General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements

  • Ability to identify and analyse emerging security problems and propose solutions
  • Proven experience in law enforcement, security and safety matters in a civilian or military environment

Education:

First-level university degree in a field related to security and safety matters or evidence of specialised training

 

Experience:

Minimum 6 years of relevant professional experience

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Proven experience providing supervision and guidance to staff;
  • Proven experience in the implementation and management of community policing and community safety training courses for capacity building purposes and evaluation of their effectiveness;
  • Proven experience in developing, managing and implementing training as well as analysis of training needs and evaluation;
  • Clear understanding of International Human Rights standards together with their implications, with regards to public security and safety operations and development;
  • Proven experience in project management (planning, designing, budgeting, management and evaluation);
  • Ability to design, co-ordinate and implement developmental strategies and training plans to support community safety agencies/platforms and related security service partners;
  • Professional fluency in English, including very good oral and written communication skills;
  • Flexibility and ability to work under pressure and within limited time frames;
  • Demonstrated ability and willingness to work as a member of a team, with people of different national, cultural and religious backgrounds, different gender and diverse political views while maintaining impartiality and objectivity;
  • Professional analyzing, drafting, reporting and presentation skills;
  • Professional knowledge in using windows applications (MS Word, MS Excel, MS PowerPoint and MS Access) and e-mail.

 

Desirable:

 

  • Police/military background;
  • Previous liaison experience with non-law enforcement organizations (e.g. governmental agencies, social service bodies, and non-governmental organizations); Knowledge of regional political history and development;
  • Practical experience and/or working knowledge of the OSCE, UN, NATO and EU, authority mechanisms and local authorities;
  • Previous experience working in a capacity-building role in South Eastern Europe;
  • Knowledge of OSCE principles, structures, institutions and field activities and commitment.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Chief of Community Safety Development Section (S3), the incumbent will be responsible for:

 

  1. Representing the Department in all forums related to community policing to ensure co-operation, communication and implementation of the best practice on community safety initiatives throughout Kosovo;
  2. Providing oversight and guidance to the CSDS Team as they provide capacity-building and advisory support to Kosovo Community Safety Forums (CSFs) to include: preparing and facilitating regular field visits and community meetings; designing and delivering skills-based training in partnership-building, problem-solving, communication and facilitation, conflict resolution, and project planning; facilitating dialogue between community safety forums throughout Kosovo;
  3. Implementing the field activities to include conducting informal interviews and discussions with municipal, police and community leaders to assess current community conditions, attitudes, and relationships relating to police and readiness for community policing;
  4. Developing and implementing comprehensive community-policing training programs for police officers assigned to community policing throughout Kosovo to strengthen their skills in establishing effective partnerships with their communities in order to identify and address problems related to safety, security and liveability;
  5. Building community policing capacity for mid-level ranking police officers by developing and delivering training courses on community oriented policing and problem solving and increasing their awareness of the existing community safety forums and assisting them in making connections and partnerships with these forums.
  6. Developing, monitoring and/or modifying Community Safety courses to build sustainability for the various community safety forums in order to ensure their continued development and capacity to conduct professional training to various audiences;
  7. Liaising closely with the responsible counterparts in OSCE Secretariat in Vienna and neighbouring OSCE field missions as well as local and international stakeholders;
  8. Drafting thematic, analytical and performance reports;
  9. Performing other duties as assigned.
