Background

The United Nations Development Programme (UNDP) received funding for a project “Strengthening Namibia food systems to recover from emergencies and disease-related shocks through the Build Back Better (BBB) programme”. The aims of the project are to: (i) support efforts towards strengthening the Namibian food systems to recover from COVID-19 pandemic, emergencies, and related shocks. (ii) Improve the livelihoods of informal vendors and small-scale farmers in urban settings.

The Project is funded by the Government of Japan Supplementary Budget (JSB) priorities of 2020 and responds to the current socio- economic impact of the pandemic in Namibia. In addition, the project will take a long-term view of building back better by operating through coordinated (Harambee Comprehensively Coordinated and Integrated Agricultural Development Programme - HACCIADEP) mechanisms established by government through the Harambee Prosperity Plan.

However, the project requires as per expectation from the donor continuous communication activities and engagements with stakeholders. The stakeholders include the various beneficiaries across 4 regions in Namibia. Therefore, the project requires the services of a Public information Officer to assist in the achievement of communications objectives by ensuring Human Security Approach (From coordination to integration, Promoting multi-stakeholder partnerships, Localisation and ‘leave no one behind’, Prevention and Resilience) inclusion in the communication strategy.

The proposed programme will have two interrelated outputs: (1) Safeguarding livelihoods of urban food market vendors through improved hygiene infrastructure (2) Strengthened local food supply chains through innovative solutions and horticulture value chain development activities.

Duties and Responsibilities

  • Organise, seek agreement, and activate a standard branding design and production for the project
  • Formulate and prepare high level briefs, press releases, speeches, and information as per the agreed branding requirements including capturing the human centred approach elements
  •  Continuous active and creative engagement with stakeholders, including use of broadcast media
  •  Research and identify relevant beneficiaries of projects, as well as document stories before, during and after the project intervention(s).
  • Create a repository for all communications related to the project (url links, newspaper articles, video footage etc).
  • Identify and create content for information sharing of the project on social media platforms and other
  • Organise the production of communication material
  • Compile and maintain an updated media contact list
  • Monitor regional PRO/ Communications activities on the project
  •  Share all communication with UNDP CO Communication Associate
  • provide communication support services to the Project Coordinator

Required Skills and Experience

Education:

  • Master’s degree or Bachelor’s Honours Degree in Communications Studies or Media Studies or Social Science fields.

Experiences:

  • At least 4 years experience in Communication for Development.
  • Relevant experience at the national level in providing communication packages to promotethe activities of international development organization.
  • Experience in writing for the media, planning and events management.
  • Proven experience working with international organizations, and/or development institutions.
  • Graphic design skills will be an added advantage.

Language Proficiency:

  • English excellent
  • Able to demonstrate communication in writing, speaking, reading and synthesize information.
  • Ability to communicate through one local language will be an added advantage
