JOB PURPOSE:
The Rice Fortification Officer will have the primary responsibility of supporting and coordinating WFP Indonesia’s advocacy and programmatic efforts to scale up access to and consumption of fortified rice through Indonesia’s staple food social assistance programme (SEMBAKO).
KEY RESPONSIBILITIES:
Within the assigned Country Office, the Programme Officer will assume the responsibilities under the overall supervision and guidance of the Deputy Country Director and the direct supervision of the Head of Nutrition Unit.
Specifically, the Officer will be responsible for:
Consolidating, documenting, and elaborating the evidence base to support the operationalization of post-harvest rice fortification in Indonesia including:
- In collaboration with the WFP nutrition team, support the dissemination and follow up on results and recommendations of the rice fortification land scape analysis (RFLA).
- Complete a desk review report to complement and expand upon the RFLA results and lessons learned, challenges and opportunities from previous post-harvest rice fortification efforts. This should include reference to the global evidence base as consolidated by WFP regionally and globally.
- Assess and describe the food use habits in different regions of Indonesia where fortified rice will be made available (for example food consumption habits, food preparation techniques and food storage practices).
Supporting the design, start-up, and implementation of the SEMBAKO Rice Fortification pilot, including:
- Define selection criteria, with documented justification, for selection of target areas.
- Develop operational guidelines for making fortified rice available and accessible through the SEMBAKO programme in pilot locations.
- Provide technical assistance to government and non-government stakeholders and partners to ensure availability of fortified rice in pilot e-warongs.
- Design, conduct and finalize the report on an acceptability study to gather perceptions of SEMBAKO beneficiaries on access to and consumption of fortified rice.
- In collaboration with key stakeholders (miller associations, other private sector actors and government) at national and pilot levels, design an approach to increase awareness and understanding of the benefits of fortified food in general and fortified rice in particular.
- Document lessons learned from pilot implementation and put forward recommendations for future scaling up of rice fortification in Indonesia. This should draw from global, regional and national evidence and studies, including the rice fortification landscape analysis.
Coordinating and providing technical assistance (relying on global DSM/WFP partnership expertise) to strengthen fortified rice production and quality assurance in the Indonesia context, specifically:
- Consult with the National Food and Drug Control Agency (BPOM) for the standardization of micronutrient levels in rice fortification for the Indonesian Context (SNI = Standard Nasional Indonesia).
- With the support of DSM/WFP partnership in-kind technical support, coordinate a fortified rice market survey.
- With technical support and guidance from the WFP regional bureau food safety and quality expert identify potential rice kernel production and blending facilities, putting forward recommendations for improved processes and quality assurance.
- With technical assistance from the WFP regional bureau and/or headquarters, adapt WFP Global Guidance on Quality Control and Quality Assurance (GMP/Good Manufacturing Practices; HACCP/Hazard Analysis Critical Control Point) to the Indonesian context and present to stakeholders.
- Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Experience with providing technical assistance to GOI and private sector partners on food fortification (preferably rice)
- Demonstrated expertise on staple food fortification programmes.
- Knowledge of rice fortification technology

- experience implementing food technology related tools and protocol.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced university degree in Food Technology, Health Sciences, Public Health, Food Control, Nutrition or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in English language and in Bahasa Indonesia
