargua, Managua and Mining Triangle DURATION: 3 months (probation period)

Main Functions

Under the direction of the UNIDO country Representative (UCR) in Managua, and in close cooperation with the project coordinator in Managua and the project manager (allotment holder) in Vienna, the communication specialist will take the following responsibilities: 1. Develop and manage UNIDO's institutional communication strategy in Nicaragua and its programs in the country, mainly PROCACAO II, (website, digital media, printed.), within UNIDO´s policies and regulations. 2. In close complementation with the project coordinator and the project team, develop and manage the communication for development (C4D) strategy of the project PROCACAO II (through written, radio, social network) Most specifically the following tasks and results are expected: Formulation strategy: - Formulate an UNIDO's institutional communication strategy in Nicaragua - Formulate a communication strategy for development the project PROCACAO Implementation of strategies: - Formulate on a periodic basis - product success stories and cocoa cooperatives (Story Telling and transmedia narrative). - Monitor communication media to contribute to the facilitation of useful information for the work of UNIDO and its projects in Nicaragua. - Develop content (Newsletters, reports, press releases), related to PROCACAO and UNIDO Nicaragua. - Participate in UNIDO and PROCACAO communication events. - Design the format and content of the radio program to accompany PROCACAO's productive strategy. - Develop and position PROCACAO image in social media. - Monitor, measure and report media scope and news and outreach actions carried out for UNIDO and PROCACAO. - Perform other tasks related to PROCACAO and UNIDO operations as specified by the PROCACAO project coordinator and UNIDO representative in the country. - Participate in working groups that are designed to complement actions both in the country and with UNIDO headquarters in Vienna and with the other UNIDO offices in Latin America.

Minimum Requirements

Education

Advanced university degree (Master’s degree) in journalism, social communication ,advertising or other relevant field with a specialization in graphic design, social networks or digital marketing.

Languages

Fluency in written and spoken Spanish and English is required.

Computer Skills

Field of Expertise

• At least 5 years of work experience in the field of communications, designing, implementing and monitoring communication and digital communication strategies is required • Experience in practical application of communication processes for development in international cooperation projects is desirable • Experience in the management of social networks, design and management of websites and design of radioprograms is desirable • Experience in the use of graphic design programs for the creation of communication content is desirable • Ability to communicate with the rural population or private actors in the implementation territory • Willingness to work on Nicaragua's Caribbean Coast. • Availability for regular field missions.
