Position Background

The Jericho Agro Industrial Park (JAIP) was established through the support of the Government of Japan (GoJ) to help establish a viable Palestinian state that enjoys sustainable economic development system. JAIP was established to be a first class industrial park with high-level technology for environmental protection.

Funded by the Government of Japan, the United Nations Office for Project Services (UNOPS) received funds to implement a Central Pre-treatment Plant in Jericho Agro Industrial Park.

The Central Pre-treatment Plant will treat the industrial wastewater from the different industries in JAIP Phase I before discharge to Jericho Municipal Wastewater Treatment Plant.

Background Information - Job-specific

The  Associate Civil Engineer will work as a Site Engineer under the guidance and supervision of  the designated Project Manager to monitor and supervise the construction work by the Contractor of the Central Pre-treatment Plant for JAIP.

Functional Responsibilities

Under the supervision of the Project Manager, the Associate Civil Engineer is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency and integrity:

  • Responsible for day to day coordination with the contractor according to the needs and requirements on site 

  • Assists in reviewing the tender documents of the project (engineering drawings, bill of quantities and  technical specifications) to ensure their accuracy and applicability

  • Inspects and reports on Contractor’s works in progress, ensuring that the Contractor meets the high quality standards expected by UNOPS

  • Provides assistance in developing inspection and test plans and updates them regularly with the Contractor 

  • Checks Contractor’s set out and works, including compliance with Contract Specifications, Drawings and BoQs and ensures that contractor comply with his work plans to complete work within specified timeframe

  • Provides support and guidance to the Contractor and assists in resolving site problems, as necessary in the coordination with the designated Project Manager.

  • Attends the project site daily in order to monitor progress of works, identifies the existing problems and provides appropriate technical solutions through application of sound engineering standards in consultation with the designated Project Manager.

  • Prepares bid documentations and participates in the bids’ analysis and evaluation

  • Responsible for preparation of weekly progress reports on construction activities , according to the agreed timeframe

  • Maintains records; compile periodic reports and any specific reports required by UNOPS standard procedures

  • Evaluates and assesses works schedule, including the comparison with the schedule baseline and reports to the designated Project Manager accordingly

  • Checks all laboratory reports, operation and maintenance manuals, and keeps records and reports to the designated Project Manager accordingly

  • Assists in reviewing material and equipment submissions and follow up on the different material testing in coordination with the designated Project Manager.

  • Assists in reviewing any items of the Contractor’s  design, material approval, and  mechanical/electrical equipment approvals.

  • Contributes in the reviews and approval of  contractor’s shop drawings in coordination with the designated Project Manager during the implementation phase   

  • Assesses the work activities of the Contractor, measures completed work and makes recommendations to the designated Project Manager for progress payments to the Contractor

  • Checks, verifies and approves the interim payments submitted by the Contractor/s and submits detailed reports to the designated Project manager

  • Notifies the Contractor of any defects found with regards to the quality of the work or materials and equipment incorporated in the project, including those found in performing the required sampling and testing

  • Facilitates liaising with clients, subcontractors, and other professional staff

  • Coordinates with the different stakeholders for smooth implementation of the project and participate in regular meetings

  • Checks, verifies and recommends approvals to the designated Project Manager on all variation orders/Claims submitted by the contactor during the implementation phase as per UNOPS procurement rules. 

  • Ensures UNOPS Health, Safety, Social and Environmental management systems are  implemented on site

  • Assesses and reports on the project closing plans, archiving of cost and progress reports and hands over all related reports to the Project Manager

  • Assists in supervising the testing and commissioning of the equipment and of the plant including electrical, mechanical, instrumentation and control systems.  Assists with review and approval of the “As-built” drawings, operating and maintenance instruction manuals and all related information, prepared by the Contractor after construction completion in coordination with the designated Project Manager.

  • Participates in the committee for final inspection and handover of the construction works and prepare snag-lists for final checking prior to project handover

  • Maintains detailed documentation of all site engineering activities

  • Develops, updates and maintains  the following project  registers

  1. Payment register

  2. Variation register

  3. Site safety inspection   and Notice of Unsafe condition register

  4. Site diary 

  5. Drawings register 

  6. Instruction to contractor register

  7. Visitor register 

  8. Sample approval register 

  9. Tests register 

  10. Progress photos

  11. Submittals register.  

  12. Non Conference Report Register . 

  13. Correspondence  Register

  • Attends weekly/Monthly contractor coordination meetings, prepares agenda and minutes 

  • Planning and documentation for future phases of the project as directed by the designated Project Manager including activities such as : 

  1. Estimations 

  2. Producing Bill of Quantities/Specs/ Drawings

  • Performs other related duties as required by the designated  Project  Manager.

Education/Experience/Language requirements

A.  Education

  • High School Diploma is required 

  • Bachelor’s Degree in Civil Engineering, or related field from an accredited university 

  • A relevant combination of academic credentials and/or industry certifications and qualifying experience may be accepted in lieu of the university education.

B. Work Experience 

  • 6 years (depending on academic credentials)  of working experience supervising the implementation of water and wastewater projects including wastewater treatment plants construction and commissioning

  • 2 years of relevant experience is required for applicants with a Bachelor Degree in Civil Engineering or relevant field.

  • Experience in similar water/wastewater infrastructure projects is highly desirable

  • Relevant experience in concrete structure construction supervision is highly desirable

  • Excellent skills in MS Office, Excel, AutoCAD is highly desirable

  • Work Experience with an international Organization and/or UN Agencies is an asset

  • Competent in construction management/supervision of sanitation projects, resolving site problems, communication and documentation is highly desirable

  • Experience in construction standards in Palestine is required

  • Valid driving license is an asset
