To support implementation of the 2030 Agenda for Sustainable Development, the Development Co-operation Directorate (DCD) collects and analyses data, provides policy advice, and builds multi-stakeholder partnerships to promote policy reform and increase impact on the ground, stimulate new co-operation modalities, adapt international measurement frameworks, and ensure that innovative approaches to financing sustainable development benefit the poorest first, in order to leave no-one behind.

 

DCD is looking for a Senior Policy Analyst/Team Leader for the Peer Reviews of the OECD Development Assistance Committee (DAC)The DAC Peer Reviews seek to effect behaviour change through accountability and learning. They are based on a tried and tested – but constantly evolving – methodology that guarantees consistency across reviews, while at the same time being highly responsive to specific national contexts. The review process, and the resulting recommendations, attract high-level political engagement and stimulate parliamentary and public debate as well as media coverage. The uptake of recommendations is consistently high across the DAC membership.

 

This is a high profile position, central to the work of the DCD and the DAC, and to the soft law function of the OECD in relation to development co-operation. It requires an individual with credibility in the profession and considerable experience in bilateral development programmes.

 

The Senior Policy Analyst/Team Leader will report directly to the Head of the Reviews, Results, Evaluation and Development Innovation (RREDI) Division and form part of its management team. RREDI comprises five dynamic and high-performing teams of policy analysts who seek to influence – through analysis, reviews, evidence, networks and flagship publications – how development agencies conduct their business thereby contributing to more effective and results-oriented development co-operation.

 

Main Responsibilities

 

It is anticipated that the post-holder will transition fully to the Team Leader/Head of Peer Review function as of June 2022 (when the incumbent leaves). In the period between taking up duty and becoming Team Leader, the successful candidate will be afforded the opportunity to shadow, learn on the job, and transition roles. In that period, the post holder will be expected to lead on and/or contribute to individual reviews. As this period marks a re-shaping of the team, a significantly different methodology, and continued impact of Covid-19 on the business model for peer reviews, the successful candidate will also be expected to contribute to on-going change management within the team, division and directorate.

 

Management, planning and delivery of peer reviews

  • Manage the peer review team to implement the DAC Programme of Work and Budget peer review commitments, and deliver expected products on time, within budget, and reflecting any changes in context.
  • Conduct quality control on peer reviews drafted by the peer review team.
  • Contribute as a review team member to the delivery of individual peer reviews.
  • Lead on updates or revisions to the DAC peer review methodology in consultation with the committee and oversee the development of benchmarks, guidance, and templates as appropriate to guide review teams.
  • Manage the pipeline of peer reviews and mid-term reviews in line with the set framework and process - agree timing with members (reviewers and reviewed) and identify and assign staff accordingly.
  • Continue to maximize the learning potential from peer reviews, including through contributions to a new learning platform.
  • Collaborate with other OECD Directorates, sharing findings and best practices across country reviews.
  • Ensure compliance with the Staff and Financial Rules, Regulations, Policies and Procedures which include OECD’s ethics framework and code of conduct.
  • Manage and recruit, as required, team members, including interns, research consultants and assistants.

 

Representation, communication and liaison

  • Represent the OECD DCD in international fora and events.
  • Liaise with DAC delegates, examiners and DAC member officials in the conduct of the peer reviews. This is an important part of the job, especially during missions to the donor capitals and to partner countries.
  • Ensure sustained contact with DAC members to keep abreast of changes in policies and practices.
  • Respond to requests and receive delegations from DAC member countries.
  • Embrace the OECD and DCD’s transition towards leaner, digital publications, promoting the use of corporate tools to achieve high quality outputs.
  • Steadily improve the communication of peer reviews to maximise the reach, influence and impact of the peer team's work, including through synthesis work and learning products.

 

Strategic support

  • Contribute to the strategic direction and cohesiveness of all workstreams in RREDI.
  • Assist the Head of Division in contributing to other DCD and OECD-wide processes, including preparation of briefs and reports.
  • Provide timely input to DCD Directorate‐wide exercises to strengthen forward planning and strategic co‐ordination to augment the value and impact of DCD’s work for members by leveraging our multidisciplinary skills and expertise.
  • Increase the ownership of and engagement with peer reviews across the Directorate, as a central tool for promoting standards and learning relevant to all work.
  • Act as acting Head of Division as needed.

 

Ideal Candidate Profile

 

Academic Background

  • Advanced university degree in economics, public administration, law or political science with a specialisation in public sector, international or development affairs.

 

Professional Background

  • At least eight years’ experience in a range of management, operational and/or policy positions in a national or international aid agency, including time in at least one partner country and at headquarters.
  • At least five years’ experience at a senior management level, with demonstrated ability to influence and shape development co-operation policies and practices at national and/or global levels and experience in dealing with, and advising, senior government representatives. Experience of management at a senior level in a DAC member administration would be particularly valued.
  • Experience in assessing governmental structures, policies, management and consultative processes.
  • Experience in international aid evaluation and review processes would be an advantage.

 

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

Two-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in early April and panel interviews are planned for late April.
