UN Women Philippines is implementing the project Promoting conflict prevention, social cohesion and community resilience in BARMM in the time of COVID-19 jointly with UN partners IOM and UNFPA, and the collaboration of the Resident Coordinator’s Office, with support from the Peacebuilding Fund.

The programme recognizes that COVID-19 is posing a direct challenge to the peace and stability of the BARMM and its surrounding areas by straining efforts to reintegrate former combatants, driving up competition for scarce resources in localities with historical tension, and shifting institutional focus away from building inclusive policies during the formative stage of the region’s new administrative apparatus. To address these challenges, the project will seek to 1) fortify reintegration efforts for former women combatants by empowering them to engage and support peacebuilding, 2) support conflict understanding and prevention by promoting gender-responsive, inclusive, and culturally-sensitive legislation, policies and programmes, and 3) build the resilience of communities in conflict hotspots through collaborative socio-economic activities and inclusive community- based reconciliation mechanisms. At the core of the programme is a focus on gender equality and women’s empowerment. UN Women Philippines will contribute to the project by engaging BARMM actors to promote gender-sensitive and responsive policies and approaches to conflict prevention, and will support women in conflict hostpots by building socio-economic resilience, increasing participation in conflict mediation, and ensuring community safety mechanisms are gender responsive.

To support the implementation of the programme, UN Women seeks a Programme Analyst to work with the WPS Programme Team in the development and implementation of the programme Promoting conflict prevention, social cohesion and community resilience in BARMM in the time of COVID-19 as well as other WPS programmes being implemented by UN Women Philippines. The Programme Coordinator will ensure effective programme implementation in line with UN Women rules and regulations and in coordination with IOM and UNFPA.

Reporting to the National Programme Officer and the WPS Specialist, the Programme Analyst provides programme support to the effective management of UN Women WPS programmes in the Programme Presence by contributing in the programme design, formulation, implementation and evaluation with a focus on monitoring and reporting. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio.     

Duties and Responsibilities

  1. Provide technical support to the implementation and management of Women, Peace and Security programmes

 

  • Provide inputs to the annual workplan and budget as required.
  • Coordinate and monitor the implementation of programme activities.
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Review and coordinate the submission of implementing partner financial and narrative reports.

 

  1. Provide technical assistance and capacity development support to project/programme partners including on Results Based Management

 

  • Provide technical support to and technically oversee the implementation of programme activities with partners.
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

 

  1. Provide technical leadership of monitoring and reporting of Women, Peace and Security programming

 

  • Monitor progress on programme activity, results, and indicators.
  • Monitor the implementation of proposals by responsible partners.
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

 

  1. Provide technical inputs to the management of people and finances of Women, Peace and Security programming

 

  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required.
  • Provide inputs to financial reports.
  • Oversee the work of Programme Associates and Assistants as needed.

 

  1. Provide technical inputs to inter-agency coordination on Women, Peace and Security to achieve coherence and alignment of UN Women programmes with other partners in the BARMM, including UN partners

 

  • Provide technical support on inter-agency coordination related activities by providing participating in Mindanao-based coordination mechanisms and providing WPS analysis to technical materials.

 

  1. Provide inputs to advocacy, knowledge building and communication efforts

 

  • Provide technical inputs to background documents, briefs and presentations related to Women, Peace and Security.
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products.
  • Provide inputs to the development of knowledge management products on Women, Peace and Security.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Experience in the area of peacebuilding, conflict prevention/resolution, and Women, Peace and Security in Mindanao is desirable.
  • Experience coordinating and liaising with partners and stakeholders including civil society, government agencies and/or donors is an asset.

Language Requirements:

  • Fluency in English and Tagalog is required.
  • Knowledge of the other UN official working language is an asset.
