OBJECTIVES OF THE PROGRAMME

The Department of Human Resources and Talent Management (HRT) is responsible forproviding a sound, well managed, responsive and efficient organization-wide HumanResources Management strategy and global HR services which support the work ofWHO and its member states, encompassing, but not limited to: HR Policy Development,Organizational Design and Job Classification, Contract and Staff entitlement administration, Talent Management (including SuccessionPlanning, Global staffing, Career Development and Training, Rotation and Mobility),application of the UN Common system's Compensation and Benefits, HR Legal AdvisoryServices, Administration of Internal Justice, Global Staff/Management relations, representation ofWHO in inter-agency UN Common System HR initiatives.

DESCRIPTION OF DUTIES

  • Conceptualizes documents, reports, position papers, etc. for submission to WHO governing bodies (World Health Assembly/Executive Board) as well as to inter-agency meetings (ICSC, HR Network, etc.).
  • Participates in HR inter-agency meetings on policy issues as required.Drafts Staff Rule/Staff Regulation amendments based on UN common system policy and amendments required as a result of changing priorities in the area of HR and related reform initiatives.
  • Conducts analysis and develops new human resource policies, strategies, procedures and guidelines, provides guidance on new policy proposals, as required, to ensure the effective and efficient management of WHO's human resources across the three levels of the organization.
  • Manages the consultation of HR policy and strategy development and ensures amendments are agreed through an extensive consultation process and prepares submission for approval to WHO's governing bodies (World Health Assembly/Executive Board).
  • Writes Information Notes and HR eManual provisions relating to revisions to existing HR policies and procedures in consultation with regional and HQ HROs, LEG and Staff Associations and with counterparts in other common system agencies.
  • Manages the HR e-Manual by reviewing and validating content on a continuing basis to ensure it is comprehensive, up to date, relevant, and corresponds to the needs of the Organization to administer staff in an equitable and transparent way.
  • Identifies areas for constant improvement, streamlining of practices and procedures to optimize the business processes as defined by the existing or any forthcoming global management system.
  • Provides support to the Global Staff/Management Council.
  • Establishes a network of staff/management contacts. Organizes meetings in accordance with terms of reference.
  • Liaises with HQ and regional administrations and Staff Associations regarding input; prepares consultation documents. Writes reports and recommendations and ensures appropriate follow-up action is taken.Performs all other related duties as required

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in human resources management, public or business administration, industrial relations, psychology, law, social science or related field.
Desirable:

Experience

Essential: A minimum of seven years of professional work experience in the field of human resource management, including three to five years in an international setting and/or multicultural setting.Demonstrated experience in the area of policy development. Demonstrated exposure at the international level.
Desirable: Relevant experience in WHO, another UN Agency or other international organization.

Skills

Strong knowledge of HR management practices, theories and principles; good knowledge of Human Resources policies and techniques and best practices; ability to conceptualize analyze and develop HR policy and strategies and information materials; ability to instill confidence and to negotiate and persuade; analytical ability and ability to present information in a clear and logical manner; ability to produce innovative solutions. The ability to consult with a vast array of clients on policy development and coordinate feedback in an inclusive manner.Excellent interpersonal skills: tact and high degree of discretion and confidentiality.Ability to work as a team member.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5697 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
