Background
Following the re-establishment of Constitutional government in 1997 in the aftermath of the military takeover in 1994, the Gambia has made progress in consolidating the democratic process. In the area of political governance, The Gambia has rolled out five electoral cycles; the latest being the 2016/2018 which has proven to allow for credible and accepted results leading to transition from a long-lasting autocratic ruling to a renewed multi-party democratic system. The 2016-2017 political developments opened a new chapter in the history of the country after 22 years of Jammeh’s repressive rule. The formation of the new coalition government under the leadership of President Barrow, and the openness in the political space, created hopes and expectations among the population. The on-going transition in The Gambia is conducted through a multitude of initiatives, including the creation of a transitional justice mechanism, the Truth, Reconciliation and Reparations Commission (TRRC), the establishment of the Constitutional Review Commission (CRC) to draft a new constitution, the security sector and rule of law reform, criminal justice and media law reform, and the establishment of the National Human Rights Commission (NHRC). The initiation of the national transitional process has received a great deal of political support, with much consensus around the renewal of the social contract between citizens and the state as a prerequisite to progress. While traditional party politics are being restored in The Gambia, including through dialogue, debate and disagreement between parties, there has largely been agreement and constructive political discussions in support of constitutional reform. The transitional process is putting pressure on all Gambian national institutions including parliament, political parties, electoral commission, state institutions, security forces and CSOs in carrying inclusive, transparent, and credible reforms.
In the context of the upcoming elections in the Gambia, the United Nations Development Programme (UNDP) has developed an integrated electoral support project titled “Electoral cycle and Democratic Process in the Gambia (2020-2022)”. The objective of the project is centered on the premise that technically capable, transparent, and inclusive institutions are essential for the conduct of credible elections. The project interventions will be around five outputs, i.e. 1) Transparency is enhanced throughout the electoral process; 2) Inclusive participation is supported to strengthen the elections credibility throughout the political process; 3) Accountability is enhanced throughout the electoral process; 4) The Capacity of electoral stakeholders is strengthened; and 5) Dialogue and coordination mechanism of conflict prevention of election-related violence are implemented throughout the electoral cycle. The interventions will target the IEC and other key electoral stakeholders through both short term and long-term institutional capacity building measures, including embedded technical assistance, gender and conflict mitigation measures such as multi-stakeholder dialogue and early warning mechanisms.
In this context, the Gambia UNDP Country office is looking for a Chief Technical Advisor’s to coordinate project delivery for the country office through the electoral assistance and other related governance initiatives.
Duties and Responsibilities
Under the direct supervision of the Resident Representative (RR) and working closely with Deputy Resident Representative (DRR). The Chief Technical Advisor’s (CTA) prime responsibility will be to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost. The CTA will be responsible for the day-to-day management and decision-making for the project, within the framework and constraints set out by the Project Steering and Technical Committees. The CTA will possess professional expertise across the areas of electoral assistance, project management, inclusive participation, and stakeholder engagement. He/she will advise the IEC Board of Commissioners and Secretariat on strategic issues, based on comparative analysis, international experience, and best practice on electoral processes, as well as on institutional management systems and reform. The CTA will also support staff of the PMU and provide technical guidance to facilitate the timely resourcing of activities that meet with agreed priorities. The CTA will report directly to the UNDP Resident Representative and will collaborate closely with the Deputy Resident Representative, responsible of Programme and Operations. Support engagement of the IEC with national and international partner organizations, including UN agencies, to strengthen project implementation. |
Reviews Terms of Reference for specific activities as directed and assist in the identification of short-term experts.

Coordinate with donors to better integrate UNDP's and others' interventions to avoid duplication of assistance. |
Ensure the application of relevant global good practices and actively search for solutions that can benefit The Gambian’s electoral processes. |
