Background

a.             Purpose

To supplement the capacities of the Ministry of Environmental Protection in planning, development and supervision of technical documentation for the construction of wastewater treatment plants at municipal level in Serbia.

b.             Objective

To assist in results oriented, effective, efficient and accountable implementation of the project activities and achievement of planned results.

c.             Background Information

The Ministry of Environmental Protection (herewith referred as: the Ministry) has approached UNDP with the request to supplement the capacities of the Ministry in planning, development and supervision of technical documentation for the construction of wastewater treatment plants at municipal level in Serbia.

In accordance with Serbia’s Water Management Strategy by 2034 ("Official Gazette of RS" No. 3/2017), Serbia will need to construct 359 wastewater treatment plants (WWTPs) until 2044. Given that Serbia treats only about 10% of municipal wastewaters, there is an urgent need to accelerate the process of construction of these facilities in order to protect the quality of waters used for water supply, reduce discharge of pollutants into recipient waters and prevent health hazards to the local population. This task represents the priority strategic goals of the Ministry.

In previous years, the Ministry has allocated significant funds for this purpose, which has resulted in the preparation of project technical documentation for the reconstruction of existing and construction of new WWTPs.

Besides overseeing the quality of the technical documentation and infrastructure works, the line Ministry will ensure technical assistance to the local self-governments in the preparation of project technical documentation and financing the construction and / or reconstruction of existing WWTPs.

 

Duties and Responsibilities

Measurable outputs of the work assignment

Under the guidance of the Portfolio Manager, the Engineer for Wastewater Treatment will assist the implementation of activities with the aim of achieving the following project results:

1. Support the preparation of technical documentation.

  • Coordinates the preparation of terms of reference for the design of complex infrastructure initiatives;
  • Facilitates needs assessment process with the beneficiary or the national counterparts
  • Supports preparation of tender documentation, preparation and execution of tender processes for procurement of goods and services;
  • Monitors and reports on designing, technical control and supervision of work;
  • Submits regular updates and reports on implemented infrastructure works;
  • Responsible for the management of project activities that require engineering interventions;
  • Intervenes to resolve problems and/or conflicts and recommends corrections in terms of design, materials or the quality of work and managing these corrections upon the approval by the Portfolio Manager
  • Provides early warning to the Portfolio Manager of potential problems and/or critical issues regarding the infrastructure improvement and execution of the works.
  • Liaises with contractors, municipalities and other partners on project matters;

2. Perform monitoring of the implementation of WWTPs construction projects.

  • Prepares a monitoring Plan and implements it with the support of the project team, as determined by the monitoring schedule.
  • Analyses new potential risks and defines mitigation measures accordingly.
  • Provides input for creation of project monitoring and evaluation framework
  • Ensures full compliance of activities with established project management rules, regulations, and policies;
  • Liaises with contractors, municipalities and other partners on project matters.
  • Performs other tasks/duties as assigned by the supervisor.

Performance Indicators for evaluation of results

  • Detailed quarterly work plans inputs prepared in close cooperation with Portfolio Manager and Project Coordinator;
  • Efficient, cost effective and timely implementation of activities ensured;
  • Project data and updates for Project files produced;
  • Final and quarterly reports produced for the engineering project activities;
  • Performing other duties as required.

Required Skills and Experience

Education:

University Degree in mechanical or civil engineering.

  • Possession of one or more of the following licences would be considered an asset: 332 and 432.

Experience:

At least 7 years of relevant experience in design and construction-related project management, in particular in the fields of:

  • Construction Engineering – including structural designs engineering.
  • Wastewater treatment plants.
  • Safety and energy efficiency.
  • Work experience in international organization and or government institution would be an asset.
  • Proficiency in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
  • Strong communication and interpersonal skills.

Language Requirements:

Excellent knowledge of written and spoken Serbian and English.
