ORGANIZATIONAL CONTEXT:

This position is in the WFP Liberia Country Office under the Research, Assessment and Monitoring (RAM) Unit. The Programme Associate (M&E) will report to a Programme Policy Officer (RAM), Head of RAM Unit. The Programme Associate (M&E) is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems daily. The Programme Associate (M&E) is expected to manage resources and coach and coordinate support staff.

The Programme Associate (M&E) will support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes monitoring activities, supporting the management of assessments and decentralized evaluations, supporting reviews and reporting, and contributing to positioning WFP as a reliable partner for government to build monitoring and evaluation strategies.

PURPOSE: To provide effective specialized monitoring and evaluation support and technical analyses to policy and programme activities that effectively meet food assistance needs.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Assisting almost 100 million people in 83 countries each year, WFP is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP’s response to emergencies - saving lives and livelihoods either through direct assistance, or by strengthening country capacities – remains at the heart of its operations, especially as humanitarian needs become increasingly complex and protracted, such as those brought about by the COVID-19 pandemic.

Through its emergency and development activities, WFP has provided assistance in Liberia since 1968 and, in 2013, shifted to a five-year development portfolio, including social and productive safety nets, capacity strengthening, and emergency preparedness and response. WFP aims to provide safety nets to strengthen food and nutrition security through school feeding and social protection measures, and assists in strengthening the national capacity of Liberia to own and implement hunger solutions. To ensure effective planning and better-informed responses in supporting the implementation of Liberia’s Pro-Poor Agenda for Prosperity and Development, WFP’s Country Strategic Plan (2019–2023) is designed to align with the government’s priorities alongside the United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2020–2024 to create better synergy of actions with sister United Nations agencies.

Monitoring and evaluation is a core area of the WFP work and forms the basis for the design of all its operations. The information allows WFP to perform effective targeting, determine the most appropriate type and scale of intervention, e.g. food distributions, nutrition assistance, school feeding, cash or voucher programmes, and ensures the most efficient use of humanitarian resources by allocating funding according to needs. In Liberia, WFP often undertakes monitoring & evaluation in close collaboration with partners, including government ministries, UN agencies, local/international NGOs, regional entities and academic institutions. These partnerships ensure a shared understanding of food security problems and common priorities for action.

Under the direct supervision of the WFP Head of RAM Unit, the Programme Associate (M&E) will work on all aspects of the monitoring and evaluation activities of the WFP Country Office. The Programme Associate (M&E) will directly support the implementation of the WFP Liberia Country Strategic Plan 2019-2023.

ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive, within delegated authority)

  1. Provide technical support and assist in the development and implementation of various activities and processes within monitoring & evaluation supporting alignment with wider programme policies and guidelines.
  2. Provide monitoring & evaluation support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. Within monitoring & evaluation, prepare a range of reports and data analysis, e.g. food assistance needs, resource utilization, programme status, performance, and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  4. Ensure and/or perform accurate, timely recording of monitoring & evaluation data, e.g. food, nutrition and emergency assistance programmes, food security and vulnerability assessments, and consistency of information presented to stakeholders.
  5. Contribute informed monitoring & evaluation inputs to the development of RAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
  6. Contribute timely and accurate monitoring & evaluation data for evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible.
  7. Manage, and support the development of, the Country Office complaints and feedback mechanism (CFM) for the monitoring, assessment and follow up WFP recipients of its food and nutrition assistance in line with innovative methodologies and best practice.
  8. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider RAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  9. Support data gathering and monitoring to ensure that rigorous quality standards are maintained; draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis.
  10. Provide inputs to the development of monitoring, review and evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the CSP, and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
  11. Ensure Country Office monitoring & evaluation systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements, standard operational procedures, and establishment of baselines and targets in alignment with the WFP corporate results framework.
  12. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
  13. Contribute to building monitoring & evaluation capacity of WFP staff and partners through training and information sharing.
  14. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
  15. Act in an assigned emergency response capacity as required.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Completion of secondary school education. A post-secondary certificate in the related functional area with additional years of related work experience and/or training/courses.

Experience:

  • Demonstrated proficiency in the use of statistical tools and methods for monitoring, evaluation and analysis; experience using a variety of quantitative and qualitative analytical tools and methods.
  • Developed practical expertise in monitoring & evaluation by participating in reviews, assessments and monitoring, including the design, data collection and analysis.

Knowledge & Skills:

  • Three or more years progressively responsible experience in data analytics, and monitoring & evaluation of quantitative and qualitative data.
  • Demonstrated experience in any data science techniques, programming and statistical software, and knowledge of knowledge of data visualization products, e.g. Tableau, etc.
  • GIS skills would be an asset.

Languages:

  • Fluency (level C) in the English language. Any additional command of other UN languages is an advantage.
