Background

UN Women (the United Nations Entity for Gender Equality and the Empowerment of Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Turkey, in line with its global Strategic Plan 2018-2021, UN Women works towards three overarching goals:  1) Women lead, participate in, and benefit equally from governance systems;  2) All women and girls live a life free from all forms of violence; 3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action. 

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

Globally and in Turkey, UN Women engages with and supports civil society organizations (CSOs), in particular women’s organizations, as key advocacy and knowledge partners, as well as implementing partners in operational activities in advancing women’s economic, political and social rights. UN Women’s work with civil society encompasses facilitating and expanding spaces for CSOs to come together for coordinated actions and to engage in dialogue with duty-bearers and decision-makers at local, national, regional and international levels, and in the context of inter-governmental processes. UN Women is focused on  convening multi-stakeholder partnerships and engaging a wide variety of stakeholders, including men and boys and young people, to bring forth transformative change towards gender equality, in line with the Sustainable Development Goals and the Beijing Declaration and Platform for Action. 

Under this framework, UN Women will embark on a new three-year project ‘Strengthening civil society capacities and multi-stakeholder partnerships to advance women’s rights and gender equality in Turkey”, funded by the European Union. The Project aims to reduce gender inequalities by enhancing the ability of civil society organizations to be agents of transformative change towards gender equality and women’s rights.

Under this project UN Women will work with civil society actors as knowledge partners, implementing partners, and advocates for normative advancements and accountability, and will support civil society through convening and networking, knowledge exchange, capacity development, funding, including through its small grants mechanisms.  The intervention will address the challenges faced by CSOs and the women’s movements, especially in the context and aftermath of the COVID-19 pandemic which is expected to have adverse mid- and long-term impacts on the social and economic status of women.

It will seek to foster strategic and innovative partnerships between organizations and individuals working to advance women’s empowerment with a wide range of stakeholders, including men and boys advocates, youth groups, academia, disability rights activists, climate justice activists and other key constituencies, as well as across generations and sectors.

Reporting to the Programme Specialist (NOC), under the guidance of Country Office (CO) Comms and in coordination with Regional Office (RO) Comms, ensuring cohesion and collaboration with UN Women Turkey CO’s and RO`s communications efforts and channels, Communications Analyst is responsible for assisting in the planning and implementation of the communications and advocacy strategy of the Project, and ensuring that it is synchronized with and contributes to corporate communication, social media, multimedia and content development and event and campaign management efforts for UN Women overall, working in close collaboration with the rest of the Project team and other Communications staff and relevant short-term experts (i.e. editor, web designer, etc.) of UN Women Turkey office. S/he will ensure that the communication and advocacy initiatives of all CSO partners under the project are coherent and in line with the EU and UN Women visibility rules and principles.

Duties and Responsibilities

1.       Provide substantive support to the planning and design of external and inter-agency communication and outreach/advocacy strategies and plans for the above project and UN Women Country Office

  • Provide inputs to the communication strategy and the implementation plan for the project in line with EU and UN Women visibility rules
  • Contribute to and monitor the communication and advocacy initiatives of the implementing partners and the grantees
  • Monitor and analyze print and social media and provide analysis to Project Team, UN Women Country Office and Regional Office (RO) and Headquarters (HQ) as needed
  •  Provide inputs and support to the launch and implementation of in-country UN Women and or UN joint campaigns and special events.
  • Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives, as necessary;
  • Provide input to UN Women Europe and Central Asia (ECA) web page regarding the project.

2.       Coordinate and contribute substantively to the development and dissemination of advocacy and communications materials in relation to the project  

  • Draft briefing materials, and press releases, multimedia, including social media, content and coordinate its dissemination through effective channels;
  • Identify storylines for publication and articles including human interest stories, videos, photo-reportages, infographics, daily digest
  • Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
  • Coordinate the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials;
  • Follow guidelines from UN Women HQ and RO and the donor EU.

3.       Coordinate media relations for the project 

  • Coordinate the establishment of relevant relationships;
  • Maintain list of relevant media in country;
  • Respond to inquiries for public and UN system information materials;
  • Organize roundtable discussions, press conferences and briefing session for press, as required;
  • Draft talking points.

4.       Build and maintain partnerships and maintain relations with donors

  • Maintain relationships with implementing partners, grantees and alliances to enhance visibility;
  •  Liaise with advocacy partners and undertake outreach to civil society organizations, government institutions, and other groups to ensure that newsworthy information reaches the public and donors, as delegated.

5.       Facilitate knowledge building and sharing

  • Identify and synthesize best practices and lessons learned directly linked to programme goals and activities;
  • Organize and conduct training and workshops on communication and advocacy, as appropriate.
  • Upload information to knowledge management system on a regular basis, including news, updates, resources

6.       Ensure all the communications efforts are in synergy and collaboration with communications efforts of Turkey Country Office, and contribute to regional communications efforts, and UN Women priorities.

  • Undertake bi-weekly planning meetings with Communications Team of Turkey CO
  • Ensure consistent coordination and collaboration with comms efforts from CO and RO
  • Provide support to the national campaigns run by the CO Communications Team of Turkey
  • Support UN Women Turkey’s core visibility efforts on social media

Required Skills and Experience

 

Education and certification:

 
  • Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
  • At least 1 year of professional work experience at national or international level in public relations, communications, journalism or advocacy;
  • Strong and demonstrated writing/ journalism skills;
  • Experience in use/management of social media and web-based management systems.
  • Experience in development of online and offline advocacy materials
  • Experience in using Adobe Creative Cloud package is an asset
  • Experience in similar EUD and UN system projects is an asset
  • Experience in development of advocacy and communications materials and/or campaigns in the field of women’s empowerment and gender equality is a strong asset
  • Experience in working with civil society organizations in the field of communications is an asset
