The Green Climate Fund (“the GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. The GCF is operated by an independent Secretariat headed by an Executive Director and pursues a country-driven approach in its operations.

The GCF is intending to engage the services of a Gender Equality who will provide remote support to desk reviews of Gender and social related documents to the Secretariat in the conduct of social due diligence, assessments, monitoring, and evaluation of projects and programmes. The GCF welcomes applications from all suitably qualified candidates. 

 

 

Role

The Gender Equality consultant will provide technical support to the GCF Secretariat’s review and monitoring of annual performance reports. The consultant is expected to provide timely and appropriate recommendations for improving project and programme on gender assessment and gender action plan implementation Based in the Office of Risk Management and Compliance (ORMC), the Gender Equality consultant will report to the designated Officer-in-Charge of the Sustainability Team, through the Gender and Social  Specialist, and with guidance from the Head of ORMC. 

 

Duties and responsibilities

Under the overall guidance of the designated Officer -in-charge of the Sustainability Team, through Gender and Social Specialist, the consultant will be responsible for but not limited to:

•    Review of Annual Performance Reports (APR), providing timely and written expert opinion on the extent to which the GCF funded projects and programs are able to promote gender equality and women’s empowerment as stipulated in project and program documents and particularly in the gender action plan.
•    Providing recommendations for addressing any identified implementation gaps and for improving how gender equality issues are addressed in the on-going projects and programmes 
•    Including support, where relevant, to assessing the implementation of legal conditions related to project disbursement; 

 

Required experience and qualifications

•    Advanced university degree related to gender studies preferably within the development sector
•    At least 10 years of relevant work experience, including professional background on gender issues particularly in developing, guides, checklists and frameworks at institutional levels
•    Ideal candidates will require analytical skills, strong writing skills, and capable of working under strict timelines;
•    Practical experience/demonstrable experience in mainstreaming gender issues in projects and programs (project/program cycle) as well as conducting of implementation and performance reviews 
•    Experience of establishing strong working relationships with colleagues from different functions and cultures. 
•    Demonstrated proficiency in another UN language is an advantage;

Applicants who meet the requirements above will be added to the Environmental and Social Safeguards Consultant Roster for further consideration for work as opportunities arise. Depending on the needs of the GCF, candidates on the roster may be contacted to ascertain their availability and suitability to perform the work, following which contractual arrangements with various durations (from a few weeks up to one year, extendable) will be made accordingly.
