Background:

Burkina Faso has historically allocated a large part of their national budget to finance healthcare services and has been receiving aid from a large array of regional and global partners. The government has been working on improving coordination of those external funds to avoid duplication and ensure funding is sufficient and strategically allocated and set bold ambitions to improve efficiencies in resource management so available funding leads to increase health impact. With the on-going insecurity situation in the North of the country, it has become increasingly critical to improve the way resources are prioritized, coordinated, and managed so the health response is sustained throughout the country and so the government is able to fund key reforms, including their targeted free care program and the scale-up of a high performing health insurance system.
In light of these priorities, CHAI supports the government across various health financing efforts. Those include strengthening planning and budgeting systems for greater prioritization of needs and improving resource management for improved efficiencies, from central level down to Primary Healthcare (PHC) level facilities. The end goal is that appropriate resources arrive and are used efficiently at PHC facilities, leading to improved service availability and utilization, and better health for patients.

As part of this work, CHAI works together with the government of Burkina Faso, including at central and peripheral levels, and helps map key bottlenecks that lead to an inefficient use of domestic and external resources, designs strengthened health financing systems to address those bottlenecks, and supports the government in taking those systems to implementation. As part of its efforts, CHAI seeks to build institutional capability withing relevant government institutions and puts a strong focus on improved evidence use for decision making.

This work entails support to high-level government decision makers within various departments of the Ministry of Health and Finance, including at central, district and health facility levels, as well as strong engagement with the donor community.
Position:
CHAI is seeking a Program Manager with outstanding credentials, management experience, and analytical ability to provide integrated support to the Ministry of Health (MOH) and Ministry of Finance (MOF). The Manager will be based in Ouagadougou and will interact with key stakeholders from the Government and the donor and international community in Burkina Faso.
The Program Manager must therefore be fluent in French and have excellent relationship building and communication skills. They must be able to function independently with minimal oversight and have a strong commitment to excellence with a keen eye for detail. This position offers a unique opportunity to work closely with a Government committed to universal access to health care through historical and innovative reforms.
The Program Manager will be the key contact to the MoH and manage a team of four Associates/Senior Associates. They will lead all health financing workstreams and ensure successful completion, as described above, and ensure completion of high-quality deliverables. As CHAI programs are relatively new in Burkina Faso, they will also play a key role in shaping future health financing projects and in pushing forward new initiatives. On top of managing the team and of designing and leading CHAI health financing workstreams in country, the manager will provide strategic advisory to key government counterparts in health financing and based on government requests and is expected to become a trusted advisor to a different set of government stakeholders together with his or her team.

It is expected that the challenges faced by the government will change over time and therefore the work will be fast paced and diverse and the position requires a strong ability to adapt and to think creatively.

Responsibilities

• Manage a team of highly motivated, and high-performing individuals with diverse work and educational backgrounds and work with HR to lead and support talent management initiatives, succession planning and provision of continuous feedback and capacity building to staff;
• Oversee and coordinate activities across multiple work streams, managing communication with CHAI global support teams, and ensuring monitoring, evaluation and reporting requirements to program donors are met;
• Support program implementation and execution of high-quality data-driven interventions and guide evidence-based decision-making regarding policies, guidelines, and program operations;
• Provide technical guidance and oversee quality of deliverables and ensure that communications and work products that are shared externally meet CHAI standards;
• Act as a key advisor to government stakeholders and support in the design and implementation of new or improved health financing systems to improve resource coordination and efficiency;
• Respond to government requests by defining and carrying out health financing technical assistance projects. This includes providing strategic and technical input, as well as training and quality assurance;
• Identify and develop medium-term scopes of work to address key policy issues in Burkina Faso, and potentially other countries in the West Africa region. As needed work with CHAI managers to fundraise to meet these needs;
• Pursue opportunities for collaboration with other CHAI teams, helping to build a cross-cutting community of practice within country, region and organization;

• Master's degree with at least 7 years of experience in a demanding private sector or public health environment, such as strategy consulting, or managing complex technical projects, with increasing levels of responsibility and leadership

• Fluency in both English and French required

• Strong management skills and a passion for coaching and supporting the growth of team members

• Self-starter with demonstrated experience launching new projects or initiatives

• Ability to build consensus among multi party diverse groups

• Ability to handle multiple tasks simultaneously and set priorities in remote settings

• Ability to work in a fast-paced and multicultural environment, be effective, and thoughtful in high-pressure situations

• Excellent relationship management skills, including experience building and managing government relationships

• Excellent organizational and management skills, including time management and project management

• Strong quantitative, presentation, and writing skills, including fluency in MS Excel, PowerPoint, and Word

• Strong work ethic, humility, integrity, and dedication to CHAI's mission
