This UNOPS position at LICA6 level is advertised and open to all applicants.

Candidates must meet the essential minimum requirements of the position and candidates not citizens of the country must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country. Duties

- Assess protection & livelihood needs of Venezuelan indigenous and monitor the implementation of People of Concern (PoC) assistance programmes as well as make recommendations for the establishment, adjustment or discontinuation of projects in the Area of Responsibility (AoR) and advice supervisors accordingly.
- Provide capacity building to the local actors on indigenous issues according to the AoR.
- Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of the indigenous population with focus on protection (child protection, prevention & response to Sexual and gender based violence ¿ SGBV - & Trafficking, LGBTI), peaceful co-existence, effective integration, education, and livelihoods opportunities.  Special attention will be given to mitigating health risks, ensure basic hygiene and
- Promote and monitor the implementation of livelihoods and protection projects aiming to harmonize the response.
- In coordination with Field Units/Offices and implementing partners, provide technical support on reception, registration and provision of assistance to indigenous, being persons of concern to UNHCR.
- Provide guidelines for protection and livelihoods units as well as support the implementation of an income generation plan including the establishment of a handicraft value chain. 
- Support the advocacy efforts of the Operation at national level aiming to engage the Federal Government on the Venezuelans indigenous response in Brazil.
- Assist in the preparation of monthly sectorial reports and submit material for preparation of periodic project monitoring reports and year-end reports as well as regularly prepare written reports on the indigenous situation.
- Undertake other relevant duties as required.

Minimum Qualifications

Education & Professional Work Experience

3 years of relevant experience with High School Diploma; or 2 years of relevant work experience with Bachelor or equivalent or higher

Field(s) of Education

Undergraduate degree (equivalent of a BA/BS) in Law, Political Sciences or related fields. Graduate degree (equivalent of a Master¿s) or Doctorate degree (equivalent of a PhD) may also be accepted.

Desirable:

- Field emergency experience, strong protection background.
- Proven experience with indigenous issues in Brazil as well as shelter management
- Computer skills.
- Knowledge of human rights & refugee law.
- Good knowledge of UNHCR¿s programmes.
- UNHCR Protection Learning Programme.
- UNHCR Operations Management Learning Programme.
- Knowledge of additional UN languages


Language Requirements

- Fluency in English and Portuguese, Spanish strongly preferred.

======================================================================================================== In order to respond to the Venezuela situation UNHCR has established presence in Boa Vista, Manaus, followed by Belém through the creation of field Units. Protection and local integration remain the main challenges on the emergency response leading the efforts to implement a joint strategy with focus on the protection and livelihoods activities. Regarding the influx of Venezuelan indigenous, an increase during the last trimester of 2020 has been identified mainly in Roraima (Boa Vista and Pacaraima). To meet the needs of the indigenous population, UNHCR has identified the necessity of strengthening its local leadership & coordination fully focused on ensuring protection and durable solutions for this population while increasing and mainstreaming a general awareness on the various indigenous Venezuelan communities and their needs.

The position is based in the UNHCR office in Boa Vista and provides support to all activities implemented by partners or directly by the Area of Responsibility of the Office related to indigenous population, in close coordination with Durable Solutions team & Livelihoods Officer, as well as Program, Public Information & CBI teams. Therefore, the incumbent should have excellent written and oral communication skills in English in addition to being fluent in Portuguese. The activities include voluminous coordination work for which strong analytical skills and attention to detail is required as well as capacity to work independently with tight deadlines. Demonstrated ability to communicate successfully within a team and with external stakeholders will be considered essential. The operational context continues to revolve around emergency response accompanied with staff turnover and presence of personnel with different level of understanding of protection standards, national legal framework, community-based protection and humanitarian principles. In order to respond to these circumstances and needs, the incumbent will be required to assist management of multiple stakeholders and have the capacity to seek solutions by exploring protection guidance documents and liaising with functional units in the country operation.  The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with persons of concern, community leaders, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor
