Background

Over the last decade, Pakistan’s north-western Tribal Districts/Subdivisions (erstwhile Federally Administered Tribal Areas) have experienced security challenges and large-scale population displacements. Since 2014, a combination of military operations and political reform process culminated in the merger of the Federally Administered Tribal Areas into neighboring Khyber Pakhtunkhwa province. The merger, one of the most consequential political reforms in Pakistan’s 70-year history, is an unprecedented extension of constitutional rights and governance structures to 5 million of the poorest people in Pakistan. 
 
The reform process includes the introduction of constitutional rights, elected local governments, rule of law institutions, and empowered legislature, fundamentally changing the relationship between the citizen and the state. In this context strong narratives around the transformation of governance structures, will be of paramount importance to the success of the integration and reform process. The importance of this role is underlined by the genuine is real and genuine risk of backlash, and the formation of counternarratives against the integration process.
 
Under the overall guidance of the MAGP Monitoring, Evaluation and Learning (MEL) Manager, the Senior M&E Officer will be responsible for the timely collection and quality of data, results, achievements against indicators & reports. The Senior M&E officer is expected to support the MEL Manager in smooth functioning of M&E team’s timely submission of internal reports and reports to donors, liaise with third party monitoring teams and donors monitoring team.
 
 

Duties and Responsibilities

Summary of Key Functions:
 
1.Keep informed of all M&E processes at the Country Office level and project level and liaison effectively for all M&E requirements timely
2.Effective & efficient monitoring & evaluation of the project activities.
3.Documentation of progress, lessons learnt, case studies & other communications items.
4.Coordination, verification of data & periodical reporting.
5.Keep updated on all changes to project activities so that M&E plans and reporting templates are updated timely and submitted to the donors.
6.Development of M&E tools and ensure that data is accurately collected on M&E tools.
7.Visit project areas and program staff regularly for monitoring
8.Coordinate with the program team to understand any challenges in meeting targets and propose solutions timely. 
9.Regularly update internal and donors’ databases.
 
1.Effective & efficient monitoring & evaluation of the program activities;
  • Integrate project M&E reporting with UNDP CO web-based corporate tools.
  • Assist in developing monitoring plans for ensuring that activities/events are properly scheduled and carried out with Monitoring and Evaluation Officer.
  • Contribute to integration of monitoring, evaluation and research (MER approach) for strengthening of evidence generation of impact
  • Lead data analysis using quantitative and qualitative methods to improve rigor in M&E systems 
  • Assist in evaluation missions, preparation of Terms of Reference, providing inputs in the design of M&E strategy, M&E tools and conducting evaluations. 
  • Design innovative evaluation and research approaches, collect evidence, establish causality and evidence impact.
  • Be open to learning new M&E and analytical tools and apply them successfully in the project
2. Documentation of progress, lessons learnt, case studies & other communications items;
  • Assist in tracking the project process (e.g. field monitoring, visit to project sites) by which the intended outputs are being produced to fulfil the purpose of the project.
  • Assist in the development of case studies/success stories and other communication items.
  • Identify and document lessons learned/best practices including critical success factors and opportunities for improvement.
  • Keep up to date on program changes, suggest adaptation strategies and innovative learning approaches for an efficient M&E system
  • Support/Organize different events, meetings, planning, donor missions and other orientation sessions regarding project activities.
  • Coordinate with other project teams for lessons learnt exercises
3.Coordination & periodical reporting;
  • Lead coordination with Reporting function of MAGP to ensure MEL inputs are accurate and updated
  • Support documentation of project periodic reporting & assist in coordination with stakeholders and other implementing partners.
  • Contribute to reporting and proofreading/compiling of other reports by the implementing partners.
  • Assist in the development of outreach strategy and reaching out to beneficiaries and ensure close coordination with communication and program teams.
  • Finalize M&E reports, analysis and presentations as per UNDP quality standards for dissemination
  • Any other task assigned by MEL Manager

Required Skills and Experience

Education:
Master’s OR Bachelors degree in statistics, demographics, public policy, international development, economics, or related field.
An advanced certificate in M&E, statistics, or economics will be desirable.
 
Experience:
  • Successful candidates will have solid experience monitoring donor-funded programs in complex environments with a wide variety of stakeholders, especially the government. 
  • Minimum 2 years’ relevant experience with a Master’s degree OR
  • 4 years of proven work experience in the related field (preferably in INGOs/UN) with Bachelors degree.
  • Knowledge of the development context in Khyber Pakhtunkhwa.
  • Good knowledge of Monitoring and Evaluation practices in accordance with USAID and DFID.
  • Ability to travel across KP including merged districts.
Language Requirements:
Fluency in English and Urdu is required. Fluency in Pashto is highly desirable.
