The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and  advocates at the local, national and international level for policies that contribute to rural transformation.

The Human Resources Division (HRD) is fully integrated within the Corporate Services Department (CSD), servicing our colleagues at Headquarters as well as in the field in 40+ country offices globally, with the ambition of being a strategic, business-oriented and fully trusted professional partner with IFAD managers and staff. Its mission is to provide best practice HR policies, advice, and solutions, all of which are designed to recruit and develop the best and most appropriate talent to carry out IFAD’s mandate. Within HRD, the Talent Management Unit implements programmes and initiatives within IFAD’s integrated talent management framework, which includes HCM Profile Management, Mobility, Performance Management, Promotion, Staff Development and Learning, and Succession Planning. 

IFAD is seeking a Temporary Professional Officer at P-2 grade level to support the Business Partner Unit in ongoing selection processes. Key results expected / Major functional activities

Under the direct supervision of the Chief, Business Partner Unit, and in close collaboration with the other HRBPs, the Temporary Professonal Officer will perform the duties of an HR Analyst (Recruitment). Specifically:

  • Support and ensure transparent and competitive recruitment, selection and placement processes including but not limited to the vacancy announcements, screening of candidates, organization of interview panels, draft of interview reports;
  • Support the creation of vacancy announcements (including their layout);
  • Facilitate assessment processes, including management of the pre-screening process, organization and participation in competency-based interview panels, and documentation of those in interview reports;
  • Ensure positive candidate experience, including communication with and provision of guidance to candidates on their inquiries;
  • Provide BPU team members advice and solutions on more complex recruitment cases or cases of an exceptional nature.
  • In consultation with the Chief, Business Partner Unit, make determinations that may include the creation of precedents and, with respect to sensitive cases, recommend solutions that are considered technically accurate;
  • Develop procedures and practices that contribute to enhanced and improved recruitment;
  • Provide support to organizing and overseeing the work of the team to ensure a consistent and high-level service quality; 
  • Provide advice to Hiring Managers on the interpretation and application of HR policies, rules and regulations related to recruitment;
  • Keep abreast of data-driven Key Performance Indicators (KPIs) for recruitment that are aimed to enhance the candidate experience, reduce the time to hire and facilitate a smooth HR administrative experience during the selection process;
  • Deliver reports on achievement of the established KPIs in a timely manner.

Minimum recruitment qualifications

Education:

  • Masters’ University Degree in Human Resources, Business Administration, Public Administration, Social Sciences, Law or related field.

Experience:

  • Minimum 2 years of relevant experience in Human Resources Management, including experience specifically in providing HR recruitment services; 
  • Knowledge of recruitment and HR issues, procedures and principles, and the ability to apply them to strategic and/or practical solutions to secure and retain quality candidates;
  • Experience in the usage of computer and office software packages (MS Word, Excel etc.);
  • Experience in working with web-based ERP HR module, especially PeopleSoft.

Other information

Applicants should note that IFAD staff members are international civil servants subject to the authority of the President of IFAD. In accordance with IFAD's Human Resources Policy, staff members are subject to the authority of the President who can decide to assign them to any of the activities of the Fund. 

Please note that this short-term appointment at P-2 grade level carries no expectation of extension, continuous employment or conversion to any other type of appointment with IFAD
