Introduction

The Swedish Civil Contingencies Agency (MSB) is looking for a Public Awareness Expert for the EU funded programme PPRD East 3: Prevention, Preparedness and Response to natural and man-made disasters in Eastern Partnership countries - phase 3. The programme supports the authorities in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine in improving disaster prevention, preparedness and response capacities. The programme objectives are to strengthen civil protection capacities in the partner countries; strengthen cooperation within the region and approximation with the EU Civil Protection Mechanism. PPRD East 3 is the last phase of the action. With nearly 10 years of programme implementation, the programme will besides the further development of capacities, focus on phasing out and ensuring sustainability of the results after the end of the programme. Duration of the programme is four years.

The Public Awareness Expert will be a part of the programme team, among various experts. The duration of this position is approximately 30 working days during 2021. Thereafter about 40 working days per year during 2022-2024. The programme applies an iterative approach to capacity development and the estimation of time could therefore be adapted to changes in operations that are caused by changing needs from the partner countries.

Duties

The Public Awareness Expert is the member of the key expert team of the PPRD East 3 programme. The main task of the Public Awareness Expert is to support national civil protection authorities in strengthening their capabilities on how to increase public awareness on disaster and disaster risk. This includes planning, implementing and monitoring public awareness activities to be implemented in close cooperation with the civil protection authorities of the partner countries and other national and regional stakeholders, as relevant.

Expected work assignments are:

- Support in strengthening technical capabilities of the national civil protection authorities on raising public awareness
- Supporting partner countries in developing public awareness strategies
- Supporting the national civil protection authorities in planning and implementation of public awareness campaigns
- Planning and facilitating national and regional workshops on awareness raising and methodologies for awareness raising;
- Facilitating dialogue and cooperation in-between national and regional stakeholders
- Facilitating access of local stakeholders to the relevant regional and international resilience-focused awareness raising networks and forums
- Participating in PPRD East 3 expert team meetings
- Support with programme information management internally as well as with external stakeholders (e.g. developing programme press release, publications, etc.)
- Position and promote PPRD East 3 through media and social media
- Other related tasks as needed.

Qualifications

Experience
A successful candidate is expected to have:

- Proven track record in disaster management and disaster risk reduction knowledge area;
- Experience of developing public awareness strategies and campaigns
- Experience in developing awareness raising materials (e.g. videos, publications, etc.)
- Proven experience in facilitating awareness raising workshops with an international audience.
- Proven ability to develop messages and communication to different target groups and audiences.
- Experience of using social media as tools for outreach
- Experience in managing media contacts, compose press releases and prepare information for publication
- Experience of working in international environments
- Knowledge of EU Civil Protection Mechanism is considered an asset
- Regional competence is considered an asset
- Ability to establish and maintain good working relationships. Thrive in a context where different interests and perspectives are needed to achieve results and be flexible and adaptive to situation and context.
- Excellent communication skills
Education
Academic education in communication, journalism or other education that the employer deems relevant for this assignment.
Languages
Fluency in spoken and written English and Russian is essential.
Other requriements
In order to be recruited for an international project, you need to undergo a health examination before departure. If you have a regular employer, you should inform them of your possible involvement with MSB.

Profile

It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB. You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organisations, beneficiary governments and host populations.

You are expected to have analytical and communicative skills as well as excellent skills in technical writing, able to speak in public and negotiate with counterpart government officials. You must show initiative and take both a hands-on and an analytical approach to tasks and problems. You should demonstrate a strong desire to share EU experience with neighbouring countries in a didactic way and have excellent knowledge of multi-disciplinary development approaches.

Contractual conditions

All MSB operational personel are registered on a roster which contains a wide range of professions and competencies. Individuals recruited to the roster take the MSB's introduction course and any specialist training courses required. It is from this roster that we select personnel when an operations is to be executed. Working with the MSB on an overseas operation means that staff from the roster are temporarily employed by the MSB. The MSB pay wages, insurances, travel costs and subsistence allowance during the operation.

In addition, participants on introduction courses and relevant specialist training courses receive remuneration from the MSB.
