ORGANIZATIONAL SETTING

Over the past few years IDLO has experienced rapid growth of its programs and field operations. To support and sustain the growth trajectory and meet its operational demands, the Organization initiated and continues with a range of organizational reforms to attract, retain and manage talent effectively and provide a high level of support to colleagues and offices around the world, as well as supporting the professional development and wellbeing of staff.

The Department of Human Resources and Office Services (HROS) plays the main role in carrying out these changes. It leads, manages and coordinates human resource policies, strategies, processes and procedures affecting a dynamic workforce of over 400 international and local employees based at the Headquarters and in 20 offices in four continents. The Department is also responsible for administering and coordinating Office Services, including facilities management and travel, and shares with other relevant Departments the responsibility for managing operational security, ensuring effective support to Country Offices.

THE POSITION

Under the overall leadership of the Director of HROS, and the direct supervision of the Head, HR Operations, the Workforce Planning and Talent Acquisition Specialist based at Headquarters, will serve as a focal point on workforce matters.

She/he will be a member of the HR Operations Unit, expected to perform the following main duties:

 1.Workforce planning and analysis

  • Develop IDLO’s workforce planning capability, analyzing department plans and creating workforce designs, implementing planning strategies and processes across departments and Offices.
  • Contribute to building and refining strategic HR analytics capabilities using systems, processes and metrics at hand to generate insights from data on IDLO’s human capital, provide advice and guidance on the effective use of HR analytics by business partners to ensure succession planning, training/retraining, and technological enhancements.
  • Conduct high-level research, gap analysis and assessments of complex workforce issues, and provide advisory services to managers on workforce plans and on adapting the Organization’s workforce to evolving trends and internal stakeholders' need.
  • In collaboration with HR Business Partners (HRBPs), guide the implementation of new organizational structures and job design in accordance with strategic HR priorities, providing expertise and oversight on job design and classification matters to ensure alignment across the Organization.
  • Monitor progress against milestones, assessing for continuous improvement purposes, and adjusting the plans to make course corrections and to address new workforce issues
  • Advise on succession planning and forecasting of human resources requirements during the start-up and draw down of IDLO Country offices in coordination with stakeholders.
  • Advise the Director HROS on the planning and implementation of organization-wide change initiatives that have an impact on the IDLO workforce, with continuous evaluation of changes in the internal and external environments that may affect the organization's staffing needs.

 2.Talent Acquisition

  • Building upon the workforce planning process, lead the review and implementation of new sourcing, recruitment, and selection strategies, including policies, procedures, and guidelines to ensure accountability and transparency in the TA processes, as well as diversity, inclusion, geographical representation and gender balance.
  • Develop talent maps and identifying key strategic roles and roster pools that ensure critical hiring needs are filled in a proactive and timely manner.
  • Proactively research and propose new recruitment methodologies and competitive intelligence to create innovative sourcing strategies, including analyzing global talent supply and demand data, predictive analytics and insights into job markets, and conducting external benchmarking to understand competitive recruiting landscape.
  • Promote IDLO as an employer of choice by carrying out impactful and targeted activities such as job fair, outreach and diversity campaigns at various forums, track and report on outreach efforts and their impact.
  • In collaboration with the External Relations and Partnerships Department, effectively leverage social media tools to enhance talent acquisition; contribute to the promotion of the employer brand through a range of content and tools, ensuring that IDLO stays updated with latest developments and best practices in other international organizations both in the public and private sectors.
  • Develop and implement effective and appropriate TA training to managers and hiring panel members to ensure consistency and compliance across the Organization.
  • Manage and ensure the efficiency of the recruitment platform (ATS); track, record and retain hiring metrics, including time-to-hire, time-to fill and hiring sources.
  • Manage the full recruitment cycles in a transparent, consistent, merit-based and fair manner, complying with IDLO policies related to talent acquisition as well as enhancing the management and staff awareness of these policies.

Ideal Candidate Profile

Education and Experience

  • Graduate degree in Human Resources Management, Organizational Psychology, Business Administration, Social Sciences or related field is required.
  • A minimum of seven (07) years of professional experience in the areas of workforce planning and talent acquisition. Demonstrated technical competence in the subject matter, ideally within an international/inter-governmental or a comparable public international organization, is required.
  • Proven experience in developing diversity recruitment and sourcing initiatives.
  • Demonstrated experience in developing and/or implementing trainings, procedures, and guidelines.
  • Proven experience of using a variety of interviewing, selection methods and assessment tools.
  • Strong experience of supporting high volume recruitment activities across a wide variety of functions and levels.
  • Strong knowledge with applicant tracking systems.
  • Affiliation with renowned HR body or HR certification.
  • Working experience at country/field level is desirable.

Languages

  • Excellent oral and writing skills in English.
  • Good knowledge of Spanish, French, Arabic, or Russian will be a strong asset.

  • Knowledge and understanding of recruitment systems/tools and the use of social media in talent acquisition.
  • Ability to leverage social media to connect with diverse communities and brand and market jobs.
  • Demonstrated professional competence in organizational development, change management, and/or related project management.
  • Proven ability in establishing and maintaining effective working relationships with people of different national and cultural backgrounds.
  • Strong organizational and time management skills.
  • Strong oral presentation, communication and networking ability.
  • Demonstrated ability to effectively use computer and Microsoft Office programs and other tools for analytical activities.
  • Capacity to work on multiple different projects, and under pressure, while ensuring accuracy and attention to detail.
  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.
  • Ability and willingness to travel to high-risk countries, if necessary.

TERMS AND CONDITIONS

For this professional internationally recruited position, IDLO shall offer the selected candidate a Fixed Term contract for 24 months, with possibility of extension subject to performance and availability of funding. IDLO shall also offer a yearly basic salary of EUR 58,000 and a benefits package including provident fund contribution, medical insurance, leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.

Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy.  IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
