Overview of position
On 19 January 2020, the Berlin Conference participants urged the Libyan conflict parties to intensify their efforts for a sustainable cessation of hostilities, de-escalation and a permanent ceasefire (CF) with UNSMIL’s role to facilitate ceasefire negotiations of the newly established Joint Military Commission (JMC) (5+5). Under the auspices of UNSMIL, this Commission held rounds.

On 23 October 2020, and during the fourth round of the 5+5 JMC negotiations, both warring parties reached to an agreement for a Complete and Permanent Ceasefire in Libya.  UNSMIL and both delegations of the 5+5 JMC seized this momentum of compatibility and started the implementation process of the agreement by held the fifth round of the 5+5 JMC talks and it took place in Ghadames city in Libya. The JMC reached in its first meeting in Libya, which was characterized by a high spirit of responsibility and patriotism, a number of important recommendations regarding the upcoming arrangements, including a military sub-committee has been formed to oversee the return of the forces to their camps and the withdrawal of foreign forces from frontlines, they also agreed on the measures of the monitoring system, including international observers, the designated area has been determined for joint security arrangements a joint security committee was formed and started their work. It was agreed to form engineering teams to clear mines in cooperation with the United Nations team and the General Intelligence Service. Immediate action to restore periodic air links to Ghadames and Sabha in with quick rehabilitation of the airports as needed.
The 5+5 JMC and UNSMIL agreed to meet on the second week of November that is the 10th – 13th where the Sixth round was held in Sirte city/ Libya to continue their discussion in  order to advance the implementation of the Ceasefire Agreement signed in Geneva on 23 October 2020 and to build on the progress achieved last week in Ghadames, the 5+5 Joint Military Commission will re-convene for a sixth round of talks from 10  to 13 November in its new permanent headquarters located in the city of Sirte (Libya), with UNSMIL support.
Participants are expected to complete discussions over a ceasefire implementation as well as the formation of specialized sub-committees.
The 4th February 2021 UNSMIL welcomed the convening of the Seventh round of the 5+5 Joint Military Committee (JMC) at its Headquarters in Sirte, from 4th  to 7th  February 2021, to continue the planning for the implementation of the ceasefire agreement signed on 23 October 2020 in Geneva.
The JMC will also finalize discussions with UNSMIL on the necessary requirements for the deployment of UN monitors in support of the Libyan ceasefire monitoring and verification mechanism.
 
Role objectives
  1. Objective
Under the guidance and supervision of the Head of the Translation Team, the Translator / Interpreter provides translation services for UNEST and in support of HNEC, and promotes translation services consistent with UNDP rules and regulations. The Translator / Interpreter facilitates the work of UNEST with the HNEC at the highest level. The incumbent may be required (and should be ready) to travel and work outside of the duty station city.

  • Producing a 100% accurate translation of English text to Arabic. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions from the source; translations and proofreading all footnotes and/or endnotes, captions under photographs, lists etc.;
  • Accurate and consistent exact and agreed upon translation of UN terminology adapted to Arabic;
  • Ensuring Arabic language excellence and proofreading, including excellent Arabic language, vocabulary, syntax, expression and grammar as well as all relevant terminology;
  • Ensuring quality check and proofreading of translation; ensuring that no typographical errors are left in the final text;
  • The translation submitted to UNEST under this TOR is the property of UNEST and cannot be submitted, distributed to or used by any other party, unless arranged otherwise;
  • The translator is obligated to work within the required deadlines and be available to UNEST for comments and corrections;
  • Providing interpretation (consecutive, simultaneous and whispering) services from Arabic into English and vice versa;
  • Interpret for the CEA and the deputies of chief electoral advisor;
  • Interpret for the project manager or any UN team members, consecutively, simultaneously or whisperingly;
  • Managing the interpretation services when needed for some events like press conferences, workshops, seminars, etc.;
  • Preparing the necessary documents that help facilitating interpretation;
  • Taking the necessary measures with other interpreters that ensure the quality of interpretation.
Impact of results
The key results have an impact on creation of effective communications and dissemination of information among the members of the UN team at HNEC and between the UN Team and their HNEC counterparts. In particular, the key results have an impact on implementation of UNDP PEPOL Project activities, as well as reaching the overall targets of the UNEST Team.

• Knowledge of Libyan Political Dialogue process, mandate and functioning is an asset.
• Minimum of 5 years of professional translation experience in writing and oral instant translation.
• Demonstrate good understanding of technical terms used in the areas of political, economic and security track.
• Experience in translating manuals, letters, and other documents with proof of past successful work.
• Ability to work harmoniously with people of all regions of Libya backgrounds and ethnics.
• Experience in the usage of computers and office software packages.
• Experience in handling of web-based management systems desirable.
• Knowledge of local languages (other than Arabic) desirable.

7. Duration of the Work and envisaged timeline:
The duration of the assignment will be of three (3) months (with possibility of extension), at a rate of 21.75 days a month.

The Translator / Interpreter will be working in Tripoli, with travel-based duties and occasional home-based duties.
