Organizational Setting

FAO Bangladesh assists the Government of the People’s Republic of Bangladesh (GoB) to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agriculture, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.

The Department of Fisheries (DoF) and the FAO Bangladesh is implementing a Global Environmental Facility’s (GEFs) least developed countries fund (LDCF) project entitled, Community-based Climate Resilient Fisheries and Aquaculture Development in Bangladesh (GCP/BGD/055/LDF). The Project will attempt to remove key barriers to effective adaptation to climate change in the fishery and aquaculture sector by integrating climate resilience in its policy reform and enhance resilience of the fishery sector through capacity development of the fishery officials and the communities depending on fisheries.

The poor and smallholders in the project areas will benefit from project interventions both socially and financially, including capacity development to adapt to the adverse impacts of climate change and variability. The coastal and inland aquatic ecosystems of this project (covering an area of about 4,790 km2) will be under climate resilient plans and management practices. The long-term sustainability of the project will be promoted by adoption of strategy that promotes up scaling and replication of climate resilient adaptations across Bangladesh, and capacity strengthening of DoFs, partner organizations and local communities on climate change implications and resilient adaptation options.

Reporting Lines

Under the overall managerial, administrative leadership of the FAO Representative in Bangladesh and Budget Holder of the project, technical supervision of Lead Technical Officer and direct supervision of the Assistant FAO Representative (Programme), National Operations Officer, coordination of the NPC, project personnel, and the Government counterpart the incumbent will be responsible for leading all project activities to ensure that gender, socio-economic, and livelihoods considerations are integrated into all project approaches, strategies, activities, inputs and outputs. In addition, the Gender and Socio-economist Analyst will be responsible for the preparatory activities leading to the achievements of components 1, 2 and 3 of the project.

Technical Focus

The Project will address contradictions and gaps in the policy framework with the view to harmonize aquaculture and fisheries related issues, and enhance resilience of the sub-sector through national capacity development and incorporation of adaptation priorities to cope with climate change. It will strengthen awareness and knowledge of local fishers and fish farmer’s communities, and enhance local adaptive capacity through transfer and adoption of appropriate site-specific climate resilient fisheries and aquaculture intervention technologies and approaches, which will be underpinned by effective knowledge management (e.g. use of ICT-based climate and disaster information services) ensuring wider dissemination of best practices and lessons learned.

Tasks and responsibilities

  • Lead and support PMTSU and the National Team on analyzing and addressing gender issues in the project;
  • Work with the PMTSU to integrate gender into all project work plans and ToRs, review all outputs from a gender perspective, and suggest mechanisms /actions to monitor effectiveness of the project in addressing gender issues;
  • Develop indicators for monitoring socio-economic and gender parameters and track the achievement of these indicators;
  • Collect, compile and analyze sex-disaggregated socio-economic baseline data on fisheries and aquaculture in the selected sensitive areas with due consideration to vulnerable groups/communities and gender issues, and provide feedback to project team/management to strengthen project implementation;
  • Based on the socio-economic and gender analysis, assess the dependence of rural livelihoods on coastal and haor wetland resources exploitation, identify constraints to socio-economic development and biodiversity conservation, and identify and evaluate potential actions to overcome such constraints, including livelihoods options, with due consideration to the different needs of men and women;,
  • Identify awareness and training needs on addressing gender, prepare a practical strategy for integrating gender into the project, including training programme and gender-monitoring framework;
  • Support the project Team in conducting stocktaking and prioritizing of traditional and tested adaptation practices in the fisheries and aquaculture sectors and recommend suitable climate-resilient adaptation practices for greater women participation and implementation through the project;
  • Design methodology and approach to strengthen community level capacity to understand risks and vulnerability assessment together with Climate Change and Risk Management Expert;
  • Work closely with the national team members to achieve project objectives of women empowerment, capacity improvement and reducing women’s vulnerability to climate changes through smart adaptation and mitigations;
  • Prepare and submit an End of Assignment Report (EoA);
  • Carry out other activities as instructed by the PMU/or the FAOR.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Development Studies/ Development Economics/ Agricultural Economics/ Sociology/Human Geography or other related field from a recognized university/ institution, preferably Ph. D. or equivalent.
  • 8 years of relevant experience in of relevant practical field experience within one or more of the following areas: Socio-economic and/or household economy assessments; gender issues in rural Bangladesh, risks and vulnerability assessments, Capacity building of women.
  • Fluency in Bengali, good command of English is desirable with computer literacy.
  • Nationality of Bangladesh or resident in the country with a regular work permit.

Technical/Functional Skills

  • Knowledge about latest development in the livelihoods sector, particularly in the fields of fisheries, aquaculture, agriculture/rural development and vocational training.
  • Demonstrated experience in conducting assessments for planning and/or evaluation purposes, as well as familiarity with community-based and participatory approaches.
