Overview of position
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations that supports the successful implementation of the peacebuilding, humanitarian assistance and development projects of its partners in the whole world. UNOPS helps its partners build a better future by providing services that increase the efficiency, effectiveness and sustainability of peacebuilding, humanitarian assistance and development projects. Mandated as a central United Nations resource, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

In light of the COVID-19 emergency, UNOPS TNPO is currently supporting the government of Libya in the prevention and response to COVID-19.

Funded by the Italian Ministry of Foreign Affairs, the objective of this project is to support twenty one Libyan municipalities, through the purchase of key equipment and vehicles for the COVID-19 response.

The project will be broken down into three (3) major phases, presented as follows:

Phase 1: Validation of the purchasing strategy
Phase 2: Purchasing process for the acquisition of equipment and vehicles. These purchases are based on a list provided by the beneficiaries;
Phase 3: Follow-up of orders, delivery, reception and distribution of equipment to twenty one  targeted municipalities all over Libya.

It is in this context that UNOPS TNPO is looking for a Supply Chain Management Assistant who, under the supervision of the Project Manager, will assist in the day-to-day logistical aspects of the project. By putting the highest degree of personal and professional ethics, this person will have to maintain a collaborative, client-focused, quality and results-oriented approach within the project.
 
Role objectives
The Supply Chain Management Assistant will have the following tasks:

Tasks and responsibilities include, but are not limited to, the points mentioned below:
 
  1. Under the direction of the Project Manager, prepare a detailed work plan (delivery plan) taking into account the expected delivery dates to final destinations and ensuring to minimize delivery overlaps
  2. Assist the project team to design and develop internal logistical procedures for the project.
  3. Liaise with the project team and the procurement unit on relevant logistics issues, including shipping documentation, to ensure timely implementation of the delivery plan and verify the accuracy of shipping documents in accordance with UNOPS requirements.
  4. Liaise with the donor, various ministries and with the freight forwarder to obtain customs clearance letters and approvals in time before loads arrive in the country, and organize the customs clearance of imported goods and equipment, as needed.
  5. Coordinate with shipping agencies and logistics suppliers to ensure collection and storage of goods.
  6. Receive the goods and equipment, carry out the inspection, monitor the quality and quantity of goods delivered and prepare reports.
  7. Liaise with donor, end users, contractors and suppliers regarding quality defects and suitability of goods and ensure that any discrepancies / deviations are thoroughly investigated and resolved using the loss and damage process.
  8. Supervise dismantling and repacking of goods for final destinations / municipalities as per the lists provided by the donor.
  9. Ensure the effective and efficient movement of shipments of goods from points of origin to points of delivery in order to comply with project requirements.
  10. Ensure careful monitoring and maintain constant liaison with contractors / suppliers / logistics suppliers and the recipient until the goods are securely delivered to their final destinations.
  11. Coordinate with project team and logistics suppliers on choosing optimal inland transportation routes based on risk, distance and cost.
  12. Maintain a log of all cargo / shipment delivered and support the development of a tracking system to help the project team to follow up on outstanding issues.
  13. Undertake follow-up visits to the final destinations to monitor and evaluate the delivery of the items / equipment and report any problems.
  14. Collect signatures from end users / recipients upon delivery.
  15. Review the supporting documents before submitting the payment request to the finance unit, in accordance with UNOPS financial rules and regulations..
  16. Assist in the preparation of reports, tables and graphs, etc.
  17. Ensure full compliance of procurement activities with UNOPS rules, regulations, policies and strategies.
  18. Share knowledge with the team.
  19. Perform other tasks at the request of the supervisor.
 

 

IV. Impact of Results

The main results directly affect the overall efficiency of the operational unit (s) and project activities concerned in the procurement management, which affects the timely availability of efficient goods and services for UNOPS programs. Timely, market-aware and responsible delivery of goods and services contributes to project performance, efficiency and customer satisfaction, which promotes the image and credibility of the team and the office as an efficient service provider in services and project management. This strengthens the simultaneous position of UNOPS as a partner of choice in the field of sustainable development and project services in the country / region served.

VI. Recruitment Qualifications

Education:
● A high school diploma is required.

● A university degree or equivalent in logistics, transport, administration, management or in a relevant field would be an asset.


Experience:
● 5 years of relevant experience in the field of logistics, supply chain management, administration, procurement management is required
● Have a valid driver's license is required
● Experience in receiving and inspecting goods is desirable
● United Nations experience is desirable

Language requirements:
● Excellent command of Arabic and English is required
