Background
Dear Sir / Madam:
The United Nations Development Programme (UNDP) is currently implementing a project Rollout of eTendering system that requires the services of an individual to perform the work described in the corresponding TORs.
- Post Title: National Consultant – Partnership and Engagement
- Country of Assignment: Bangkok, Thailand
- Duty Station: Home-Based, with expected domestic and international travel
- Duration of Assignment: 10 March 2021 – 28 February 2022 (Maximum 261 working day).

In consideration of your qualifications, we are hereby inviting you to submit an offer for this particular assignment. To assist you in understanding the requirements of this assignment, we have included hereto the following:
- The Terms of Reference for the assignment described above;
- The standard Letter of Confirmation of Interest and Availability, which you must accomplish and submit to UNDP, with password encrypted; and
- The Individual Contract and its General Terms and Conditions, which you would be expected to sign in the event you are the selected Offeror in this procurement process.
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
- Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
- Personal CV or P-11, indicating all relevant and similar previous experiences, as well as the contact details (email and telephone number) of the Applicant and at least three (3) professional references;
- A cover letter indicating brief description of a) why the individual considers him/herself as the most suitable for the assignment; and b) how he/she will approach and complete the assignment.
- d) Financial Proposal that indicates the all-inclusive daily price, supported by a breakdown of costs, as per template provided.
If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the file.
IMPORTANT
**While entering the financial proposal in the e-Tendering system, always mention your bid price as “1”. Please do not mention the value of your financial proposal in the e-Tendering system. S/he will help strengthen UNDP’s existing network of partners, expand UNDP’s reach to new and non-traditional development actors and bridge UNDP programme efforts with various stakeholders including parliamentarian, judge, chief of local administrative organizations, government official, academia, and media .

Competencies
Functional Competencies as required in the TOR
Required Skills and Experience
- Master’s Degree in Political Sciences, Business Administration, Communications or related field;
- At least 5 years of relevant development experience at the national or international level;
- At least 5 years of experience working on partnership development and engagement with public institutions in Thailand including government, parliament, court and local administrative organizations;
- A proven track record of excellent partnership building and ability to mobilize support from a wide range of stakeholders;
- Knowledge of the SDGs and their application at the national and local level;
- Familiarity with the political landscape, institutional set-up and policy-making processes in Thailand;
- Fluency of English and Thai languages is required
